The Somalia Security and Justice Programme (SSJP) is a DFID funded programme managed by our client to support establishment of sustainable development of security and justice system in Somalia. The Programme aims to strengthen and expand the foundations of Sustainable Police and Justice Agencies across Somalia with more accountable, affordable, able and acceptable policing and justice systems in targeted areas that provide a visible security presence and facilitate access to justice, including for women and vulnerable populations as defined in the theory of change of the programme. The programme guided by five principles in provision of technical assistance: Developing Somalia human resource and administrative capacity, strategic directions, communications, relationship – margining the political economy and inclusiveness of Somalia citizens. The post holder contribute directly or indirectly on those key principles that guide the programme with learning and adaptive approach and provide strategic support for the implementation of the programme and establish strong relationship and engagement with government counterparts in security and justice sector at federal government and federal state level.

SSJP designed to achieve the following out comes:

  • Re-establishment of basic policing and justice functions in key urban areas recovered from Al-Shabaab.
  • Improved access to justice for communities in a manner which complements SSJP support to police development in states.
  • Strengthened financial management and accountability within the security sector at both federal and sub-national levels.
  • More effective strategic direction in the security and justice sectors, including through support to development of federal and sub-national policing and justice policy and legislation.

· More responsive and accountable approach to the provision of security and justice, including through development of community partnerships.

Purpose and Scope of Assignment

The purpose of the assignment is to provide strategic direction to SSJP, establish relationship and engagement with relevant government counterparts at different level in Somalia, and create wider connection to the programme for effective implementation.

The SSJP Strategic Advisor will be under the direct supervision of the SSJP Programme Manager and secondary supervision of the Country Director must be able to work independently to deliver the below duties and responsibilities:

· Provide advice and strategic direction in implementing the Somali Security and Justice Programme (SSJP).

· Establishing and maintaining engagement with key political actors of state security and justice institutions.

  • Support SSJP programme objectives of establishing and strengthening policing and justice functions and improving access to justice for communities, including urban areas recovered from Al-Shabaab.

· Support the SSJP to link with existing security policies, priorities and coordination structures including, the Comprehensive Approach to Security (CAS) mechanism, Security and Justice Roadmap (SJR), the Joint Policing programme (JPP), Joint Justice Programme (JJP) and the Somali Transition Plan.

· Work closely with key national and international stakeholders to ensure effective delivery of the SSJP to identify cross-cutting issues and to ensure they are sustainable and effectively delivered across all areas of the Somali security and justice sectors.

  • Enhance the relationship and co-operation between the FGS and FMS on the implementation of the SSJP through the Regional Security Council/Committees (RSOs).
  • Identify and develop new opportunities for the SSJP contribution to the development of the Somali Security and Justice Sector.
  • Provide assistance to the SSJP PM in the provision of strategy and planning.

Impact of Results:

The effective and successful achievement of results by the SSJP Strategic Advisor directly influences the strategic management and sustainable impact of Somalia Security and Justice Programme by strengthen the collaboration and coordination with relevant sectors. He/she is also responsible in providing support and advise for the programme to able to produce a result within the specified tolerance of time, cost, quality, scope and risk capable of achieving the benefits defined in the Business case/s contributing to the overall business targets and needs. These promote the credibility of the organization as an effective service provider in project services and management.

A. Education

· Master's Degree in International Relations, Political science, Business Administration, Public Administration, Law and or related relevant discipline is required.

· Bachelor’s Degree in International Relations, Political science, Business Administration, Public Administration, Law and or related relevant discipline with a combination of two (2) additional years of relevant professional experience will be considered in lieu of the Master’s Degree.

B. Work Experience

· A minimum of seven (7) years of relevant progressive experience in strategic, operational, capacity building roles in governance, security and/or justice sector.

· Experience in strategic and development planning and implementation in security and/or justice sector in fragile context will be highly distinct.

· Stakeholder management experience will be considered as asset.

· Knowledge and understanding of Somalia context and political economy is an asset.

· Analytical skill of context and political economy and provide timely advise and support for the programme to operate within tolerance risk level will be an advantage.

· Strong interpersonal skills in a multi-cultural environment, including communication skills and the ability to work independently, as well as in a team setting is an asset.

· Negotiation skill mainly in engagement with government partners will be highly distinct.

· Flexibility, including demonstrated ability to work under pressure, to adapt to changing work and project circumstances and respond to unforeseen developments is an asset.

· Experience in the usage of computers and office software packages (MS Office) as well as a web-based management system is required.

C. Language Requirements:

Fluency in written and spoken English is required.

Knowledge of Somali language is an added value.

Working knowledge of additional UN or regional languages is considered an asset.
