Horumarinta Elmiga (HE III) - Education for Empowerment through Cohesive and Harmonised System is a consortium program secured from European Union and Save the Children would like to recruit an experienced Education Consortium Manager. The primary duties and responsibility of the Consortium Manager will include provision of overall coordination and programme management support to the consortium members involved in implementation of the HE III (Ministry of Education and Science -MOES, Save the Children and CARE; facilitation of the operation of the consortium to be led by the Save the Children and MOES; provision of management and technical advisory services to MOES and the other consortium members; support MOES with regard to effective planning and management of all institutional and organisational capacity building initiatives of the programme. In addition to a high level of technical, policy, leadership and management experience in sector wide education program. , the job will demand high level of inter-organisational skills/experience (negotiation, networking, steering) and strong programming and analytical competencies. The consortium manager will be based in the Somliland Mininstry of Education and Science Office and will spend a substantial time with MOES and the consortium partners.

REPORTS TO: Somaliland Area Representative and will have direct techninal link with the over all Education Program Manager


Programme Development

  • Provide advises and recommendations to the steering committee on effective ways of coordinating education in general and the Action in particular on the basis of thorough analysis of the current practices, challenges and opportunities
  • Facilitate the dissemination of research findings, achievements and good practices of the Action within the education actors in Somaliland
  • Work together with the team of the Action and M&E team of the lead agency in planning, undertaking and disseminating studies and reviews of the Action
  • Provide technical assistance to members of the consortium in general and MOEHS in all aspects of improving the education policy and management of Somaliland in particular.

Program Implementation

  • Coordinate the process of developing joint action plan with the involvement of all members of the consortium
  • Ensure that the Action is implemented by all members of the consortium as per jointly developed and agreed plan, approaches and principles and intended targets met.
  • Ensure the development and application of effective system, approach, guidelines, tools etc. for planning, utilisation and sustaining the institutional and organisational capacity support provide to the MOES by the Action and other donors (agencies)
  • Provide support to implementing members of the consortium and ensure that they apply appropriate project implementation strategies and approaches as indicated in the project documents
  • Ensure that SC and its consortium partners implement project activities in a most efficient, effective and sustainable manner
  • Offer innovative technical support to SC and its partners to ensure better access, equity and quality of education
  • Travel to project sites in Somaliland and conduct regular monitoring of projects together with project team to ensure the set quality is met.
  • Lead on the organisation and reporting of a regular joint monitoring mission of the Action by all members of the consortium
  • Organise periodic joint review meetings involving all stakeholders and partners in Somaliland and ensure that planning/implementation of projects are informed by the outcomes of the reviews.
  • Facilitate the organisation of regular steering committee meetings of the involved members of the consortium mainly through synthesizing and presenting the progress (including challenges and proposed actions) issues of the Action that requires policy decision; and following the implementation of the decisions and actions of the committee.

People Management, Mentoring and Development

  • Ensure that all education team including consortium members MOES Experts in Somaliland understand and are able to adapt their roles in both emergency and development contexts
  • Manage the consortium team; define expectations, provide leadership and support as needed
  • Incorporate staff development strategies and Performance Management Systems into team building process
  • Oversee that all consortium staff proactively build and maintain technical skills and competencies required for leading and/or inputting for first class programmes – both development and emergency nature
  • Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff in education
  • Manage the performance of all direct reports in the consortium through: effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations; coaching, mentoring and other developmental opportunities; recognition and rewards for outstanding performance; documentation of performance that is less than satisfactory, with appropriate performance improvement workplans.

Assessment, Monitoring Reproting, and Evaluation

  • Together with the consortium Monitoring and Evaluation team, develop and apply across all members of the consortium a sound project/program monitoring and evaluation system/tools and ensure that project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate on the basis of SC and donors’ requirements.
  • Collate project achievements, lesson, good practices using appropriate method from all members of the consortium and present to the lead agency and other members of the consortium
  • Produce a consolidated technical interim report of the Action on the basis of the monitoring and interim reports of the members and present to the over all Education Program Manager of the Lead Agency for review and input.

Knowledge Management

  • Contribute to the technical knowledge, skills and experience of the education programme in Somaliland in introducing innovations in education programmes and in turn documenting and sharing best practices and innovations for replication and advocacy together with programme Management and Quality Team.

  • Post-graduate degree in education planning and management or a related field.
  • Knowledge of current global and regional debates on quality and employment oriented education policies and models
  • Recommended a minimum of six years of relevant technical experience including senior program management.
  • Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in both development and emergency context preferably in Somali context and with International NGOs
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
