UNICEF Somalia played a key role in making sure that child-focused data, with attention to gender and minorities, was included in the country’s first national development plan in 30 years. We have been tackling issues such as child mortality, better access to health services, severe malnutrition, and stronger child rights. We are working with partners to address the alarming food insecurity and malnutrition levels in Somalia. We are supporting community based reintegration programs for children released from armed groups, and are working on developing a social protection policy. We are also conducting robust HACT implementation.

How can you make a difference?

Under the supervision of the Planning & Monitoring Specialist, responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.


  • Designs data collection methodologies and research related to programme interventions; Conducts research and data analysis. Assists in the introduction of new approaches and methods in project monitoring and evaluation and in coordination with UNICEF-led clusters. Leads at national level on Humanitarian Performance Monitoring, including development and management of necessary partnerships.
  • Assesses trends and measures outcomes relating to achieving CPAP/UNSAS and Emergency Response goals, in context of country programme. Maintains a data bank of social indicators on the situation of women and children.
  • Contributes towards the preparation of the Situation Analysis. Prepares Country Programme integrated monitoring, evaluation and research plans.
  • Participates in Programme mid-term review, annual reviews, previews, meetings. Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions, when necessary. Provides technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation.
  • Participates in the development of the Monitoring and Evaluation section's work plan, ensures compliance to specific assigned objectives. Provides guidance and support to staff.
  • Assists Government authorities to plan and organize M&E training programmes. Identifies training needs for the purpose of capacity building in monitoring and evaluation for government and partners. Liaises with the regional M&E Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.
  • Prepares the programme status reports required for management, board, donors, budget reviews, programme analysis, annual reports, etc.
  • Participates in inter-sectoral collaboration with operations and programme colleagues in tracking programme financial inputs and outputs. Collaborates with the Information/Communication staff in the selection and dissemination of statistical results from the Situation Analysis to national and local levels.
  • Ensures the accurate and timely input of programme information in the computerized programme system, and issuance of status reports for monitoring and evaluation purposes.


To qualify as an advocate for every child you will have…


  • Education:Advanced university degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
  • Work Experience:Five years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation. Practical experience in community-based research.
  • Language Proficiency:Fluency in English is required. Knowledge of the Somali language is an asset.
