Save the children Somaliland programme is implementing an income generation project with funds from Save the children Denmark in 3 IDP camps within Hargeisa i.e. Ayah 1, Ayax2, Sheikh Cumar, this project aims at building resilience through income generation offered to 50 vulnerable households with the aim at assisting the targeted women move from crisis to sustainable development hence invest in their children’s food/nutrition and education.

The project also conducts child sensitive behavior change communication to households to enhance investment in their children’s food/nutrition and education. The overall goal of this project is to contribute to the reduction of child hunger in Somaliland. The overall outcome is improved knowledge and attitudes of caregivers in vulnerable households on importance of investment in children’s nutrition and wellbeing.

In addition to this the project also aims at building resilience through skills training offered to youth from vulnerable families and provide targeted assistance to their families who are facing hunger with an aim to assist them move from crisis to sustainable development. Leveraging the impact of Horumarinta Cilmiga  Phase2, this programme  works to contribute towards SC’s country strategic plan to ensure that a) Both female and male care-givers have sufficient income at all times to meet the essential needs of their children for survival, learning and protection; b) families who are poor are resilient against disasters and shocks and continue to invest in their children's survival, learning and protection; and c) adolescent girls and boys who are deprived, have the opportunity to build the skills, networks and self-esteem they need to make the transition to safe and decent livelihoods.

The project covers youth skills development and empowerment noted in HE II including holding national symposiums focusing on youth thematic issues, Support the first ever M4P market systems development study whose output is building SCI staff capacity and comprehensive market systems development assessment to input a potential pilot; Training of Career Counsellors to provide on the job readiness courses for targeted Youth; and linkages with Microfinance by the private sector. Combining these strategic elements, the objective of this programme is to ensure increased household income through improved livelihoods for youth is invested in children’s wellbeing. 


This assignment will focus on the development and airing of a 10-15 drama on good parenting, reducing child hunger and youth empowerment through life skills training by writing the script, shooting, edition production and airing on TV. The main aim of this task is to sensitize parents on the importance of good parenting, reducing child hunger and youth empowerment through skills training.”


Specific objectives

The task will ensure the completion of the following 3 activities:

1.     Write and record 10-15 minutes drama on good parenting and child sensitive issues.

2.     Edit and finalize the drama

3.     Airing of the final drama on Television for 7 Days.


Scope of Work/Methodology

Save the Children seeks professional media firms/houses to produce 10-15 minutes long l film for good parenting program including script writing, acting, video graphing, editing and airing.


üDevelop action plan for the drama production and submit to Save the Children for review and approval.

üPrepare content of the drama with the guidance of Save the Children Communications team and write the scripts in Somali within agreed deadlines.

üIdentify professional and able actors to participate in the production of the drama

üInduct actors on the script and verify the accuracy with rehearsals use high definition cameras and audio systems

üPresent the first draft of drama to save the Children and incorporate all comments from Save the Children with agreed deadline.

üEngage persons who has good understanding and technical expertise in production of promotional videos or drama.

üPrepare a good platform for acting of the drama


Standards of the drama Production

The drama should have the following:

       i.            Clear and audible voice.

     ii.            High quality videos in raw footage. This should be provided in format compatible with the latest editing suits.

  iii.            Good delivery and enjoyable clip to watch and listen.

  iv.            Factual information, simply presented and fascinating stories to watch/listen.

     v.            Follow SCI procedures for communication.


The deliverables of this assignment are:

       i.            A HQ version of the final 10-15 minute drama on good parenting

     ii.            Air one week the final drama on TV.

Duration of the assignment:

The assignment will entail fifteen (15) working days for the script writing, shooting, editing, and production of the film and one week of airing.  

The assignment attentively planning to start December 05, 2018.

Save the children will provide any information that is needed to support the drama.   

Save the children will not cover any expenses beyond the videographer’s fee including actors, transportation etc.


·        Outstanding script writing skills;

·        Outstanding Photography/Videography skills;

·        Outstanding photo and video editing skills;

·        At least 2 years’ experience in working with NGOs in documentation of photos and videos

·        Good communications skills in English and Somali

·        Proven ability to work with multicultural team


Save the Children’s video & photography

Consent forms will need to be signed from each child or beneficiary filmed, interviewed or photographed in this assignment. Save the Children does not use materials without the consent of the subjects shown in those materials. All images should appear natural and relaxed with the subjects not posing to the camera. All photos should be telling stories on the impact our work had on the lives of beneficiaries and children.


Copyright and intellectual property

In consideration of the fees paid, the Production and video graphic firm expressly assigns to Save the Children any copyright arising from the work the Production and video graphic firm produces while executing this contract. All images and videos will however bear the Production and video graphic firm’s photo credit, as specified by international intellectual property rights. The Production and video graphic firm may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Save the Children

Code of Conduct

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the Production and video graphic firm is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the Production and video graphic firm before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Production and video graphic firm will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Production and video graphic firm will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a Production and video graphic firm will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.



Firms interested in the drama Production & Video Graphic will be expected to provide the following documentation to save the children’s somaliland.procurement@savethechildren.org latest on Thursday 29 November 2018 -

·        Detailed technical proposal showing activities plan, methodology, List of similar or near similar activities conducted recently and current capacity to produce quality films/drama.

·        Budget breakdown and work plan of the film from the script writing to the production of the film.

·Concept note based on your understanding of the task with CVs of your experts.

· Minimum three previous drama produced.

·      List of recommending Local televisions to be Aired and their rate of Airing Price.
