Under the direct supervision of the Mogadishu ICT Analyst, the ICT Associate is to provide daily network support for users of information management tools and technology infrastructure of the Mogadishu office. The incumbent has to be competent in the technical aspects of information systems -- daily ICT support, Telecommunication and implementation of network tools. The ICT Associate should ensure 100% availability of the Local Area Network (LAN) and the Wide Area Network (WAN) environments. The ICT Associate is also responsible for the review and advice on the use of new technologies that will improve the LAN and WAN Infrastructure. He/she will maintain, troubleshoot, report equipment faults, repair, install and assemble communications/telecommunications systems and equipment. The specific functions include:

Duties and Responsibilities

 1-LAN Support

Propose tools and methods for improving effectiveness.

  • Manage problem solving, support, and assistance for use of office's technology. Liaise with ICT Manager in Nairobi for third level support from relevant vendors when the need arises.
  • Install and relocate hardware and coordinate equipment servicing.
  • Inform users of facilities and services available in the LAN and advise staff of environmental changes.
  • Provide assistance for data access, transfer and conversion

 2-Network Administration

  • Administer and monitor the office's network to provide a stable and responsive environment.
  • Respond to user needs and questions regarding network access and assist staff in the use of network resources.
  • Maintain up-to-date parameters of information for the network clients and electronic mail.
  • Operate network utility procedures:
  • Define network users and security attributes
  • Establish directories, menus and drive-mappings
  • Configure network printers and provide user access.
  • Troubleshoot network problems and monitor:
  • File server traffic, usage and performance
  • Network security access and space usage
  • Follow up with staff for corrective measures.
  • Advise and assist users in backup and restore procedures for local drives. Maintain backup logs; determine critical versions of data, and execute related archiving procedures.
  • Virus detection, removal and prevention for all systems in the bureau.  Keep virus detection and removal software facilities up to date

3-Wide Area Network Administration and Operation

  • Maintain network equipment and communication links. Includes management of Cisco Routers, switches troubleshooting
  • Implement configuration changes and to improve network performance and fault tolerance.
  • Prepare network layout diagrams for staff within Office and Network
  • Administer video conferencing equipment.
  • Liaise with Internet Service Providers to verify equipment configuration.
  • Administer VoIP equipment and liaise with VoIP provider
  • Liaise with PABX vendor for maintenance and upgrade of switchboard equipment.

4-Messaging, Unified Communication and Audio / Video Conferencing Support

  • Setup new users on the corporate email system on their Outlook clients and support them on any messaging related queries. Escalate queries that cannot be resolved locally to Email Services in HQ.
  • Encourage use of Corporate Unified Communication platform i.e. Skype for Business for CO communication to reduce cost of telephony.
  • Assist in setting up Audio / Video Conferencing for meetings with our CO offices, other agencies, HQ and Counterparts.
  • Ensure Conferencing is operating optimally to ensure good quality connectivity by regularly testing.

5-  Administration

  • Ensure that Help Desk calls are logged on the CO Helpdesk Tool to be able to isolate recurring support incidents and enhance pro-active support.
  • Maintain an up-to-date inventory of the software and hardware; draft requests for procurement, process component deliveries and installations.
  • Maintain a library of reference materials, develop procedures for network usage, and provide related information to staff.
  • Maintain an inventory and stock of supplies and spare parts for the offic
  • Keep log of network reported problems

The key results have an impact on the overall efficiency of the Country Office including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Required Skills and Experience


  • Secondary education with relevant certifications in hardware and software management and application (Microsoft Certification, Cisco Certification). University Degree in Computer Science desirable, but it is not a requirement. Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months


  • 6 years of working experience in microcomputer technology; PC/LAN operating systems; MS Windows 7 and
  • Windows XP; MS office 2010 and 2003 and database management.
  • Minimum of two years working experience in: Windows 2008 R2 server and network administration; use of industry standard hardware/software; telecommunications facilities. Previous experience in programming and training an asset.  Proven experience in communication/telecommunication equipment testing, calibration, installation, maintenance, troubleshooting, (Knowledge of Local UNDP Radio and VSAT systems a plus).In addition, practical knowledge of the following would be advantageous: VHF Equipment, Land Mobile Radio, Microwave Radio Systems, Local Government Radio and Frequency Regulations; Satellite Communications Equipment, V-SAT


  • Fluency in written and spoken English
  • Knowledge of Somalia is a requirement
