1. Introduction:

TVET and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) Project is a three year project whose overall objective is to promote economic growth through infrastructure development, employment creation and sustainable natural resources management. The Specific objective is to improve access to markets and social services, improve access to energy services and enhance sustainable use of natural resources through an increased availability of skilled human resources for Somalia/Somaliland’s road and energy sectors.

The project aims to support the Government of Somalia/Somaliland plans to enhance inclusive economic growth and reduce poverty. The project will assist in the development of high quality skills both for gainful employment and sustainable economic development. In order to meet labour demands in road infrastructure and energy sectors, the project aims to strengthening TVET and higher education (HE) to make them of high quality and responsive to the changing market situations in the selected priority sectors of the economy.

Given the increasingly dynamic employment market, the project supports the introduction of a private sector–led and a high quality competency–based skills development approach facilitated by innovate and integrated internationally bench–marked frameworks, to increase the relevance of the skills training offered and to ensure an optimal absorption of the (new) skilled workforce into the labor market. To attain these objectives, first national and local capacities in the design, management and implementation of skills development and employment promotion program in TVET and HE linked to the road infrastructure and energy services must be strengthened and training qualifications need to be brought to a higher quality and existing frameworks need to be aligned with standardized norms.

2. Strengthening the Capacity of TVET Centres

THE BRIDGES project aims the improvement of access to and quality of technical and vocational education and training (TVET) standards. Highly skilled, competent and motivated trainers are a prerequisite for realisation of a viable TVET strategy. Competent trainers and instructors with skills in roads and renewable energy (Solar) as well as pedagogical knowledge are important even if there are well equipped technical institutions. The current instructors lack opportunities for in-service training and are consequently unaware of new good practices and more effective training methods. It is for this reason that the project seeks to address the capacity constraints of the teaching and training workforce in TVET sub-sectors. The project aims to upgrade the technical skills and enhance pedagogical capacities of TVET trainers to deliver high quality trainings. Particular focus will be on enabling the selected trainers to acquire the required skills and competencies for facilitating and assessing desired learning outcomes in line with the new curricula for identified skills within the roads and energy sectors. To implement the skills upgrade training, the project need 6 expatriate master trainers from the neighbouring countries. The master trainers will be stationed at the 4 TVET institutes for a period of up to 9 months to train and mentor the local trainers. They will also assist the local trainers in the delivery of practical sessions as well as periodic assessment of trainees. In the long term trainers from the project’s four training providers are expected to form a cadre of master trainers capable of passing on their skills to other trainers.

The role of the Master Trainers will be to train/upgrade the skills of the TVET instructors/tutors within TVET centres. The training will be customised so that Master Trainers and the Tutor-trainees can learn in their own friendly environment, providing flexible learner-centred involvement by meeting individual learning needs, helping them take on more responsibility (while learning and continue training in their centres), blending theory with practice and making effective use of limited instructional resources within their own centres.

It is envisioned that the project which is currently being implemented in Hargeisa, Galkayo, Mogadishu and Kismayo will successfully upgrade the skill proficiency levels of current TVET tutors through the in-centre training and mentorship program which would result in the improvement of quality of trainings offered to youth trainees.
