Specific Tasks/objectives

The market assessment on skills training, social innovations and entrepreneurship will aim to:


  • Assess existing and potential livelihood opportunities and key gaps in the social environment that can be targeted with context-specific innovative approaches;
  • Explore opportunities in renewable energy, solid waste management (recycling), Handicrafts, ceramic products, leather industry and agribusiness initiatives that can be implemented by UNICEF/MESAF Partners and link these to skills development and ICT (innovations hub, online job marketing, online product marketing etc);
  • Develop a viable strategy that generates linkages between the proposed business/training/market opportunities and skills development with the UPSHIFT Program, universities, research institutions, existing regional and the global markets.
  • Assess the viability or otherwise of proposed new vocational training centers (GAVO, AYODA and NRC) for provision of marketable skills and make recommendations on their strengthening.


Methodology and technical approach

The consultant/s will undertake the following:


  • Literature review: of existing value chains in livelihoods and gaps
  • Value chain analysis: identifying possible opportunities and how these can be scaled up
  • Interviews with respondents, including those in business, vocational training centers, SMEs and industries
  • Usage Attitude Image Market Study to obtain a broad overview of several business service markets including market penetration, service use patterns, and expected benefits of service purchase and pinpoint constraints and opportunities in those markets.
  • Competitiveness Analysis: identifying and developing key industry and sub-industry clusters that offer significant opportunities for private investment and achieving sustainable comparative advantage.




  • Inception meeting; Meeting with Chief/CP, Project Manager (CoTM) other UNICEF staff and stakeholders; 3 days; Field based-Hargeisa
  • Literature/desk review of existing opportunities and gaps, including methodology, workplan and budget; Inception report including detailed methodology, work plan and budget for approval by MESAF and UNICEF. The report will include legal and policy framework for skills training and livelihoods; 4 days; Home based
  • Develop market assessment tools with participation of key UNICEF Partners and with leadership from MESAF and MOWDAFA prior to fieldwork; determine appropriate sample size from which the assessment data will be gathered and design data collection schedule; and establish an inclusive research team if necessary, conduct field preparation/ training for the research team; Strategic plan for the assessment including a workplan and draft data collection tools; 3 days; Home based
  • Conduct piloting of the tools on a small sample of respondents and fine tune the tools; Finalised data collection tools incorporating feedback from respondents/stakeholders; 4 days; Field based
  • Undertake field data collection in Somaliland and Puntland; Raw data collected from respondents at the field level; 18 days; Field based
  • Data analysis using Stata or Nvivo; Draft research findings/report from the assessment; 5 days; Home based
  • Presentation of the key findings to key partners/stakeholders in Hargeisa; Revised report to incorporate feedback from the stakeholders; 3 days; Field based
  • Revision of the report and final submission; Final report with key recommendations on innovative livelihoods and marketable skills to be promoted by the project; 5 days; Home based.


Duty Station:

Home based in country of residence + field trips to Somaliland and Puntland.

To qualify as an advocate for every child you will have…


  • An advanced university degree (Master’s or higher) in relevant technical field preferably in Entrepreneurship, Project Management, Economics, Livelihoods, Agricultural Economics or related discipline.
  • A minimum of five (5) years ofdirect experience working on market assessment and value chain analysis on energy & solid waste management; Ceramics and Handicrafts; and Agribusiness and service sectors especially in a fragile context.
  • Excellent mixed methods research skills including electronic data capture.
  • Excellent English communication and facilitation skills.
  • Strong analytical and critical thinking skills.
  • Abreast knowledge of local communications market trends in country, in the region and abroad.
  • Experience conducting research in a similar context.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
