Organizational background:

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

The Positions and responsibilities:

AAH Somalia is looking for two (2) suitable Somali candidate to fill the position of Resilience Officer. The positions will be based in One in Hudur and One in Mogadishu Somalia. The incumbent reports hierarchically and technically to the Resilience Program Manager.

Goal:

The Resilience officer will be responsible for;

  • The quality and level of performance of their team, ensuring that activities and targets are met, as per the BRCiS’s work plan.
  • She/he will provide management, operational and technical support and Assist and support BRCiS II team in the implementation of livelihoods and resilience interventions for AAH in the district.
  • Enhancing community building resilience in Somalia programme that may include livelihood, food security and nutrition services provisions activities, through capacity building and system strengthening of district. You will also support in developing the nutrition sensitive programming capacity of partners at institutional and community levels.
  • Provide regular updates on the overall BRCiS II interventions, including areas of food access, food shortages, availability and monthly market monitoring updates. Ensure that ACF’s objectives and approaches are well disseminated to raise awareness amongst beneficiaries ensuring compliance of policies and procedures on project implementations.
  • They will be responsible for community entry, developing and maintaining relationships with the other stakeholders
  • Facilitate and ensure establishment of village savings and loan associations (VSLA) or income generating groups (IGAs) among target communities.
  • Train VSLA groups on business and investment skills, loan repayment, book/record keeping and marketing and help to come up with business plan.
  • Responsible for training of the VSLA/IGAs in managerial and book/record keeping and marketing skills of the groups.
  • Responsible tracking progress of the saving groups to see if all the target set are achieved and solve of misunderstandings within the groups accordingly as soon as possible.
  • Responsible identifying high capacity vocational skills training centers and courses for the youth to learn high demanding and different skills as per the market needs
  • Responsible for empowering the communities to enable them to manage their issues by themselves and be able to sustain projects
  • Responsible for ensuring equal participation by all categories of the community, taking into consideration issues regarding gender mainstreaming, age groups, PLWDs, and clan affiliation with in the district.
  • Responsible for leading the selection and verification of beneficiaries of the project
  • She/he will be responsible for facilitating appropriate community involvement in the stages of the BRCiS Programme activities (local leaders, local authorities and local communities). Assist planning as well as conducting BRCiS II beneficiary registrations/verifications.
  • Responsible for developing distribution plans for agriculture inputs ensuring the timely use of the input in enabling participating farmers for the best result in the district.
  • Responsible for facilitating with community-based organizations and coordinate with community leaders in identifying target groups for BRCiS activities in villages and IDP settlements of the operation areas with liaison.
  • Responsible for performing any other duties as required by Resilience Program Manager or management team.
  • Responsible for developing success stories in their districts

The Resilience Officer’s core responsibilities will include but not limited to the following:

Objective 1: Project Planning:

  • Develop detailed weekly, monthly and quarterly project activity plans
  • Coordinate activities across different departments of organization
  • Meet the project deadlines
  • Defining project baselines
  • Provide regular project updates to RPM and Supervisors, as per required
  • Evaluate and analyse with team risks and issues compromising project results and develop plans to mitigate them
  • Identifying and obtaining support and advice required for the management, planning and control of the project activities.
  • Preparing any follow-on action recommendations
  • Provide and/or organize training and refresher training for their team, in technical, programmatic and operational areas, as needed;

Objective 2: Project Implementation and Participate in filed level communication

  • Imelemet project accroding to the guideline of organisation and cornsortium
  • Responsible for the implementation of BRCiS Activities;
  • Collect data on livelihood status of the IDPs and Host communities;
  • Support and train the VSLAs /IGAs and all other project activities;
  • Identify and document human interest stories and case studies based on the successes of implemented projects
  • Participate in Introducing the program to the local authorities, community representatives, beneficiaries and partners involved regularly.
  • Participate in weekly coordination meetings at field level with the staff
  • Organise regular meetings with other agencies in the area and plan for joint activities.
  • Represent AAH in meetings with FSL, BRCiS and Partners within the region.

Objective 3: Data collection, Monitoring Evaluation and reporting

  • Conduct regular visits to project sites to monitor the implementation of activities, gather feedback from beneficiaries and submit detailed report about the activities and findings
  • Ensure accurate and timely tracking activity progress updates and reports;
  • Proper documentation and record keeping of the all project activities and reports.
  • Collect data on project indicators and maintain an updated database on project progress
  • Assist in tracking project performance at community level and report, monitor and follow up on project activities.
  • Ensure regularly monitor and evaluate the projects performance and provide timely agriculture inputs and all other activities, documentation of HH economic changes/impacts on monthly/quarterly both during and after implementation of the project.
  • Regular reporting to Field coordinator and Resilience Program Manager based in based in Mogadishu on a daily basis.
  • Support the Resilience PM to prepare periodic project reports based on accurate and evidence-based data/information
  • Work closely with other staff of AAH Mogadishu and Head Office as the need comes.

Qualifications

  • Degree in Community development/agriculture science, Natural Resource Management, science of cooperative development Food security and Nutrition or any other relevant field of education.
  • Good experience of preparing detail project planning and implementations
  • Expert in report writing skills
  • Good computer skills, good organizational and people centered management skills
  • Ability to represent the organization in key meetings in the field level.
  • Has at least three years professional experience as a team leader / in a supervisory role;
  • Relevant community-based experience in training and/or communication;
  • Strong sense of responsibility and ability to work with minimal supervision;
  • Prior VSLA/ income generation activities, Small medium enterprises (SMEs) experience, group facilitation and mentoring experience strongly preferred;
  • Prior experience in Inter Personal Communication and a supervisory / coaching role strongly preferred.
  • Has good understanding of health components or nutrition activities.

Skills and Experience

  • Minimum of 3-5 years working experience in food security, livelihoods, natural resource management, drought respones, resilince programmes, community development, and/or community mobilization
  • Good communicator in working with local communities, local NGOs and local authorities
  • Good experience of preparing detail project planning and implementations
  • Expert in report writing skills
  • Good communication skills and ability to conduct training and reporting skills
  • Good communication and organisational skills
