Overall Purpose of the Role

The SSJP Chief of Party (CoP) plays a central role in ensuring timely, effective and efficient implementation of DDG’s component within the SSJP programme. The CoP’s role is to ensure effective and efficient day to day project cycle management of the SSJP project. The CoP reports to the DDG Head of Programme who is the primary point of contact with DFID and a programme management unit managed by UNOPS.

Responsibilities

Project Management

  • Ensure delivery of DDG projects in accordance with project implementation strategy and workplan, with a high level of focus on quality and timeliness of deliverables.
  • Ensure that detailed implementation and spending plans are up to date and implemented.
  • Work with DDG field and technical staff to ensure that all project activities are properly planned and budgeted and implemented in a timely manner and to budget.
  • Ensure high quality and timely internal and external narrative and financial reporting in compliance with internal procedures and donor requirements.
  • Ensure continuous communication and oversight of SSJP project staff across the different implementation areas and make regular field visits and reports.
  • Provide guidance to the programming team by applying critical, innovative, problem-solving and forward-looking thinking and planning to programme design and implementation.
  • Encourage quality of work, innovation, and strategic/critical thinking in planning, implementing and learning from activities
  • Ensure strong focus on monitoring, documentation, evidence collection and learning.
  • Support DDG Program Manager/Head of Programs on donor and partner engagement by providing accurate and up to date overviews on progress and challenges of implementation.

Staff Management

  • Line manage team of field managers
  • Ensure strong day to day management of all field staff under the SSJP project
  • Ensure timely and effective input from technical staff supporting the SSJP project

Finance and Administration

Representation/Liaison

  • Ensure close coordination and communication with project partners and external stakeholders on project planning and implementation.
  • Represent DDG towards donors, partners and other national and international stakeholders as agreed with the DDG HoP.
  • Act as representative for the DDG programme in Somalia towards government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums as agreed with DDG HoP.

Accountability

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG's activities.
  • Work closely with the DDG Head of Program and other programme staff to ensure quality assurance and documentation.

Experience and Technical competencies

  • University Degree, preferably Master's, in International Relations, Programme Management, International Development, Conflict Resolution, Criminology, Law, Management or other relevant field.
  • Minimum of 5 years project management experience with International NGOs or operational UN agencies.
  • Demonstrated capacity to manage large and complicated humanitarian/development projects/programmes successfully
  • Excellent attention to detail.
  • Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment.
  • Demonstrable leadership and management skills, including team building and management by example.
  • Demonstrated strong budgeting and expenditure tracking capacity.
  • Experience of working in conflict affected and insecure contexts.
  • Remote management experience.
  • Extensive experience of monitoring, evaluation and learning.
  • Excellent writing and verbal skills in English
  • Excellent report writing skills
  • Understanding of the Somalia context and willingness to learn.
  • Prior experience of working on conflict management, security governance and/or justice sector issues is desirable
  • Prior experience of working in Somalia is desirable

Languages

  • Somali language skills are desirable but not required.

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as E2. For qualified National staff the terms of employment will be in accordance with DRC terms for National staff

Availability: 1st June, 2019

Duty station: This position is based in Mogadishu, Somalia with frequent travel
