CRS has a long history of supporting local civil-society organizations in Somalia, and has implemented development and emergency programming in multiple sectors, primarily supported by United States Agency for International Development Office of Foreign Disaster (USAID/OFDA) and Office of Food for Peace (USAID/FFP). CRS’ programs in Somalia are currently focused in South Central Somalia, with a flagship OFDA project supporting integrated health, nutrition, protection and WASH interventions for IDPs and other vulnerable populations.

Job Summary:

The Project Manager – Protection will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the OFDA project objectives related to the protection sectors, potentially including activities focused on GBV prevention and response, child protection, shelter and CCCM: advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The incumbent’s project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.

Job Responsibilities:

· Lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices.

· Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

· Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project monitoring and evaluation activities, following CRS and donor MEAL Policies and requirements, and ensuring effective mechanisms for accountability to affected populations (AAP). Proactively identify issues, report them to inform adjustments to plans and implementation schedules; design and lead participatory processes that promote adaptive management and ensure program quality and impact.

· Contribute to proactive management of risks to CRS staff, partner staff, and project participants.

· Engage and strengthen partnerships relevant to protection programming, applying appropriate application of partnership concepts, tools and approaches.

· Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for protection programming.

· Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.

· Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.

· Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

· Ensure effective mainstreaming of protection and gender in all phases of project cycle at CRS and partner levels; coordinate training and participatory process as needed to ensure implementation of the Centrality of Protection Strategy in all projects.

· Provide technical direction and inputs for design of new projects and development of technical proposals, to include drafting relevant technical sections of proposals.

Typical Background, Experience & Requirements:

Education and Experience

· Bachelor's Degree required. Master’s Degree in a social science field relevant to humanitarian protection programming is required: e.g. public health, social work, counseling, international development or international relations, refugee/displacement studies, international law, public policy, etc.

· Minimum of 5 years of work experience in project management within a protection focused sector, ideally in a humanitarian setting, and for an NGO.

· Additional experience may substitute for some education.

· Relevant grant management experience, especially for USG or other public donors, a plus.

· Staff supervision experience.

· Experience working with stakeholders at various levels and strengthening community partnerships.

· Demonstrated experience contributing to project design and technical proposals, a plus.

· Experience analyzing data and contributing to evaluation reports.

· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Personal Skills

· Critical thinking and creative problem-solving skills with ability to make sound judgment.

· Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.

· Strong writing skills in professional English, level of proficiency should allow the candidate to serve as primary author of high-quality written reports to donors with minimal revision.

· Proactive, results-oriented, and service-oriented.

· Attention to details, accuracy and timeliness in executing assigned responsibilities with minimal supervision.

Required/Desired Foreign Language: Fluent Somali and English

Travel Required 25% to project sites outside Mogadishu (currently Cadaado, Baidoa, Luuq, Dollow, Belet Hawa, Garbahaarey).

External: Protection Cluster and relevant working groups + Shelter and CCCM Cluster coordinators and leadership, Counterparts in key UN organizations and leading protection implementers; Key staff of relevant ministries at FGS, regional, federal member-state, and more local levels; implementing partner management and technical leadership staff.

  • Track portfolio and project MEAL requirements – both CRS MEAL Policies and Procedures (MPP) and donor requirements.
  • Work with MEAL staff and partner staff to implement the MPP and donor MEAL requirements applicable to your projects.
  • Complete the annual MEAL procedure self-assessment for your project, and develop action plan to advance MEAL practice.
