Background Information – Somalia Country Office (SOCO):

  • Located in Mogadishu, Somalia, the Somalia Country Office manages a growing portfolio of engagements. SOCO works with multiple partners including the Govt. of Somalia, bilateral & multilateral donors, UN agencies, funds & programs.
  • SOCO is largely focused on assisting partners with the implementation of physical infrastructure projects including construction & rehabilitation of rule of law infrastructure, transport infrastructure (roads, airports) & public administration infrastructure. Our client also plays a leading role in supporting the Somali Govt. & the UN Assistance Mission in Somalia in Rule of Law Programming, including through the delivery of police stipends, procurement of non-lethal supplies & logistics through the Joint Police Program (JPP).

Background Information – Joint Police Program (JPP):

  • JPP is a Somali owned, Somali led program with our client being the secretariat. The aim of the JPP is to support the Federal & Federal Member State police develop the police service across Somalia by bringing together donor funding to allocate resources against agreed Somali priorities d build a stronger strategic partnership between the international community & Somali police. The JPP coordinates donor funding, enabling the efficient & effective allocation of resources against agreed Somali priorities. The JPP contributes to a capable & accountable security sector, with full respect for human rights & the rule of law, a crucial element in establishing long term peace in Somalia.

Functional Responsibilities:

  • The Communications & Visibility Consultant provides high-level support to the JPP Secretariat & is responsible for implementing creative communication strategies & plans that increase exposure of the JPP & mobilize public, political & donor support. S/He ensures strong visibility & positioning of the JPP among the news media on key issues of concern for the Somali police & provide expert communications advice to the JPP Executive Board & the Secretariat. S/He liaises with the Federal Govt. of Somalia, Federal Member States & UN communication bureaus on communications, messaging & other operational issues.
  • The incumbent will perform the following duties & responsibilities in support of the JPP Secretariat.

Strategic Communications:

  • Develop & implement communications strategies & work plans, campaigns, events & other initiatives in support of the JPP & other strategic goals.
  • Robustly position the JPP at country & other levels as a leader in assisting & finding solutions for the Somali police.
  • Work closely with the donor, Somali govt. & our clients’ communications teams on communications initiatives & messaging.
  • Provide considered professional communications advice, editorial input & guidance to representatives & other personnel of JPP on an ongoing basis & prepare communications workshops & training including for senior personnel.
  • Maintain strong media relations for the JPP, ensuring that media & other important external stakeholders, such as govt., embassies, NGOs etc. have a strong awareness of Somali police initiatives & are briefed regularly on upcoming news & other issues of importance to the JPP.
  • Ensure full compliance of communications activities with our client’s rules, regulations, policies & strategies.

Technical Communications:

  • Pitch story ideas, research, write, edit & publish compelling stories on Somali police within online content that is clear, concise, vivid & effectively conveys key messages to target audiences to ensure frequent & regular news outputs for the JPP including briefing notes, press releases, talking points, fact sheets, videos, press lines, social media outputs, etc.
  • Create & manage the JPP social media & external website.
  • Undertake & organize missions, video shoots & field trips with media & other official visitors in support of the JPP & its work.
  • Organize visibility events that promote the JPP & position it strategically.
  • Preparation & maintenance of communications budgets.
  • Proofread, format & print JPP reports for dissemination with the JPP Executive Board.
  • Maintain an up to date database of journalists & media organizations, respond to media inquiries on deadline & build a dialogue with individual journalists, editors & news-desks.
  • Ensure consistent branding & visual image on the JPP website by promoting uniform fonts, formatting, icons, images & layout in line with JPP communications strategy.
  • Suggestions & implementation of new elements such as audio-visual elements, text elements in a highly creative style.
  • Provide support to the general SOCO communications as needed.

Knowledge Management:

  • Use of technology & electronic systems & tools to initiate work, share information with colleagues & clients.
  • Contributions to our client’s knowledge networks & communities of practice.

Project reporting:

  • The Communications & Visibility Officer Consultant will report to the Head of Program.

Team management:

  • The Communications & Visibility Consultant will work & coordinate with teams.

Geographical experience:

  • Minimum of 1 years of experience in Africa (desirable)


  • Advanced University Degree (Master’s Degree or equivalent) in Communications, Media Technology, Public Information, Political or Social Science, International Relations, Development Studies or related field.
  • A first level University Degree (Bachelor’s degree) with a relevant combination of qualifying experience may be accepted in lieu of the Advanced University Degree requirement.

Work Experience:

  • Minimum of 5 years of working experience is required in media, journalism, or communications & marketing, or in closely related external relations contexts with UN or other international organizations.
  • Strong communication and ICT skills, including Adobe products.
  • Very good technical affinity for media contexts including knowledge of a wide range of social media, multimedia, web & digital tools.
  • Outstanding news writing, editing & event planning skills.
  • Advanced understanding of the country media & communications environment.
  • Experience in working in high intensity work environments.
  • Ability to undertake travels within Somalia independently.
  • Work experience in developing/post conflict countries is an added advantage.

Language Requirements:

  • Fluency in both written & oral English with excellent drafting/writing ability & oral communication skills required.
  • Knowledge of a second UN language is an advantage.
  • Working knowledge of local Somali language is desirable.
