About the job

DRC, on behalf of the Somalia Protection Cluster, is looking for a highly qualified Information Management Specialist for a period of 6 months (until the end of 2019) with possible extension. The main role of the IM Specialist will be to support the roll out of the Somalia Protection Monitoring System, coordinated by the Somalia Protection Cluster. The successful candidate will be working closely with the Protection Cluster Secretariat but will be administratively reporting to DRC Somalia.

Overall purpose of the role:

We are looking for a highly qualified Information Management Specialist (preferably with strong experience of data and analysis relating to protection and/or human rights), who will be engaged in the roll out of the Somalia Protection Monitoring System (SPMS) coordinated by the Somalia Protection Cluster. The selected candidate will be seconded to the Protection Cluster but will also be working in close collaboration with DRC Protection Unit and UNHCR.


  • Review and/or develop ways of working in relation to SPMS information flows, data processing, analysis and dissemination between the Protection Cluster and partners as well as internally,
  • In collaboration with the Protection Cluster and UNHCR, support the designing, manage respective data/information collection processes and systems for the Somalia Protection Monitoring System; especially

  • Maintain the SPMS databases, with various levels of access in line with the agreed data sharing protocols

  • Develop and/or review the (1) data cleaning (2) data quality assurance and (3)data protection SOPs in line with Protection Information Management (PIM) principles .

  • Put in place modalities to guarantee security of the portal and data base

  • Review the draft SPSM dashboards (powerBI based), introduce required improvements and finalize the SPMS portal in line with recommendation from the Protection Cluster

  • In line with recommendation from the Protection Cluster add additional dimensions of analysis to the SPSM dashboards

  • Ensure proper documentation of the SPMS development process.

  • Train DRC National Protection IMO and other Protection Cluster support team members on the advanced use of software on which the dashboards and data analysis is based.

  • Provide recommendation and support drafting of other data analysis products relevant to the SPSM such as reports, monthly highlights, district profiles.

  • Support the preparations and participate in joint analysis workshops

  • Support the evaluation of the SPMS pilot phase

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Moreover, we also expect the following:

Essential qualifications:

• At least 3 years of relevant work experience of which at least 2 years combined field and/or headquarters experience in international organizations (e.g. UN agencies, INGOs, IOs, bilateral cooperation agencies, etc.)

• Demonstrated experience and skills in data analysis and visualization software such as PowerBI, GIS, Tableau.

• Proven skills to analyze statistical information and ability to compile and holistically analyze diverse datasets.

• Demonstrated information management skills and demonstrated understanding of different data collection methodologies, especially in relation to protection, human rights and humanitarian assessment and monitoring data.

• Knowledge of protection-related guidelines, standards and indicators.

• Knowledge of humanitarian system, Protection cluster approach and the UN system

• Strong understanding and experience in implementing relational databases.

• Experience with handling confidential data.

• Ability to formulate IM-related technical requirements and Operating Procedures.

• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.

• Advanced Excel skills (e.g. pivot tables, functions, etc.).

• Excellent written and oral presentation skills.

Desirable qualifications

• Completion of Protection Information Management (PIM) training

• Experience with HTML, PHP, ASP and/or Java is an asset.

• Experience in web design and software development is an asset.

• Previous experience of working in Somalia an added advantage


Availability: As Soon as possible

Duty station: Mogadishu - Somalia (including frequency of travel for DRC operational locations; this is a non-family and unaccompanied positon.

Reporting: Protection Manager

Duration: 7 months

Contract: Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates available at under Vacancies graded as Band NM-G for qualified Somalia staff the terms of employment will be in accordance with DRC terms for National staff in Somalia.
