Background:

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.

Overall Purpose of the role

  • Main focal point for all CCCM implementation in Gedo
  • Responsible for all coordination and information management
  • Support DRC’s Community Information Clerks based in the IDP sites
  • Capacity building for Camp Management Committees (CMC)

Responsibilities:**

Coordination & Information

  • Represent DRC in the CCCM Sub-National Cluster for Gedo region and actively participate in coordination, including other coordination meetings as needed.
  • Lead in carrying out regular site level service mapping and service quality monitoring for all sites; record accurate data in the relevant tools and share on time with appropriate focal points
  • Provide accurate and timely information for drafting the bi-weekly CCCM reports, ensuring to identify service gaps and duplications in all targeted sites.
  • Coordinate with all humanitarian partners in sites and advocate for gaps and needs to be addressed
  • Ensure regular contact (mobile visits or through phone calls) with DRC Community Information Clerks to collect site specific information and updates from CMC and IDP representatives.
  • Attend ad hoc meetings with various stakeholders, including local authorities and IDPs as requested.
  • Help conduct site verification, detailed site assessments, safety audits, and eviction risk mapping by providing information and collecting data as requested.

    Support to site-level DRC staff and to CMC

  • Regular visits to targeted sites each week as per agreed plan in consultation with supervisor
  • Lead in the creation and strengthening of Camp Management Committees (CMCs); ensure that selection is done in a fair and transparent way
  • Lead in creating appropriate Terms of Reference (TOR) for CMCs and ensuring that this is agreed upon by all relevant stakeholders.
  • Build capacity of CMC members through coaching on CCCM principles and practice and reinforce adherence to the TOR and CoC.
  • Facilitate site-level meetings with CMC and other stakeholders such as humanitarian actors and government officials to discuss needs, issues, and gaps
  • Support Community Information Clerks in efforts to disseminate information to IDP populations
  • Build and maintain good working relationships with CMCs, local authorities, IDP community members, host community members and service providers.
  • Treat community members in a sensitive and humane manner.
  • Follow and uphold humanitarian principles and centrality of protection at all times and in all functions of the role.
  • Any other tasks as requested by Protection Team Leader, Program Manager, and Area Manager.

Education, Experience and technical competencies

  • University degree, preferably in Social Sciences, Human Rights, Community Development or related field from a recognized institution of higher learning.
  • Must have strong experience in data collection and data management in Excel; experience in Monitoring and Evaluation is a plus
  • Must have strong experience in quality report writing in English
  • Excellent communication skills and interpersonal skills (or “people skills”).
  • Experience in CCCM or Protection is desirable
  • Self-motivated, proactive, fast learner, must be able to work alone and unsupervised
  • Previous experience similar to this position is an asset.

Languages:

  • Fluency in written and spoken English
  • Fluency in local spoken languages.

Conditions

Availability: April 2019

Duty station: Luuq with frequent travelling to field offices

Reporting to: Team Leader-Protection

Duration: 9 Month contract
