Founded in 2011, the International NGO Safety Organisation (INSO) is a British charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

The Organisation has grown from innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.

Today the Organisation provides daily support to more than 850 NGOs in twelve of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.

INSO Horn of Africa Office:

The Horn of Africa office is based in Hargeisa, Somaliland and oversee the Kenya and Somalia programs.

INSO started operations in Somalia in April 2015, taking over from the previous safety platform, NSP. INSO Somalia provides services to enhance the delivery of aid and preserve the safety of staff employed by over 160 Somali and International NGOs in the country. Specifically, the program provides the NGO community with tailored safety support through 3 main services: Research & Analysis (provision of regular reports, safety risk assessments and briefings); Capacity building (provision of various safety trainings); and Response (support to crisis management in response to critical incidents).

In Kenya INSO is running a monitoring program with provision of regular reports, safety risk assessments and briefings. INSO has a presence in Kenya since 2012.

The annual budget of the Horn of Africa office is €2,300,000 per year, funded by ECHO, DFID, SDC, SHF and the German Cooperation.

We are now seeking a qualified and experienced individual to join our team as the Horn of Africa Finance Manager. The post will be based in Hargeisa, Somaliland, with travels to Mogadishu, Garowe and Kenya.

Job Summary:

Under the Supervision of INSO Horn of Africa Director, the Finance Manager has the responsibility of protecting the financial health and integrity of the project by enforcing appropriate accounting and financial procedures and policies; providing timely and accurate financial information to enable project orientation, planning and decision; meeting the external reporting and audit requirements; orienting staff in financial management, audits and procedures compliance among other duties.

Main responsibilities:

  • Oversee financial record keeping; controls and reconciles the documentation, uploads the financial information in SUN System.
  • Maintain a secure filing system of the financial documentation.
  • Give a clear picture of the financial position of the project with reports as per donors’ budget regulations or budget variances if any.
  • Maintain an adequate project cash flow, preparing cash requests and follow up donors’ disbursements.
  • Meet external reporting deadlines, prepare budgets and reports with accuracy and compliance; liaises with donors and Headquarter when necessary.
  • Maintain sound financial practices across the project; enforce finance working documents and trainings as needed to ensure staff adherence.
  • Act as the focal point during audits, enforcing internal and external audit recommendations in a timely manner.
  • Review and authorize transactions within his/her threshold.
  • Manage the finance department, participate in recruitment, orientation and training of staff with financial functions.

Mandatory Requirements:

  • At least 5 years of experience in similar position within NGO sector.
  • Professional accounting qualification (CPA, ACCA, ACA etc) or Master’s degree in Finance, Accounting, Business Administration, Management or Economics.
  • Proficiency in the use of Accounting software (preferably SUNSYSTEM), Q&A reporting tool and excel.
  • Fluency in English (written and spoken).
  • Donor/contract management experience and donor policy knowledge (preferably ECHO, DFID, SDC and/or SHF etc).
  • Understanding of humanitarian principles and practices.
  • Ability to process large amounts of data.
  • Ability to handle multi- donors and multi-year budgets.
  • High attention to detail and accuracy.
  • Ability to direct and supervise.
  • Willingness to work in Somalia.
