I. Position Purpose:

The Program Coordinator (PC) will have the responsibility for the Development Fund’s (DF) programs in Somalia. S/he will ensure that all programs are implemented in line with the requirement of the donors and the Development Fund’s quality standards and values. Close collaboration with local government institutions, partners and beneficiaries is essential for the position. The PC will be the prime contact with the Development Fund’s office in Oslo, Norway, and will contribute to reaching the overall DF goals and strategies. The PC will act as the Development Fund’s representative in Somalia, and she/he will attend meetings and assume relevant functions on behalf of the Development Fund. The PC will establish contact with relevant stakeholders in Hargeisa and Garowe; including government officials, NGOs, UN representatives as well as private sector. The PC will update the Development Fund’s Regional Director on program, security and context regularly. The PC is expected to have good English writing skills and will have the responsibility to draft applications and reports.

II. Detail Duties and Responsibilities

Program coordination and follow up

The PC will have the responsibility to coordinate and follow up all DF Somalia programs. The coordination and follow up will be with implementing partners, relevant Government structures, UN and NGOs. The PC will have detailed knowledge of all grant agreements and the requirements from different donors.

2.1 Have responsibility for the overall annual planning of DF programs in Somalia

2.2 Assist in developing appropriate M&E tools for the DF programs in Somalia

2.3 Conduct regular monitoring visits to all implementing partners in Somaliland and


2.4 In collaboration with the MEAL advisor, coordinate and facilitate periodic mid-term and end of program evaluations

2.5 In coordination with the Finance and Admin Advisor, follow up partner organizations and their implementation of activities and budget utilization, ensuring consistency to agreements.

2.6 Closely follow up that regular plans and reports form partners are received on time

and with the expected quality. In collaboration with the MEAL advisor and the Engineer, review reports and provide feedback to the partners;

2.7 Consolidate reports received form the partners in line with templates required from donors

Program development

The PC will actively participate in developing new programs for the DF Somalia portfolio. In close collaboration with the Regional Director and DF Oslo, the PC will strengthen and expand the current program by seeking new opportunities for funding and collaboration.

2.8 Participate in the development of the DF Somalia strategy

2.9 Familiarize oneself with the calls for proposals and requirements of various donors.

2.10 Pro-actively seek funding for DF programs in Somalia and develop proposals to various donors.

Communications and Networking

The PC will be ensuring good communication with all relevant stakeholders; implementing partners, Government, UN organisations, NGOs and the DF representatives in other countries. The PC will represent DF in relevant forums in Somaliland & Puntland.

2.11 Develop good working relationship and communication with partners and other

relevant stakeholders, including target beneficiaries.

2.12 Represent DF in relevant forums

2.13 Provide information and advice to DF office in Ethiopia and Oslo.

2.14 Take part in relevant teams of DF and participate in relevant meetings with DF staff

Staff follow up

The PC will be the immediate supervisor for the Finance and Admin Advisor, the Engineer and the MEAL advisor. S/he will conduct regular appraisal talks (minimum once per year), have the day to day conversations and delegation of tasks and provide mentoring and guidance to the staff.

2.15 Conduct regular staff meetings

2.16 In collaboration with the Finance and Admin Advisor, ensure that DF Somalia

adheres to all rules and regulations in the country

2.17 Update the RD on staff matters that needs further discussions


The PC is the security focal point for DF in Somalia. S/he will conduct regular security assessments and share with the Regional Director (RD) and the DF Oslo security team. The PC will update the security information a minimum of twice per year, in close collaboration with the RD.

2.18 Regularly collect information about the security situation in the country

2.19 Provide monthly reports about the security situation to the Regional Director

2.20 Advice other DF staff and visitors about the security situation ahead of planned

visits to Somalia

2.21 In collaboration with the Finance and Admin team, facilitate visits by DF staff and

other visitors

III. Job Requirements

Academic Qualification & Work Experiences:

  • Bachelor’s Degree in Social Science, development studies, business development or other relevant training fields. Master’s degree is an advantage.
  • Minimum 5 years working with an NGO in program related activities/coordination.
  • At least 3 years of experience in managing large programs with multiple donors.
  • Experience of working in partnership with local civil society organization, national governments etc. and other like-minded organizations.
  • Experience of development and implementation of capacity building with partners and a monitoring system/tool, preferably through a range of methodologies (including training.)
  • Strong competence in project management skills particularly in planning, coordination, monitoring and writing high quality reports

General knowledge of:

  • Development work, measures to alleviate poverty

  • Food security, nutrition, micro­finance, business and entrepreneurship, dry­land agriculture, livestock management
  • Risk management, Do No Harm, good governance Skills
