The Every Voice Counts (EVC) Programme is funded through the ‘Dialogue and Dissent’ strategic partnership programme of the Dutch Ministry of Foreign Affairs and aims to contribute to inclusive and effective governance processes in fragile settings. The EVC programme is being implemented by Care Nederland (CNL), The Hague Academy for Local Governance, CARE Country Offices (COs) and local partners in Afghanistan, Burundi, Pakistan, Rwanda, Somalia and Sudan. In Somalia, the EVC programme aims to ensure: Young women and men in Punt land and South Central Somalia are represented, are able to have their voices heard, and influence decision making that affects their lives through participation in informal and formal governance mechanisms and decision-making processes, including the federal election and the finalization of the federal constitution. To address this, the project identified four domains of change as follows:

  • Domain 1 is centred around empowerment of members of excluded groups - in particular women and/or youth - on lobby and advocacy,
  • Domain 2 focusses on strengthening the advocacy role of civil society
  • Domain 3 is about responsive public authorities and other power holders.
  • Domain 4 focuses on expanding and strengthening space for dialogue and negotiation. A key obstacle to achieving stability and sustainable development in fragile settings is the structural exclusion of segments of society from local, district level and national governance processes. The EVC programme Theory of Change (ToC) addresses this by focusing on inclusive governance processes, referring to the extent to which governance processes provide space to overcome the systematic exclusion of disadvantaged groups seeking to participate in decision making, in particular women and/or youth.

Job Summary
The Inclusive Governance Technical Advisor will be responsible for the overall technical direction/supervision for the Every Voice Counts project under the Urban Youth Program. The incumbent will be based in Garowe and will provide all aspects of inclusive governance strategic programming; interfacing regularly with all members of the project teams, coordinating work deliverable with staff and liaising with other key program stakeholders and partners. She/he will report to the Program Coordinator– Urban Youth. The incumbent will be responsible for maintaining high quality and accountable project delivery in Punt land and south central Somalia in collaboration with other program teams and partners.

Roles & responsibilities

Result Area 1: Technical Support to EVC project (50%)

  • Provide technical support to program staff in planning and implementing the project in Puntland and south west regional states;
  • Ensure that baseline information and data are made available for measuring progress and achievements of the program;
  • With the support of program staff and Monitoring, Evaluation and Learning ensure efficient and proper utilization of monitoring systems/tools
  • Lead in preparation of donor reports in liaison with the Manager, Area Managers and partners, in liaison with CARE’s Operations and Finance departments, to ensure that these are of high quality, reporting clearly on progress towards the outputs, and thus towards meeting the purpose of the program as outlined in the proposal.

Result Area 2: Support in the implementation of the project (20%)

  • In collaboration with the project team and local partners work on the recommendations of the MTR report adjusting approaches and activities accordingly.
  • Link with The Hague Academy for Local Governance (THALG) to build the capacity of local governments in both regions.
  • Coordinate advocate initiatives at all levels –community, national and global (with CARE Nederland).
  • Ensure that all activities progress as per plan and that all stakeholders and communities are fully involved in the implementation of the project;
  • Collaborate with the relevant area managers in Puntland and south central who will lead on implementing the project there, and ensure sharing of information, lessons learnt. Work with these managers to develop and put in place mechanisms for M&E, contract management and reporting.
  • Work closely with the Monitoring and Reporting Manager – Urban Youth Program as well as the Program Quality Unit to develop the M & E framework and track progress against indicators

Result Area 3 –Partnerships (20%)

  • Ensure strong collaborative relationships with project partners involved within the program area.
  • Ensure strong collaborative relationships are developed between the intended impact group, CARE and partner staff. Ensure strong input by the intended impact group in program strategy, design and monitoring
  • Identify partner capacity needs and provide input where strategic partners are in need of specific capacity building support that can be provided by CARE
  • Ensure strong collaborative relationships with key government departments and relevant private sector organizations/
  • Ensure the program is implemented in line with partnership principles as outlined in CI policies.

Result Area 4 - Representation Coordination and Stakeholder management (10%)

As overall responsible for inclusive governance in the region; he/ she will ensure that CARE maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities and the humanitarian community. Tasks include:

  • Overall area representation of CARE at relevant and senior forums/ meetings,
  • Ensuring other staff are appropriately representing CARE at relevant forums/ meetings,
  • Conducting regular stakeholder analyses to ensure that CARE has good understanding of dynamics/ relationships,
  • Ensuring that all staff maintain beneficiaries and communities at the centre of CARE’s stakeholder list.
  • Engaging in coordination processes amongst local authorities and key stakeholders and within the organization for greater impact within the programs.Required Qualifications (minimum requirements)


  • Minimum relevant degree with significant relevant experience.
  • At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia.
  • At least 3 years experience in inclusive governance programs especially in fragile context.
  • At least 2 years’ experience in working with communities in Africa, preferably in the Horn
  • Demonstrated experience in development and recovery programming
  • Demonstrated experience in program assessments and problem analysis.


  • Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments
  • Good leadership and negotiating skills
  • Proven capacity of managing programs through partnerships
  • Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach
  • Proven budgeting and financial management skills
  • Ability to develop and articulate program ideas related to Peace building, governance and civil society
  • Ability to work and live under difficult conditions.

Working Conditions

This is a posting in Garowe in Puntland with frequent travel to project sites depending on security conditions. Security situation in Puntland is currently calm. The climate is hot and dry.
