OVERVIEW OF THE POSITION

The United Nations in Somalia is committed to supporting national ownership of the national development plans and of its implementation. Through the establishment of a National Funding Stream (NFS) as part of the United Nations Multi-Partner Trust Fund (the ‘UN MPTF’), the Federal Government of Somalia (the ‘FGS’) and the UN seek in particular to strengthen the use of country systems, in line with the New Deal principles, and to align international assistance behind national planning, budgeting and monitoring processes.

The MPTF National Window is one of the flagship funding mechanisms set in place by the Somali Development and Reconstruction Facility (SDRF) and provides a platform for a systematic and coordinated effort to channel donor assistance through the financial system of the Federal Government of Somalia. The pilot project started in 2016 and aims to solidify support from a broader array of national stakeholders for Somalia’s transition by strengthening relationships between the Federal Government and the Federal Member States & Somaliland, assist in consensus building, support the building of legitimate public sector institutions, and increase donor trust in, and use of national systems.

The national funding stream has recently expended to other projects, including the Rule of Law Joint Programme for the construction of the prisons in South West (SW) and Galmudug states. Activities for construction the prisons in Baidoa (SW) and Adado (Galmudug) are integral part of the MPTF funded Rule of Law Joint Programme, will be implemented by the FGS the Ministry of Finance, Project Implementation Unit

There main deliverables of this pilot project include a number of small scale infrastructure projects

1) The rehabilitation of the Regional and District Court House of Kismayo (Jubbaland)

2) The provision of solar streetlights in Benadir (Mogadishu)

3) Construction of Mayor’s Office in Bandiradley district and North Galkayo (Mudug Region – states of Galmudug and Puntland)

4) Construction Baidoa prision in South West State; and

5) Construction of Adado prison in Galmudug State

The infrastructure projects are being implemented through the Somalia Financial Facility for Local Development SFF-LD located in the Ministry of Finance of the FGS. SFF-LD is also implementing other infrastructure projects financed by the WB.

The monitoring and supervisory services of the construction engineer are required to provide independent monitoring and conduct quality assurance & quality control (QA/QC) of the construction projects as indicated in the Scope of Work, design and within the timeframe and the budget allocation. Engineer’s reports will provide assurance to the UN and the donor countries and have a positive impact long term for potential additional resources under the MPTF National funding stream.

GENERAL FUNCTIONS

Role objective:

Objective of this assignment to ensure quality assurance and quality control based on international standards of construction on the designs, bidding documents, construction work and supervision conducted by a third party contractor.

Expected output:

Under the overall guidance and supervision of the UN MPTF Risk Manager, the Consultant will provide engineering/technical expertise, oversight and advisory services in accordance to the key functions and upon delivery of the outputs indicated in the deliverables below (see Section V). On the prison projects in Baidoa and Galmadug the Consultant is required to coordinate with the UNDP Rule of Law Project Manager on a regular basis :

The Consultant will support the RCO in the following tasks:

Conducts field visits and prepares assessment of construction interventions (2-5 visits to each construction site over 12 months period)

Conduct all the necessary pre-construction surveys and assessments.

Provide technical advice throughout all stages of tendering processes.

Monitor construction works and provide independent inputs to all related construction work reports generated by the PIU and Engineering firm contracted by the PIU and providing resident inspection services such as material testing until the completion of the contract.

Reviews and assesses technical design documents for construction interventions providing technical inputs and quality assurance:

• Review of technical documentation (geotechnical elaborates, existing and future lay out, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for specific projects.

• Review of technical drawings, specifications and Bill of Quantities, geotechnical elaborates

Conducts an independent technical expertise/verification of all the construction works throughout implementation according to the technical design and specifications. This task will be provided through at least twoverification/checkup missions per project, until finalization of work. The technical expertise/verification of the construction should be made as to confirm whether works and processes are in conformity with:

• Terms of Reference/Scope of Work of the construction works

• Technical design, including all specifications, norms and regulations, bill of quantities and cost estimates

Review /spot check contractors’ payment document and conduct quality assurance/quality control testing as necessary

Provide specific written recommendations to the Ministry of Finance and UN Somalia RCO/RMU and effective support throughout all stages of tendering processes;

• Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project;

• Ensure that necessary supporting documentation is in place prior to issuance of tender;

• Review the bid evaluation report and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;

Monitors and supervises construction works

• Perform number of monitoring field/on-site visits, upon engagement with the SFF-LD Engineers, Design and supervision firm and Construction Company for the provision of re/construction activities for the specific required projects (introduction of construction companies to the site, visit on 80% of completion and final reception) during the specific assignment;

• Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works

• Endorse off the final handover documentation upon completion of all (re)construction works in each project;

Final product/Deliverables :

Prepare a monthly Gantt Chart or Project Schedule (at the beginning each month) with detailed activities and missions that will be undertaken and their corresponding timing. The work plan should indicate the activites need to be implemented simultaneously and those that need to be sequential and highlight how the risk of delays to any one activity will have impact on other activities.

Monthly brief progress reports on the status of infrastructure projects (within one week after the end of the month) to be shared with supervisor and UNDP Rule of law project

Quarterly progress reports, with challenges, findings, recommendations and lessons learned (two weeks following the end of the quarter)

Provide project & issue based ad-hoc reports as requested by to be shared with supervisor and UNDP Rule of law project.

Final report (within two weeks of the completion of the assignment)

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in Civil Engineering, - construction department, from a recognized university and/or Master's degree in Relevant field.

Work experience:

§ Minimum of 5 years of demonstrable relevant Engineering – Civil experience.

Geographical experience:

§ Minimum of 1 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English (essential) and Somali (desirable).

Key competencies:

Academic Qualifications: BSc in civil engineering- construction department, from a recognized university. Master’s degree would be an asset;

Years of Experience:

Minimum 5 years of professional experience in the relevant field of civil engineering, especially in preparation of echnical/construction technical documentation;

Professional licensure in areas of geo-technical or structural engineering would be an asset;

Experience in working in medium and complex infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision;

Experience in supervising medium-scale construction works;

Previous experience in post-conflict countries
