Organizational Setting

The Midwifery Analyst is located in the UNFPA Somalia Country Office (CO) based in Mogadishu and reports to the Head of Office in Mogadishu and to the International Midwifery Specialist in Nairobi, Kenya.

Main Tasks and Responsibilities

Under the overall supervision of the UNFPA Representative, the direct supervision of the Head of Office in Mogadishu, and the technical supervision of the International Midwifery Specialist, the Midwifery Analyst will provide support to the planning, implementation, and monitoring of midwifery-related activities, focusing on aspects of health systems strengthening for midwifery improvement.

He/she will work towards strengthening institutional and technical capacities of national and sub-national midwifery institutions to make them competent in midwifery education and training; midwifery policies and practice, including regulations and in promotion of positive midwifery image and career; and enhancing the performance, visibility and image of the midwifery council and associations. He/she analyses and assesses relevant political, policy and social trends as they relate to midwifery and provides substantive inputs in the design and evaluation of midwifery-related interventions.

The Midwifery Analyst substantively contributes to the effective implementation of the project. He/she provides support and contributes to the planning, coordination and monitoring of all project components. He/she guides and facilitates timely delivery of quality UNFPA programmes on midwifery by supporting development and implementation of annual and quarterly work plans; undertaking programme supervision, monitoring and the reporting of results achieved. He/she works with technical staff at UNFPA and Ministries of Health to facilitate work of consultants, advisers and experts on midwifery. The Midwifery Analyst also establishes and maintains collaborative relationships with relevant counterparts in government (Health, Education, Public Service, Professional Councils and others), multi-lateral and bi-lateral agencies, the private sector and civil society organizations including midwifery associations to address emerging issues in midwifery.

  • Provide technical assistance in the development/adaptation, dissemination and use of programme/technical tools, policies, guidelines and standards, quality assurance and participate in the review of such tools especially those targeting sector ministries, regulatory bodies, training institutions and professional associations.
  • Support the Ministries of Health to develop, execute and periodically review the Midwifery Strategy and continually align midwifery issues with relevant national and sector strategic frameworks and plans, including the National Development Plan, Health Sector Strategic Plans (HSSP), Education Sector Strategic Plans, other thematic strategies and expenditure frameworks for midwifery issues with a view to improve policies and practices for midwifery training, regulation, recruitment, retention and motivation.
  • Support the Ministries of Health and in collaboration with other project partners ensure effective coordination of midwifery-related assessments - including gaps in human resource planning and management of midwifery workforce; midwifery education and training; midwifery professional association development and midwifery standards and regulation.
  • Develop and manage strategic relationships, networking with key stakeholders in country in the area of midwifery improvement and in executing their mandated functions in midwifery education and training, practice, regulations and services including development/review of policies, strategies and guidelines and capacity building and provision of technical assistance.
  • Mobilize and support advocacy and community mobilization initiatives for promotion of the midwifery image and career, including working with advocates to mobilize for increased student enrolment into midwifery training, their recruitment into practice and projecting of positive image of midwifery as a noble and honorable profession essential in maternal child health.
  • Participate in the identification and formulation of UNFPA and Ministries of Health's midwifery component work plans and projects by compiling and analyzing information, drafting project documents and work plans and preparing tables and statistical data.
  • Support the generation of strategic information and evidence to inform national policies and strategies for midwifery improvement. Document and share good (best) practices in midwifery with project and other stakeholders.
  • Undertake programme supervision, monitoring and the reporting of results achieved. He/she works with Project Technical Specialists to facilitate work of consultants, advisers and experts on midwifery.
  • Provide technical guidance and support to Ministries of Health, Ministry of Education (Higher education), the National Health Professionals regulatory body, midwifery associations and health education institutes for quality improvement in midwifery education, service delivery, strategy/policy development and professional practice.
  • Analyse and assess relevant political, policy and social trends as they relate to midwifery and provide substantive inputs in the design and evaluation of midwifery-related interventions.
  • Work with the national midwives' associations for capacity development, to support their advocacy roles and raise the profile of the profession.
  • Facilitates implementation of the national UN volunteer midwife's deployment component, facilitating timely and efficient delivery of project component inputs and addressing training needs of national UN volunteer midwives.

Qualifications and Experience

Education:

A Master's degree or equivalent in Public Health or Community Health and development, Reproductive Health, or any related field with 2 years of relevant professional experience.

A first level university degree in Public Health or Community Health and development, Reproductive Health, or any related field with a combination of 5 years' post-qualification professional experience will be accepted in lieu of the Master's degree.

Preference will be given to candidates with midwifery service, midwifery education and training and/or administration/regulation in the public or private sector.

Knowledge and Experience:

  • At least 2 years of relevant professional experience for those holding a master's degree and at least 5 years' of relevant professional experience for those without a master's degree.
  • Preference will be given to candidates with midwifery service, midwifery education and training and/or administration/regulation in the public or private sector.
  • Familiarity with the Somali Health System is essential.
  • Prior experience of working in multi-stakeholder environments including NGOs, CSOs, bilateral and/or multilateral agencies.
  • Knowledge and experience in the field of programme development and management, including budget management is desirable.
  • Experience in public speaking and presentation is desirable

Languages:

Fluency in written and oral English. Knowledge in written and spoken Somali is essential.

Other Desirable Skills:

Initiative, strong conceptual and analytical abilities, sound judgment, strong interest in Maternal Health, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
