Overview of the position:

Our client supports the successful implementation of its partners’ peace building, humanitarian & development projects around the world. Their mission is to serve people in need by expanding the ability of the UN, govt's & other partners to manage projects, infrastructure & procurement in a sustainable & efficient manner. Working in some of the world’s most challenging environments, their vision is to advance sustainable implementation practices, always satisfying or surpassing their partners’ expectations. With over 7,000 personnel spread across 80 countries, our client offers its partners the logistical, technical & management knowledge they need, wherever they need it. A flexible structure & global reach means that we can quickly respond to their partners' needs, while offering the benefits of economies of scale.

Their East Africa Hub is located in Nairobi & oversees the organizations operations in Somalia, South Sudan & Burundi. The Hub covers a large geographic spread, including Eritrea, Tanzania, Rwanda, Uganda, Mauritius, Seychelles & Comoros, in addition to those mentioned above. Our client in Kenya implements a large portfolio of projects in partnership with other UN agencies & various donors on the ground, ranging from physical infrastructure to transactional projects.

Their Somalia office was established in Mogadishu. At present, our client manages a significant portfolio of projects in Somalia through a hybrid system that combines a light country footprint & resources provided by the Nairobi based East Africa Hub. Our client works with multiple partners including the govt's of Somalia, bilateral & multilateral donors, and UN agencies, funds & programs. In keeping with the new deal architecture, our client is currently largely focused on assisting partners with the implementation of physical infrastructure projects but also in supporting the Somali govt., the UN mission in Somalia & other international donors in rule of law programming, including through the delivery of police support. Importantly, our client in Somalia is managing the DFID-funded Somalia Security and Justice Program (SSJP) through which DFID provides support to the JPP.

Role objective:

International funding has been crucial in sustaining the Somali Federal & Federal Member States (FMS) Police in returning a degree of security & rule of law to the country. The continuation & expansion of these efforts is crucial over the coming years. To enable this, it is proposed to establish a dedicated program that will support the Federal & FMS police implement the New Policing Model (NPM). This Joint Police Program (JPP) seeks to bring together donor funding of the police into one place & enable the efficient & effective allocation of resources against agreed priorities. This program is an integrated approach to ensure that support to the police in Somalia uses as its basis the evolving Somali Federal & State Police Plan. The program’s outputs are defined as:

  1. Provision of training and development support, including assistance & advice, to Somali Police Services.
  2. Provision of support to legal framework & policy development for Somali Police Services.
  3. Support to effective civilian oversight & governance of policing (strand 6).
  4. Institutional coordination addresses police development & reform in Somalia.
  5. Policing presence and visibility increased in targeted locations:

  6. Procurement of non-lethal support equipment.

  7. Provision of infrastructure support through rehabilitation & construction of police facilities.

  8. Provision of electronic stipend payments.

Expected output:

M&E Framework:

The logical framework matrix together with the M&E plan are the two crucial monitoring tools, describing expected results, indicators (with associated baselines, targets & means of verification) against which the M&E Officer can monitor change. The logical framework is paramount to measure contribution to outcomes. The M&E plan will provide information on where to source the required information, how & how often data will be collected, assign responsibilities & define the role of 3rd party monitoring in providing regular & independent analysis & assessments to support effective oversight of the JPP by the Program Executive. The M&E system must be able to monitor progress as well as aggregate data to monitor progress against its own overall logframe & evaluate JPP’s performance.

Sustainable Development Goal 16:

To measure the outcome level, a dedicated rule of law outcome-based M&E mechanism (ROL-M&E) administered separately to this program by UNSOM-UNDP follows up the progress of the overall Rule of Law programs & institutions of the UN Rule of Law in Somalia. Looking specifically at Sustainable Development Goal (SDG) 16 – “promoting peaceful & inclusive societies for sustainable development, providing access to justice for all & building effective, accountable & inclusive institutions at all levels”. Key objectives of this ROL-M&E mechanism include:

  • Compile, analyse & use qualitative and quantitative feedback data collected through already-existing networks & mechanisms, as well as dedicated data collection capacity, as to inform decision-making & adapt programming.
  • Identify needs & gain further insight into factors that affect communities & security.
  • Measure impact of programming, achieve a more holistic & accurate narrative of needs & response, achieve greater accountability. Provide an early-warning system to detect rising tensions or growing insecurity in communities.
  • Data will be provided on the go – allowing the UN to understand better the impact of its implementation & offer a chance to early re-programming if desired.

Our client's role in JPP:

In close cooperation with the Somali authorities, particularly the Somali Police Support Office (SPSO), our client will serve as JPP’s Secretariat & will be responsible for overall coordination of delivery of the JPP including the management & administration of the program, M&E, purchasing & supply chain management & reporting to the Program Executive.

Functional Responsibilities:

Under the direct supervision of the Head of Programs (HoP) & whilst promoting coherent common M&E approaches to SSJP, overall M&E aspects of program delivery will be the responsibility of the M&E Officer. This involves designing & managing the M&E system & framework as well as its continuous development & refinement taking into account the Program’s Logical Framework & SDG 16. Thus, whilst providing relevant technical inputs, the M&E Officer will undertake the substantive M&E duties & responsibilities to ensure that program M&E needs are met & activities are aligned to achieve the intended outputs. More precisely, the M& Officer:

Develop M&E systems to monitor & evaluate project implementation:

  • Initiates and develops of the program’s M&E strategy & plan.
  • Provides technical oversight of the M&E activities and operations of the program, establishing the plan, guides, tools, system, methodologies, protocols & indicators for the appropriate and regular monitoring, evaluation & impact assessment of the program.
  • Oversees all the data collection & analysis processes & facilitates baseline, progress studies & surveys as required.
  • Conducts qualitative & quantitative data analysis & information evaluation, contributing towards the situation analysis & progress, constraints & gaps assessments & evaluation of the program performance.
  • Ensures that regular monitoring & 3rd party monitoring are implemented, gaps in programming are identified & addressed.
  • Follows up with all lessons learned, actioning evidence-based programming informing the program’s problem-driven iterative approach & adapting the M&E systems & framework as required by the context.
  • Serve as a focal point for all M&E matters, progress reviews & evaluations, etc. developing reports, project presentations & other project M&E-related documents & correspondences.
  • Provides the required information to & supports the 3rd party monitoring service provider to conduct the tasks agreed by the Program Executive.
  • Perform additional ad hoc assignments & duties as required.

Working closely with partners & stakeholders, notably with UNSOM-UNDP ROL-M&E:

  • Supports common data collection strategies & best practices & the development & distribution of M&E-related reports reviewing program status & evaluating performance criteria (e.g. scope, cost, schedule & quality).
  • Contributes to define the role & approach of the program’s 3rd party monitoring.
  • Gives advise on M&E program approach changes as required & participates in the development & introduction of new approaches & methods in M&E.
  • Maintains detailed knowledge of all relevant issues in the field of M&E.

Prepare plans, reports & other project-related documents:

  • Reviews periodic technical reports of projects, provides appropriate comments & prepares consolidated periodic reports in accordance with the program’s needs.
  • Contribute, as required, to the development of common security & justice knowledge platforms.
  • Collects, analyses & disseminates in a timely manner periodic project progress reports in consultation with partners & stakeholders, project specialists & other relevant sources of information.
  • Assists in knowledge building & dissemination of lessons learned.
  • Supports the process of knowledge for dissemination at all levels & produce documents that capture the stakeholders & undertake production of knowledge-based products.
  • When required, provides technical support & training to JPP partners to strengthen M&E systems, including the development of sentinel surveillance systems, the recommended reporting & monitoring formats & guidelines or/and provides any on-site support.
  • If required, develops an M&E capacity strengthening strategy plan for stakeholders to ensure the effective implementation of the common monitoring framework, as well as of the thematic, program & project monitoring, schedule & findings & recommendations.
  • Using relevant data & information, prepares high-quality analytical reports, analyses findings & provides recommendations to advise on program performance.
  • Ensures the clearing of data & production of data reports in timely manner as planned or requested.
  • Leads the preparation and implementation of the program surveys.
  • Extracts critical lessons learned & good practices from final evaluation, audit & monitoring reports.
  • Maintains diaries & progress reports as required by UN standard procedures.

Additional requirements:

  • Travel to regions is expected.
  • Undertake travel to different projects’ sites throughout Somalia to monitor program activities.

Monitoring & progress controls:


  • The M&E Officer works based on the program’s monitoring plan at output level – as per the below table – & ensures the timely implementation & submission of the following documents/reports/activities
  • The M&E Officer directly impacts on achievement of project results by assisting the HoP to adhere to the program’s document. This consequently reinforces the visibility & image of our client as an effective service provider in project services & management & strengthens its competitive position as a partner of choice in sustainable development & project services.

Project reporting:

  • This role reports to the Head of Programs (HoP).

Team management:

  • This role does not have team management responsibility.

Geographical experience:

  • Minimum of 5 years of experience in Africa (essential).


  • Fluency in English (essential) and Somali (desirable).

Key competencies:


  • Master’s Degree in Social Science, Statistics, Development, Economics or other related field is required. A Bachelor degree in related fields combined with additional two years of experience in similar responsible position in developing countries is considered as equivalent. Work Experience:
    A minimum of five years of relevant work experience in M&E is required, notably in:

  • Logical & results frameworks & approaches, as well as other strategic planning approaches.

  • M&E methods & approaches (including quantitative, qualitative & participatory).

  • Planning & implementation of M&E systems.

  • Identifying & developing appropriate performance indicators.

  • Information analysis & report writing.

Experience in security sector reform, police reform, or judicial reform a strong asset.

Experience in training in M&E development & implementation an asset.

Experience in facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders desirable.

Significant professional experience in Eastern Africa or the Horn of Africa is preferred.

Willingness to undertake regular field visits in difficult conditions is required.

Previous involvement with & knowledge of the UN system, NGO's & civil society is desirable.

Computer & information technology literacy, including demonstrated expertise in MS Excel & Word is required.

Experience with statistical & analytical software a strong asset.


  • Fluent written & spoken English.
  • Knowledge of Arabic or Somali is an asset.
