1.      Background

Somalilandhasbeenrecoveringfromhistoricconflictandfragilitysince1991andhasestablished itsowngovernmentsystemandfunctions.Ithasmanagedtomaintainpeaceandsecurityinthe lasttwodecadesandsignificantimprovementhasbeenmadeinmanysocialandeconomic sectors including Education Services. However, the education sector still requires support to improveadequateaccesstogoodquality,equitableandefficientservicestoallchildren.The MOESfinalizedthe2012–2016ESSP,withthesupportoftheGlobalPartnershipforEducation (GPE) conducted Education Situation Analysis (ESA), and developed the 2017 – 2021 ESSP.Through the support of the Global Partnership for Education (GPE) and UNICEF. The EducationSectorStrategicPlan(ESSP2017-2021)isguidedbytheNationalEducationPolicyof 2015-2030,andrepresentsanewvisionfortheeducationsector.Itsetsoutthepoliciesand objectivesoftheeducationsystemthatwillbeachievedduringthenextfouryears.Thesepolicies and objectives have been developed based on the national and international commitmentsof theGovernmentofSomalilandthroughtheMinistryofEducationandScience.toprovidequality, affordable and competitive education to its citizens throughout the country. This is well articulatedintheMissions,GoalsandObjectivesofthe15-yearSomalilandNationalPolicyfor


Education (2015-2030), the Somaliland National Development Goals, 2012, theNational DevelopmentPlanII2017-21andintheConstitutionofSomaliland.

 

Thetargets/educationaloutcomesforESSP2017-2021forGERforECEisprojectedtoincrease from3.2%to14.3%.TheGERforPrimaryEducation(includingABE),isprojectedtoincreasefrom 44.3%to67.4%,andtheGERforSecondaryEducationisprojectedtoincreasefrom21.3%to 35%.TheESSPcoversfiveyearsandhasabudgetofUS$275million.TheESSPwasdesignedto providemaximumimpactontheeducationsystem.ThestrategicplanconsistsofEarlyChildhood Education;PrimaryEducation;Non-FormalBasicEducation(NFE);SecondaryEducation;Teacher Education;TechnicalandVocationalEducationandTraining(TVET),andHigher(tertiary) Education, and the cross cutting areas including Governance and Institutional Capacity; EducationDecentralization;Curriculumframework;QualityAssuranceSystems,Standardsand Supervision.

 

2.      Introduction

TheSomalilandMOESconductsAnnualJointReviewoftheEducationSector(JRES)toreviewthe yearlyperformanceofthefiveyearsESSP(2017-21).Thereviewisusedasasectorwide performancemonitoringsystemtomeasureandcontinuouslyfollowuptheprogressmade againstyearlyplannedactivitiesandresultindicatorstoimprovecoordinationandcollaboration amongeducationstakeholders.ThereviewinvolvesthedifferentdepartmentsoftheMOESatall levels,developmentpartners,civilsocietyandtheprivatesector.TheJRESinitiativestartedin 2014andsofarconductedareviewmeetingwereconductedin2014to2017andtheministryis currentlyplanningtoconductthefourth2018and2019JRES.

 

3.      Purposeoftheconsultancywork

Theconsultantwillcoordinateandfacilitatethesectorreviewprocessincollaborationwiththe MoESanddevelopmentagenciesthroughgatheringrelevantqualitativeandquantitativedataon theachievementof2018and2019setprioritiesandplanwithintheESSPresultframework.

 

4.      Objectivesoftheconsultancywork

·  Tocollectsufficientinformationanddataevidenceandcriticallyreviewthe2018and2019 annualplanandachievementagainsttheESSPresultindicators

·         ToparticipateandcoordinatewithMOESatdifferentlevelsanddevelopmentagenciesin gatheringtherelevantinformationanddata

·         Toreviewthelevelofcoordinationofvariousactorsintheeducationsector; 

·         Toexaminekeychallengeswithintheeducationsectortohelpdeterminepriorityactionsto supporttheachievementoftheobjectivesoftheEducationSectorStrategicPlan(ESSP);

·         TocompilereviewreportandpresentitintheJRESmeeting.

·         TocompileAideMemoireoftheJRESreviewprocessandkeyactionpointsagreed

 

5.      Methodologyandscopeofthework


a)       DeskReview

Theconsultantwillundertakeatechnicalandfinancialreviewofthe2018and2019annual planagainstthe2017–2021ESSPthroughconductingextensivereviewoftheavailablepolicy andstrategydocuments,secondarydataavailablesuchasannualreports,monitoringand supervisionreports,reviewandevaluationreports,ESAReport,latestEMISDataetc.that availablewiththeMoESanddevelopmentpartners.

 

b)      ConsultativeMeetings

The consultant is expected to conduct wider consultation with relevant education stakeholdersinSomaliland.Theseincludetheseniormanagementandfieldexpertsofthe MOESatdifferentlevels(Central,Regional,District,School)andeducationdevelopment partners to get wider insight and perspectives of the education sector including achievements andchallenges.

 

c)       FieldVisits

Theconsultantwillcarryoutsamplefieldvisitstoeducationinstitutionsinruralandurban settings,includingtoRegionalandDistrictEducationOfficesinarandomlyselectedRegions inordertogetaclearerpictureofthesituationonthegroundthroughdiscussionwithall educationstakeholders.Basedonthesefieldvisits,theconsultantwillprepareafield-visit reportandkeyfindingsthatwillbepartoftheJRESMeetingPresentationandfinalaid memoire.

 

d)      SynthesisReport

Theconsultantwillcompileandproduceasynthesisreportfromthekeyfindingsofthedesk review,consultationmeetingsandfieldvisitsagainsttheachievementofthe2018and2019 planwithintheESSPandpreparepowerpointpresentationforthemeeting.Thesynthesis reportwillincludedataanalysis,graphsandcharts,aswellasanarrativeportion.The synthesisreportwillbecirculatedafewdayspriortotheJRESandprovidethebasisfor discussionsduringtheJRESMeeting.

 

e)       DevelopmentofEducationActionPlanfor2018basedonthenewESSP(2017-2021)

TheconsultantwillassisttheMOESwithotherstakeholders,todeveloptheEducation ActionPlanfor2020ensuringthattheactivitiesproposedintheplanwillincorporate prioritiesandkeystrategiesincludingcostingfinancialplanaswellasamonitoringand evaluationframeworkfortheActionPlan.

 

f)        AideMemoire

TheconsultantwillprovideafinalreportoftheJointReviewoftheEducationSector,onissues discussedandraised,keyfindingsandrecommendationsincludingthefieldvisitandsynthesis report.

7.      Location

The Consultant shall be based in Hargeisa, Somaliland, for most of the Contract period.
