1. Background information

The Government of Somalia is committed to rebuilding the education system that has been decimated by decades of conflict. To rebuild the education system, the federal governments and the member states require external support to make this vision a reality. It is against this backdrop that CARE with support from European Union implement program dubbed “Durable Solution for IDPs and Returnees in Somalia (DSIRS) which aims to improve equitable access of basic services for the IDPs and Returnees in Somalia.

The Overall Goal

The project seeks to contribute to a sustainable and durable (re)integration of IDPS, returnees and refugees in Somalia through a comprehensive approach overall aiming to contribute to sustainable integration of IDPs, returnees and refugees in Somalia. The main specific objective of the project is to support a sustainable and durable reintegration of refugees and IDPs in Somalia and to anchor populations within Somalia. In regards to the public authorities and power holders, especially the Ministry of Education (MoEHE), the project aims to strengthen their capacity building to manage, monitor and coordinate provision of basic services.

Project result areas are as follows;

· Result 1: Increased equitable access to quality basic services for IDPs and other vulnerable groups - including women and children and strengthened capacity of government and communities based on durable solutions and priorities set by the local administrations

· Result 2: Increased self-sufficiency through sustainable and durable livelihood opportunities for youth and women.

· Result 3: IDPs and other vulnerable groups are better protected, integrated and accepted through enhanced social dialogue, community participation and advocacy initiatives for inclusive policies and legal framework

· Result 4: Evidence based replicable and scalable mechanisms established to advocate and inform policy and practice on migration, reintegration and durable solutions.

The project is supporting marginalized children to access sustainable education services in Somalia by working on a comprehensive package of support to the education sector. The support puts more emphasis in building the capacity of the government to enrol children currently not in school due to war, displacement and lack of accessible public schools in Galmudug. This action ensures quality and equitable access to education for all children.

Overall Objective of the assignment

The main objective of the assignment is to identify gaps in policies, systems and procedures, support MoEHE in the development of policies, systems and procedures where gaps exist and build capacity of MOEHE (Quality Assurance and Gender Unit) staff on quality assurance, developing monitoring and evaluation plans for schools, setting up Education Information Management System (EIMS), revising and implementing key policies on education, and gender mainstreaming in schools

Specific objectives of the workshop

· To support the MOEHE in reviewing and developing policies, systems and procedures where necessary to address the existing gaps e.g. the Education policy paper, the Teacher education policy, the Q.A.S. policy or the Minimum Standard Policy, among others

· To identify capacity building gaps and needs of MOEHE and develop a capacity transfer/building plan, including quarterly work plans and capacity building priorities that will be used to prepare the training of MoEHE staff – also use the findings from the pre-training capacity needs assessment conducted jointly with the Ministry of Education

· Train MOEHE staff at central and regional levels in Galmudug: Directors, department heads, REOs, DEOS, District supervisors and head teachers on quality assurance, developing monitoring and evaluation plans for schools, setting up Education Information Management System (EIMS), revising and implementing key policies on education, and gender mainstreaming in schools.

· To develop a monitoring plan following up on the implementation of policies and capacity building initiatives.

· To support the operationalization of the Quality Minimum Standards guideline, quality assurance tools, Monitoring and evaluation plans for schools, and Education Information Management System (EIMS)

5. Consultant’s Role and Scope of Work

Phase I (3 months)

· Reviewing the existing policies, systems and procedures in Galmudug to identify gaps. The consultant will work with MOEHE to develop the policies, systems and procedures to address the gaps.

· Working closely with MOEHE to certain that policy, systems and procedures including the quality minimum standards guideline, quality assurance tools, Monitoring and evaluation plans for schools, and Education Information Management System (EIMS) are operationalised.

· To develop a plan for monitoring the implementation of policies, systems and procedures to address the gaps

Phase II (1 months)

· Facilitating a self-capacity assessment for MOEHE to identify areas of weak capacities for strengthening.

· Developing a capacity development plan including delivery methods, work plan with timelines and budgets. This should also include a monitoring plan for the capacity building initiatives.

Phase III (4 months)

· Training of MOEHE Directors, department heads, REOs, DEOS, District supervisors and head teachers on quality assurance, developing monitoring and evaluation plans for schools, setting up Education Information Management System (EIMS), revising and implementing key policies on education, and gender mainstreaming in schools.

· Prepare a comprehensive report with clear actions and plan on how the stated actions will be followed up
