Background Information

Oxfam Somalia/Somaliland has a Country Strategy that runs from 2016 – 2021 but will be due for a revision as part of an ongoing process to rationalize country operations to meet humanitarian and resilience, influencing, youth, gender and partnership commitments. It is also envisaged that the new strategic thinking with deepen work on humanitarian, development and peace nexus while rationalising geographical footprint while collaborating with civil society actors, government, private sector, technological/ innovative organizations and other key players.

The Assignment:

Oxfam in Somalia is looking for an International External Consultant to work with its management team to shape the strategic intent and operating model of its country programme for the period 2020 - 2029. The Consultant will be expected to facilitate the development of an Oxfam Country Strategy (OCS), accompanying Country Operating Model (COM) and Programme Frameworks to enable Oxfam in Somalia to deliver effective programmes.

The Consultant will work together with the in-country Strategy Working Group set-up to lead the strategy development process and coherence programming frameworks in line with Oxfam’s One-Programme Approach and while considering mega trends and political economy of the country.

Scope of Work and Deliverables

i) Stage 1: Scenarios Construction and Strategy Development

  • Guide Oxfam in Somalia and partners to analyse emerging context and scenarios as well as implications for the country programme
  • Lead development of strategic choices and direction that enables Oxfam in Somalia to achieve the greatest impact possible and relevance
  • Lead development of an implementation of a road-map to help align Oxfam Somalia internal systems and structures to the organization’s new strategic direction.

This will involve three phases:

  • In Phase 1 (Literature Review), the Consultant will undertake a review of a series of existing reports and literature to understand the context and Oxfam Somalia current capabilities and past performances including geographical footprint. This will include several recently completed studies itemized in the methodology section below. The consultant will update the context as necessary in preparations for the scenarios and sense-making workshop.
  • In Phase 2 (Scenarios Implications and Strategic Choices Mapping), the consultant will lead a 3-4 day country level scenarios constructions workshop that will culminate in a series of plausible options for Oxfam Somalia’s future strategic direction through Transformative Scenarios Planning and Choice Structuring (including SWOT analysis: strengths, weaknesses, opportunities and threats), with a focus on achieving the greatest impact and relevance. This second phase will require in-country presence.

ii) Stage 2: Drafting and Validation of the Country Strategy

  • Drafting of Draft 1 of Country Strategy based on results of Stage 1, including decision on key strategic choices and pillars, in close collaboration with the Country Director and Strategy Working Group.
  • External engagement and validation, the Consultant will research & validate strategic options with external stakeholders and provide recommendations to Oxfam Somalia for the strategic direction of the organization in close consultations with the Country Director and Strategy Working Group. In-country visit, face-to-face meetings with key persons in country and online meetings with key Oxfam Somalia staff for feedback collection and incorporation of feedback once received to form the final versions of the Strategy and Operating Model.

iii) Stage 3: Revision of Country Operational Model

  • Drawing Roadmap & Operating Model, the Consultant will through consultations with Strategy Working Group and various staff review the current performance and determine the capabilities needed to implement the chosen strategy, identify current gaps and create a high-level country operating model to deliver the strategy. This is expected to draw and follow Oxfam internal guidelines on COM focusing on geographical footprint, organo-gram, funding model and feasibility, partnerships and people and culture.

iv) Stage 4: Final Validation and Delivery of OCS and COM

  • The consultant is expected to validate the final draft of the OCS with Oxfam and partners to ensure that community voice, aspirations and expectations are correctly reflected in the strategy and the operating model.
  • Deliver the final OCS and COM to the CD and Strategy Working Group.

v) Stage 5: Develop Programme Implementation Plans

  • Lead staff and partners (especially thematic leads) in a 2 to 3-day workshop to develop programme frameworks for the key pillars in the strategy
  • The programmatic pillars should articulate context for specific thematic work, key change objectives, Theory of Change, Broad Objectives as well as key indicators for tracking progress over the strategy period.

Overall methodology will be guided by the following, while also drawing from the consultant’s suggestions:

  • In-country presence for at least 4 months of the duration of the assignment, face-to-face meetings/consultations with key persons and partners in country. Online meetings with key Oxfam Somalia team and Horn East Central Africa regional team will also be explored. RnR gap of 10-15 calendar days after two months can be added
  • Review of current OCS, COM and other relevant organizational documents including grantee contracts, grantee reports, results framework as well as partnership reviews. Oxfam in Somalia has a rich information based from recently concluded studies. Such include: Political Economy Analysis, Gender Gaps Analysis Study, Oxfam Somalia Legacy Study, Humanitarian Systems Analysis and Programme Review Reports. Internal Oxfam guidelines for OCS, COM will also be availed to successful bidder to assist in structuring outputs of this assignment.
  • Critical analysis of thematic programme review reports and analysis produced by the programme thematic units under the leadership of the Country Director and Strategy Working Group
  • Facilitating a 3-4-day scenarios and strategic choices construction workshop and validate the insights from the programme reviews. The consultant is expected to develop the methodology for this workshop, in consultation with the Strategy Working Group and HECA Regional Platform Designing for the Future team.
  • Conduct desk research, interviews, meetings and consultations with key stakeholders to validate the insights from the scenario’s construction and sense-making workshop with external actors such as the Country Governance Group, affiliates, donors, communities, partners etc.
  • Validate and consolidate the feedback and insights from various stakeholders including Oxfam in Somalia and its partners.

Key Deliverable of the Assignment:

  • Programme pillars/frameworks as per new Country Strategic Plan
  • Oxfam confederation guidelines will be provided at the beginning of the assignment

Supervision and Reporting

The Consultant will report to the Country Director. The Consultant will also interact with HECA Regional Platform Team as well as members of the in-Country Strategy Working Group.

Essential Skills and Competency:

  • Advanced degree in economics, development studies, international relations, and/or relevant discipline
  • At least 12 years’ experience as a senior consultant in a relevant field and at least 10 years’ experience in facilitating strategy development processes for international organizations
  • Proven experience and technical competence in humanitarian, refugee crisis/emergency, resilience programming, and economic justice/ gender justice, youth /enterprise development and other development interventions with demonstrated ability and experience within the context of Somalia and or broader Horn of Africa region.
  • In-depth knowledge and understanding of program quality in all its dimensions, including program design and development, monitoring, evaluation and learning, partnership, gender mainstreaming, achieving leverage through strong influence orientation for scale
  • Demonstrable understanding experience of political economy analysis and long-term development issues for lower income countries especially in Horn of Africa region and knowledge of Somalia context
  • Well-developed interpersonal skills, diplomacy, tact, facilitation and negotiation skills. Flexible and creative approach in recognizing and responding to challenges and opportunities, coupled with a drive to achieve results
  • Excellent conceptual and analytical skills, and demonstrable ability to think strategically, innovatively and practically improve programme quality
  • Strong influencing skills especially in dealing with country management teams and advisers / managers

Desirable Skills

  • Understanding of the HR and Organizational Development challenges in large scale emergency response
  • Understanding of transformative scenarios planning and programme design with strong influence orientation.
  • Use of co-creation methods and systems thinking approaches when designing with others.

N.B:
Oxfam will be responsible for work permits, visas, travel arrangements (including round-trip ticket), accommodation and all the necessary requirements needed to carry out the Services.
