Somaliland has experienced a drastic increase in the private sector development over the last decade. Many businesses have been established and others expanded by young entrepreneurs. Most of these businesses are owned by diaspora either directly or indirectly. However, it has been observed that there is no adequate source of information available in the market for those entrepreneurs who either want to expand their businesses or who, thanks to their entrepreneurship skills, want to start their own businesses.

To tackle such problems, SPARK is looking for a consultancy firm/ individual consultant to produce a map that identifies and details the various stakeholders across the country that are involved in entrepreneurship, and play a role in building, supporting and/or shaping the entrepreneurship and business environment in Somaliland. This interactive map/portal will be a major resource that can be utilized by various individuals and actors who would like information about Somaliland’s entrepreneurial landscape.

The firm or the individual consultant will be required to collect and analyse information from all the relevant stakeholders/target groups and identify what information can be obtained from which organization/institution. The target group/stakeholders include, but are not limited to: Chamber of Commerce, Ministry of Trade, Ministry of Investment, Ministry of Education, Ministry of Planning, Ministry of Youth and national development, banks, private sector/businesses, NGOS etc.

Main tasks and responsibilities:

Under the responsibility of the Somalia/Somaliland Program Manager, the Consultant will be responsible for the following:

  • Carry out an in-depth research on the role of the different stakeholders that are involved in entrepreneurship activities/services
  • Provide full information regarding what information entrepreneurs need when starting, growing and expanding their businesses and where to turn to when looking for support
  • Map out the various stakeholders in the entrepreneurship ecosystem, providing clear linkages and relationships and the various support/services offered.
  • Cooperate with local partner to translate this information into a web-based portal for online usage
  • Submit a final report

Requirements and Skills

  • The consultant/Firm should have at least a Masters in Entrepreneurship and Business development, Accounting, Management or any other relevant field
  • The consultant/Firm must have at least 10 years’ experience in Entrepreneurship and Private sector development
  • Strong knowledge, experience and understanding of the Somali entrepreneurship culture
  • Excellent relationship and networks with stakeholders referenced above
  • The consultant should be available for immediate engagement of the assignment
  • Proficient in English and Somali is a mandatory requirement
  • Past experience in conducting similar research is required.
