Under the direct supervision of the Chief of Mission (COM) in Mogadishu, Somalia and in coordination with the DDR/Conflict Advisor in Headquarters (HQs), the successful candidate will assume a principle managerial oversight role of IOM Somalia’s Disarmament, Demobilisation and Reintegration (DDR) programme, with a particular focus on the reception, rehabilitation and reintegration of disengaging combatants through male and female Transition Centres in Kismayo and Baidoa. Furthermore, s/he will provide managerial oversight of the Youth Centres for vulnerable community youth, and the various strategic communications and outreach projects in support of the DDR programming.

Core Functions / Responsibilities:

Programme Design and Management

  1. Establish and maintain the administrative, financial, procurement, monitoring and evaluation and management systems to ensure the timely and effective implementation of the DDR programme.

  2. Provide overall strategic direction for the DDR Unit, and update the DDR strategy that combines IOM’s support for the ‘National Programme for the Treatment and Handling of Disengaging Combatants and Youth at Risk in Somalia’ with field level implementation at the transiting and youth centres for disengaging combatants and community youth in Kismayo and Baidoa. This includes commissioning, developing and contracting research for the DDR programme as required.

  3. Oversee the management of IOM activities at the two-male transiting centres and two youth centres in Kismayo and Baidoa, and DDR satellite services in Xudor and Gedo (and others as may be required in the future). Additionally, oversee the construction of two female transiting centres, and the implementation of complimentary community, outreach and strategic communications projects.

  4. Oversee the selection, hiring and capacity building of all international and/or national staff hired for the programme; directly supervise the DDR Project Manager and DDR Unit project staff, as well as work closely with appropriate resource management, field security staff and other support staff as required.

  5. Manage budget provisions and monitor all programme expenditures regarding IOM’s support to the national Programme.

  6. Undertake regular on-site program monitoring and field travel to the extent that security conditions allow.

Planning and Policy

  1. Lead IOM efforts to support and to promote the Federal Government of Somalia’s implementation of the National Programme for the Treatment and Handling of Disengaging Combatants and Youth at Risk in Somalia’, specifically through the promotion of policies in support of promoting human rights standards and norms, traditional dispute resolution, and viable, harmonized reinsertion and reintegration initiatives.

  2. Work in close coordination with the Project Support Unit (PSU), Chief of Mission and other relevant colleagues to plan and develop new DDR projects, based on the unit strategy and engage members of the donor community to solicit support for further developing the programme.

Partner Engagement

  1. Identify, evaluate and, as appropriate, establish cooperation with institutions that can undertake activities on behalf of and in partnership with IOM.

  2. Oversee implementation of activities at the national level designed to build the capacity of relevant Ministries of the Federal Government of Somalia to implement the National Programme.

Strategic Advice

  1. Make recommendations to further enhance the objectives of the DDR programming in discussions with international and national counterparts including donors, and seek programmatic partnerships and synergies when appropriate.

  2. Develop and implement a strategy for managing the institutional, security, political, financial and programmatic risks related to the DDR programme, including the development of milestones, targets and standard operating procedures.

  3. Regularly assess, formulate and present concise political, security and programmatic analysis of the country context and the impact of IOM engagement.

Reporting and Coordination

  1. On behalf of IOM, represent the DDR unit externally to all relevant state and non-state institutions, bilaterally and through the various coordination fora, including, the Ministry of Information and Communication, Ministry of Defence, Ministry of Internal Security, Ministry of Labour and Social Affairs, Ministry of Justice, Ministry of Women and Human Rights Development, the United Nations Assistance Mission in Somalia (UNSOM), AMISOM, local authorities and donor representatives. In particular, represent IOM at the National Programme Working Group and various Sub-Working Groups.

  2. Establish modalities for the strengthening of internal coordination within the IOM Somalia mission to ensure linkages with other migration programming (operations and emergencies, migration management and development).

  3. Provide timely updates on programme issues, including regular risk analysis and recommendations for operational improvements, to the COM / IOM management, as well as regular, timely reporting and presentations for donors. Provide any other supplementary written materials (e.g., 'think pieces', promotional materials etc., as required).

  4. Based on a detailed understanding of UNDSS security requirements and the complex situations of restricted access, monitor, manage and abide by UN security regulations and guidelines.

  5. Perform such other related duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Law, Political or Social Studies International Affairs or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.


• Demonstrates high level technical expertise and experience in DDR programming;

• Direct experience in one or more of the key related areas of stabilization, transitional justice, community-led recovery and conflict mitigation in highly complex conflict-affected environments;

• Experience in project management especially on thematic areas including socio- economic reintegration and youth support programming;

• Experience in coordination of various projects to ensure maximum outputs;

• Experience and knowledge of monitoring and evaluation;

• Experience in transitional justice as a component of reintegration, reconciliation and social cohesion an advantage;

• Demonstrated expertise in the thematic area relevant to project development;

• Knowledge of Somalia under the thematic areas an advantage;

• Strong computer skills, specifically hands-on experience in usage of MS Office.


Fluency in English is required. Working knowledge of Somali and/or Arabic is an advantage.
