The Somalia/Somaliland Country Offfice is currently recruiting a

Logistics Manager

Fulltime / 40 hours a week
until 31 March 2019
Based in Hargeisa
Issuing of contract is subject to funding by our donors.

Purpose of the position
To lead the Logistics department in Somalia/Somaliland in the delivery of efficient cost effective and quality logistics services to support the development and emergency programme delivery and the running of the country office.

Main tasks


  • To implement and monitor all logistics systems and processes in accordance with Oxfam Novib policies and procedures, including purchasing, warehousing, communications and transport, as well as the related administrative procedures, for Oxfam operations.
  • To supervise and support all logistic personnel working for Oxfam Somalia/Somaliland.
  • To establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
  • To assist the Programme Manager with logistics advice during the drawing up of new project proposals and report monthly on all logistics activities.
  • To provide and maintain safety policies for Oxfam staffs, premises and goods.
  • Maintain familiarity with donor compliance issues, ensuring all projects are compliant with donor and Oxfam procedures/ requirements and that appropriate documentation of projects for transparency and future donor inspection/ audit is in place.
  • Lead any new office and guest house set-up at the field level to meet the minimum Oxfam standards in compliance with security/ safety and facility (infrastructure, construction, assessment of the local market is explored and carried out)
  • Make assessments of logistics issues and needs of new emergency situations /responses
  • Ensure contingency stocks are in place in the field bases (food, water, fuel, basic medical supplies) in case of need for hibernation, and in all vehicles, in case of need of evacuation


  • To ensure that procurement plans are developed for each project.
  • Manage and lead on purchasing decisions, tender, advice and support to the programme department and teams.
  • Ensure that Oxfam conforms to donor funding requirements and be aware of any major developments/changes in donor procedures.
  • Contract management through issuing and evaluating of tenders for high value items recording and updating information in database.
  • Undertake field and supplier visits, providing guidance and support.
  • Provide timely information to the Country Director and Humanitarian Programme Manager and programme department, on local and international procurement by maintaining a requisition tracking system.
  • To keep records of all procurement transactions as relevant both electronically and manually for audit trail.
  • When needed carry out field assessment to identify potential vendors through a supplier mapping exercise which will provide adequate supply chain efficiency to the field offices.

Warehousing, Transport and Communication:

  • To ensure that all warehousing systems and processes are implemented and followed in accordance with standard Oxfam systems
  • Manage, monitor all stocks and assets in country and establish a disposal plan in accordance with the donor’s requirement and with country management team consultation.
  • Oversee the regulation of the use of vehicles and communications equipment.
  • Oversee planning of vehicle allocation in order to optimally serve the needs of the programme.
  • To ensure the monitoring of the fuel consumption and maintenance of Oxfam vehicles and the skills of the drivers.
  • Manage and liaise all travels of staff from field to Hargeisa and vice-versa maintaining a movement tracker.


  • Line manage two Logistics Officers in Hargeisa and a the Field Logistician in Burao sub-office, ensure appropriate logistical Oxfam systems/ procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently in the emergency programme setting.
  • To provide support and training to the logistic teams, and capacity build logistics staff on with on the job training and mentoring to enable them to deliver with limited supervision.
  • To set objectives for the logistics personnel and performance manage them.
  • Support team members professionally and monitor/ support stress management.
  • Maintain good inter-team communications and engender positive team dynamics


  • To ensure that the Oxfam logistics systems, procedures and working practices are adhered to.
  • To ensure that the proper administrative procedures and standards are followed i.e. requisition follow-up, purchasing, stock keeping and dispatch, payments are done in line with Oxfam Novib’s mandate.
  • To ensure that a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents are kept.
  • Ensure that inventory and asset lists are accurate, up-to-date and maintained.

Job requirements

  • You have a Bachelors/Masters degree in humanitarian logistics or related discipline.
  • Qualifications and/or extensive field experience in logistics related skills; purchasing and supply, warehousing, vehicle fleet management and communications team support, security awareness;
  • Extensive experience of logistics management preferably in a similar position with an international NGO - or with the UN or other intergovernmental agency.
  • Substantial experience in managing emergency programmes within developing countries.
  • A proven record of effective management of people, other resources and processes.
  • Capacity building skills to develop local staff members.
  • Demonstrable experience in the management of donors especially ECHO, GFO etc.
  • Experience of representation/ liaison with government officials, local authorities, NGOs, civil society groups and donors.
  • Excellent communication skills, with excellent written and spoken English.
  • Strong leadership skills and a supportive management style, especially working with colleagues from different functions, cultures and political environments.
  • Experience of proactively identifying and addressing issues.
  • Attention to detail and excellent numeracy.
  • Diplomacy, tact and communication and negotiation skills.
  • Flexible and adaptable.


  • Previous experience working Somali region or Horn of Africa

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 9 with a salary range between € 3,021 to € 4,648 gross based on 40 hours a week.
