GAVO and PSR have developed a new project, proposed to take place Somaliland in 2019-2022. Despite the high prevalence of mental health disorders in Somaliland, public mental healthcare service provision in Hargeisa and in the whole region remains sparse, with a limited amount of trained mental health care professionals, low public capacity and lacking community mental health care services. Gender equality and human rights issues in mental health services require a special focus due to the especially limited access to mental health care services by women and girls, the high occurrence of SGBV, and the weak human rights situation of people suffering from mental health disorders. Mental health issues carry a strong stigma in Somaliland, with people suffering from mental health disorders often discriminated against and being marginalized.

The aim of the project is to: “Promote the human rights and access to high-quality health care of people suffering from mental health disorders in Somaliland

 Purpose of the Assignment:

·         To conduct a baseline assessment on community mental health and psychosocial service provision

·         To map out the relevant and concerned various local stakeholders on metnal health and human rights


Consultancy Requirements

Relevant experience related to the assignment (on mental health and human rights projects and knowledge of the historical background of Somaliland mental health situation is required:

·         Relevant degree(s) in social sciences or development studies.

·         Strong experience with and knowledge of participatory qualitative and quantitative research methods and sampling strategies.

·         Statistical analysis skills and strong proficiency with data analysis packages.

·         Proven experience in conducting baseline study surveys and evaluations, with research experience in the areas of human right and mental health, community mental health based initiatives, gender, and capacity strengthening.

·         Excellent communication and written skills in English and where possible knowledge of local languages and the ability to present data concisely and clearly.

·         Disclosure of conflict of interest.
