CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLEPURPOSE:The NORAD Framework Programme is a partnership programme with Save the Children International, Somalia Country Office and Save the Children Norway. The programme has a five years’ duration starting from January 2019 and will be implemented in Puntland, Galmudug and Banadir region. The overall development goal of the programme is to contribute to the realization of children’s survival, development, protection, and participation and non-discrimination rights of children, including children with disability, in Somalia through achieving specific outcomes in the area of Education, Disaster Risk Reduction, Child Protection and Child Rights Governance. Partnership with government and local partners and civil society organizations in implementation of the programme is one of the key strategies.

Save the Children Somalia Country Office seeks to recruit an experienced Programme Manager to primarily lead and manage the project cycle (planning, implementation, monitoring, reporting, evaluation etc.) of the project, provide strategic and operational oversight support to programme team and partners in implementing the programme effectively and efficiently.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Our vision is that every child in Somalia and Somaliland attains the right to survival, protection, development and participation. Save the Children has 650 staff across 14 field offices: Hargeisa, Burao and Borama in Somaliland; Bossaso, Garowe, Gardo and Galkayo in Puntland; Belet Weyne, Adaado, Abudwaq, Baidoa, Dhobley, Kismayo and Mogadishu in Central and South Somalia. Due to our long operational history and broad geographical coverage, we have established positive working relationships with key stakeholders, including national government, local authorities, donors, international and local NGOs, as well as the trust and acceptance of the communities themselves.

KEY AREAS OF ACCOUNTABILITY:

Strategic planning and programme leadership

·       Provide overall strategic and operational leadership to programme team members and partners

·       Inspire, lead and motivate programme staff and partners to deliver on programme objectives and build a culture of accountability within the programme

·       Ensure strong internal communications with team members, partners and SCI Country Office at large

·        Ensure adequate and clear processes are in place for developing and applying a MEAL system in general and specifically tracking/reporting on progress against deliverables, monitoring quality, establishing workable Accountability and Learning systems/practices within the programme across SCI and partners

·       Plan, organise and facilitate regular joint programme meetings and reviews with staff and partners

·        Work closely with relevant Sector Heads and Technical Specialists internally

·       Identify and engage with key external stakeholders and foster collaboration to implement the programme and create bigger support/voice to advocate for change in policies/practices linked with the programme

·       Ensure holistic programme implementation and integration at all levels. 

Coordination, advocacy and representation

·         Map out efforts of other stakeholders within the sectors relevant to the programme and take appropriate actions to effectively coordinate the programme and achieve maximum efficiency

·         Represent Save the Children Somalia towards stakeholders in Somalia and attend relevant forums to present about and coordinate the programme

·         Ensure that involved programme partners coordinate their part of the programme with other stakeholders

·         Ensure that programme’s operational and technical lessons and good practices are documented and disseminated by working with relevant team members in Programme Development and Quality

·         Oversee development of programme advocacy plans, key advocacy messages and implementation and evaluation of those plans. 

Programme delivery/implementation

·         Ensure the preparation, implementation, periodic review and adjustment of programme Action Plans across all partners

·         Ensure that implementation is guided by harmonised programme approaches, tools, systems etc., across targeted programme areas and partners

·         Apart from monitoring and reporting on already identified programme risks, continuously identify emerging risks and take appropriate mitigation measures to mitigate impact on the programme in consultation with programme team, Area offices, partners and relevant Operation and Programme Development and Quality (PDQ) team members as appropriate

·         Work closely with Area Office Teams in Puntland and Central South Somalia Programme, PDQ, Finance, Logistics, Awards, HR and Administration etc. teams in the field and or Country Office as appropriate

·         Ensure the right programme team is recruited, trained, effectively managed and motivated and hence a high performing team is maintained

·         Proactively identify and timely address any operational and technical bottlenecks linked with the programme by working with relevant managers and leaders

·         Ensure the development and application of a comprehensive MEAL system/plan for the programme, development and monitoring of programme quality, identification and undertaking operational researches, documentation and dissemination of best practices of the programme through working with relevant managers and staff in PDQ and Operations

·         Maintain clear overview of technical assistance requirements for the programme and ensure appropriate levels of technical support are provided by working with PDQ team

·         Ensure the effective management of the partnership between SCI and partners involved in the programme; initiate/take a leading role in assessing their capacity; planning and implementing appropriate capacity building measures

·         Conduct regular field supervision and provision of on-site operational support to partners and project team as possible

·         Ensure the preparation and submission of quality progress and donor reports. 

Budget management and compliance

·         As budget holder of the programme ensure that the programme is implemented in accordance with SCI and donor’s compliance requirements, within time and on budget. Budget holding responsibilities to be determined in line with Save the Children scheme of delegation

·         Oversee budget of the programme as it is implemented in two Area Offices and through local partners. Monitor expenditure, forecasting and financial performance

·         Ensure that regular budget tracking (budget expenditure variance analysis) of the programme is carried out and this is discussed with relevant project managers of the Area Office and partners and appropriate actions are taken on time

·         Ensure timely preparation and submission of financial reports to the donor along with technical report

·         Identify and effectively manage all key risks related to the programme in coordination with partners, in particular ensuring that, in collaboration with relevant manager of the CO, anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of the programme. 

People Management, Mentoring and Development

·         Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff

·        Responsible for management of all the NORAD framework programme team; define expectations, provide leadership and support as needed, and evaluate direct reports regularly

·       Incorporate staff development strategies and Performance Management Systems into team building process

·       Oversee that all staff members assigned to the programme proactively build and maintain needed skills and competencies required for planning and implementing a first class programme

·       Ensure effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations; coaching, mentoring and other developmental opportunities; recognition and rewards for outstanding performance; documentation of performance that is less than satisfactory, with appropriate performance improvement work plans

·         Support the development of an organisational culture that reflects and promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors.

QUALIFICATIONS

  • Post-graduate degree in development management, education planning and management, social works or a related field with training in project planning and management techniques.

 

EXPERIENCE AND SKILLS

Essential

  • At least 8 years’ relevant experience at a senior level of programme/project management particularly managing integrated programmes focused on education, child protection, child rights governance, health and nutrition
  • Knowledge of current global, regional and country level debates on resilience, quality education and governance
  • Proven experience of managing successful, high quality, innovative and cost-effective programmes/projects in fragile and insecure environments with international organisations.
  • Proven experience and skills in participatory approaches for designing, implementing and monitoring with communities and children
  • Experience of working in partnership with local civil society organisation, national governments etc. in general and building capacity of partners in particular
  • Strong competence in project management skills particularly in planning, coordination, monitoring and writing high quality reports
  • Ability to extensively travel for project monitoring and provide on-site technical and operational support to field teams
  • High level of interpersonal and communication skills including influencing, negotiation, steering and coaching
  • High level of cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Knowledge of child rights in general and application of child rights programming in practice
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in English, both verbal and written, required
  • Work experience in Somalia is a plus
  • Fluency of Somali Language and knowledge of the culture is an asset
