Program Officers (2 positions)

Urban Youth Program

CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. We invite applications from experienced and talented individuals to fill Program Officers (2 Positions) for Urban Youth Program. This position will be based in Mogadishu - Somalia with frequent travel to the field for project implementation and technical support.

1. Position Summary

These project Officers will be based in Mogadishu, and support day-to-day implementation of the AGES project covering Mogadishu. Reporting to the Area Managers, and will be expected to work with local communities, partner INGOs, IDPs, schools and line ministries to ensure the delivery of a high quality project. Their primary responsibilities will include project planning and implementation, project monitoring and reporting.

2. Roles & responsibilities **

2.1 Planning and Implementation. (50%)**

  1.  Work closely with partners and local communities to identify eligible parents, train/coach parents on VSLA concepts, establish VSL groups, support parents through seed funding and microfinance for VSL groups
  2.  Work closely with the MoE to organize training/coaching for facilitators and adolescents using appropriate modules on VSLA as well as seed funding for adolescent VSL groups and linkages for groups with Islamic microfinance institutions.
  3.  Work closely with local communities to identify eligible girls for scholarships to enable out of school girls to attend school
  4.  Work closely with MoE to identify ABE centers, conduct needs assessment for ABE centers, infrastructure improvement and to enrolment dives to enrolment of out of school adolescent girls.
  5. Support the recruitment of ABE teacher and the training on new ABE curriculum to ABE teachers
  6.  Support in the review and development of the life skills training modules and identification and registration of the NFE centers
  7.  Conduct enrolment drives and awareness campaigns for out of school children/girls by existing CEC in the identified umbrella (community/private) schools.
  8.  Support the development of TOT Training package for teachers on improved methodologies to teach literacy and numeracy.
  9.  Work with partners in the selection of women mentors, training of women mentors, establishment of Girls' Empowerment Forums, and selection and training of GEF Peer Mentors
  10. Provision of small grants to GEF to support important initiatives from their work plan
  11. Review and development of quality assurance policies that are gender responsive in partnership with the relevant MoE departments

2.2 Project Monitoring. (20%)

  1. Participate in the development of a monitoring and evaluation frameworks/ plans for the AGES project based on the indicators in the log-frame for effective qualitative and quantitative data collection.
  2.  Conduct monitoring visits to all the 600 VSL groups to track 12,000 girls who are beneficiary of life skill trainings
  3.  'Monitoring visits will be conducted on a quarterly basis for 5 quarters in all 22 locations
  4.  Conduct regular visits to the ABE centers to collect data on enrollment, attendance, and transition of 15,000 OOSG enrolled in the respective centers.
  5.  Conduct pre and post training evaluations for trainings that are being implemented in order to establish achievement of training objectives
  6. Support the quarterly joint monitoring of the GEF/BEF activities will be carried out in all the 22 locations
  7.  Conduct monitoring visits to collect data on the WHO–CARE community health workers (Marwo Caafid) activities

2.3 Reporting. (20%)

  1. Prepare activity reports on each activity implemented and submit the report to the Area Manager.
  2.  Prepare, document and compile into a monthly progress report on project activities.
  3. Compile project implementation data from assigned area on a monthly basis and submit it to the Area Manager and the M$E coordinator.
  4. Document case studies and success stories in the course of your work with the project.

2.4 General responsibilities (10%)

  1. To bring into notice of the Area Manager discrepancies, serious incidents or any urgent information, which may need serious consideration regarding day-to-day project activities.
  2.  To fulfill any additional assignments as deemed necessary by the organization.

3. Required Qualifications (minimum requirements)

3.1 Education

 -University degree in social sciences or development related fields and good understanding project cycle management.

3.2 Relevant Experience.

 -Minimum of 3 years working experience working as a monitoring and evaluation officer, preferably with development projects

3.3 Knowledge and desired skills.

  • High level of computer literacy including but not limited to Microsoft Excel and Microsoft Access
  • Proven analytical and report writing skills
  • Excellent communication skills with fluency in written and spoken English and Somalia
  • Demonstrable ability to adapt to changing program priorities and emergency priorities that may arise
  • Strong self-starter who is able to take initiative
