Organizational background:

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

The Positions and responsibilities:

AAH Somalia is looking for a suitable Somali candidate to fill the position of Health Communications officer. The position will be based in Mogadishu. The incumbent reports to the Health Communications Manager.


The Health Communications officer will be responsible for the quality and level of performance of their team, ensuring that activities and targets are met, as per the program’s work plan.

  • As a team leader, S/he will provide management, operational and technical support and guidance to IPC Agents who are tasked to motivate women to seek maternal and child health services provided through EPHS package in health facilities.
  • They will be responsible for community entry, developing and maintaining relationships with the other stakeholders (Health Facilities, Clinics, RHO).
  • They will spend approximately two-thirds of their time in the field, accompanying IPC Agents, and conducting supervisory home visits of one-on-one and group activities.
  • Assist communications manager in setting IPC sites and targets for their territory.
  • Lead the selection and recruitment of IPC agents
  • Work with the marketing and communications manager to ensure that high quality communications and promotional materials (e.g. flipcharts, radio and TV campaigns, data collection tools, brochures, IPC Agent uniforms, badges, etc) and other materials are developed and produced.
  • Prospect and cultivate partnerships with targeted project health facilities, local women’s organizations, community leaders and other relevant stakeholders in view of collaborating on IPC activities, and enlisting their support and participation in mobilizing women and increasing demand and utilization and access to reproductive, nutrition, child and maternal health services as delivered by the EPHS
  • Performance would be based on behavior change impact within their communities in terms of effective referrals and service utilization as well as number of IPC agents who achieve their targets.
  • Perform any other duties as required by Marketing and communications Manager or management team.

The Health Communications Officer’s core responsibilities will include but not limited to the following:

Objective 1: Team Management:

  • Engage the MOH to ensure buy in of program activities, adaptation and approval for communication materials.
  • Provide and/or organize training and refresher training for their team, in technical, programmatic and operational areas, as needed;
  • Supervise one-on-one and group IPC activities, including home visits and group discussions, at community centers, homes and other relevant settings, with each IPC Agent at least once a month

Objective 2: Participate in the internal and external communication:

  • Introduce the program to the local authorities, community representatives, beneficiaries and partners involved regularly.
  • Participate in weekly coordination meetings at field level with the staff
  • Organise regular meetings with other agencies in the area and plan for joint activities.
  • Represent ACF in meetings with MOH and Partners within the region.

Objective 3: Data collection, analysis and monitoring:

  • Ensure targets and IPC objectives are achieved in their area;
  • Ensure accurate and timely tracking and reporting of targets through MIS;
  • Collect and review all IPC activity tracking forms and reports.
  • Make sure the quality and content of IPC activities are at optimum standards as per curriculum, approach and key messages;
  • Ensure IPC Agents are fully competent in the use of M&E and other reporting systems;


  • Nurse, Midwife or Community Health Extension worker with a degree or diploma.
  • Has at least three years professional experience as a team leader / in a supervisory role;
  • Relevant community-based experience in Maternal and Child Health, training and/or communication;
  • Strong sense of responsibility and ability to work with minimal supervision;
  • Prior IPC experience, group facilitation and mentoring experience strongly preferred;
  • Prior experience in Inter Personal Communication and a supervisory / coaching role strongly preferred.
