Under the overall supervision of Senior Resources Management Officer and under the direct supervision of the Human Resources Officer for IOM Somalia the incumbent will take leading role in planning, organizing and coordinating the activities of the human resource unit and administrative functions of the Mission and its sub-offices. In particular he/she will:

Core Functions / Responsibilities:

  1. In coordination with the HR Officer, oversee the Human Resources Management function in the Mission including its sub offices in accordance with the Organization's policies, procedures and practices. Assist Human Resources Officer and the CoM on interpreting and applying IOM's Human Resources policies, rules and regulations, as well as standards and techniques taking into account the Mission’s activities.
  2. Maintain the mission’s PRISM HR module and keep its information up to date. In coordination with PAC - Field Personnel Support Unit (FPSU) and the Regional Office, coordinate and implement new salary scales. Monitor and ensure effective administration of the PRISM HR Organizational Management module.
  3. Supervise and prepare the monthly payroll for IOM national staff and CTG staff and related administrative actions.
  4. Assist the HRO with roll-out and implementation of new policies, instructions and procedures within the Mission.
  5. Ensure timely preparation and renewal of all types of contracts and personnel actions using PRISM for national staff, interns, contract staff, consultants, and interpreters for Somalia offices;
  6. In coordination with HRO implement personnel policies and procedures for the national staff. Ensure that the mission’s HR processes and actions (including, selection, recruitment, retention, professional development and training activities, separation and end-of-contract duties) remain consistent with the relevant IOM policies and procedures. Advice and support staff and managers on HR matters.
  7. Oversee the contractual situation of IOM, CTG staff and the administration of entitlements of IOM local staff (including, health insurance and step increases, family allowances, etc.) as well as requests for promotions, recruitment, separation, etc.
  8. Liaise with the Finance Section on delivery of benefits/privileges to international staff in the field such as, DSA, Danger Pay, rest and recuperation travel, settling grant etc.
  9. Advice and support line managers in the IOM and CTG (third party) recruitment processes for locally recruited personnel.
  10. Monitor compliance with the Staff Evaluation System (SES) within the Mission and advocate for timely completion of the performance management process in line with organizational deadlines. Provide support to all staff on business-related issues. As required, facilitate performance management discussions between staff and supervisors.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience


  • Bachelor’s degree in Administration and Human Resources Management with five years of experience or
  • High school degree in above field with seven years of experience.


  • Professional and management experience in Human Resources covering: Recruitment, Salary and Benefits Administration, Training and Development, HR Information Systems, preferably in an international organization.
  • High level of computer literacy. Good knowledge of MS Office specifically EXCEL. Knowledge of PRISM (SAP) a distinct advantage;
  • Familiarity with UN common system or similar systems;


Fluency in English and Somali is required.
