Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is one of the largest humanitarian and development actors in Somalia. IOM’s Migration Health Division (MHD) is implementing emergency health and nutrition projects across 12 regions of Somalia, in addition to health systems strengthening programming and medical support for migrants and returnees. MHD’s programming spans the humanitarian-development nexus.

Under the overall supervision of the Senior Programme Coordinator , and the direct supervision of the Migration Health Programme Coordinator, the successful candidate will be responsible for contributing to the successful management, coordination and overall implementation of IOM Somalia’s health and nutrition programmes.

Core Functions / Responsibilities:

  1. Support the Migration Health Programme Coordinator in the implementation of MHD’s health and nutrition programmes, including overall management, coordination, and daily administration.

  2. Supervise the technical components of the health and nutrition projects, ensuring that the output is in line with globally accepted standards, and developing tools for monitoring and assessment of programme performance.

  3. Monitor and ensure that all the health and nutrition projects meet their intended scope, time, quality and budget.

  4. Contribute to strengthening ongoing primary healthcare projects, with emphasis on quality of care, community health, collection and utilization of epidemiological data, clinical mentoring of health workers, and PSS/GBV mainstreaming.

  5. Contribute to development and implementation of projects in new thematic areas, including Mental Health and Psycho-Social Support (MHPSS) and health systems strengthening (HSS). Oversee emergency response implementation and expansion.

  6. Participate in proposal writing for new projects, and internal and external reports.

  7. Represent IOM at health, nutrition, protection cluster meetings, pillar working groups, technical working groups, and other relevant coordination structures. Liaise and strengthen relationships with Ministry of Health, UN agencies, INGOs, and donor representatives.

  8. Provide technical support to medical logistics and supply chain management for the health team including medical commodities, health promotion materials and logistical supplies.

  9. Participate in the recruitment, coaching, supervision and appraisal of staff as relevant as required. Work towards developing staffs to take broader responsibility and grow in their career.

  10. Undertake periodic visits to field sites to monitor programme implementation, support roll out of new projects, and produce field reports.

  11. Ensure effective MHD support to and integration in other departments within IOM Somalia, including migrant protection assistance, stabilization and early recovery programmes, disarmament demobilization and reintegration, and migration for international development in Africa (MIDA).

  12. Act as the Deputy to the Health Programme Coordinator, filling in as department in-charge as needed.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Degree in Medicine, Nursing, Public Health with a Master’s Degree in Public Health or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above field with at least seven years of relevant professional experience.

Experience

• Experience in managing and implementing health service delivery, including during early recovery or post crisis emergency health programming;

• Experience in proposal development, monitoring and evaluation, and report writing;

• Experience in coordinating and liaising with government authorities, international and national organizations, and donors;

• Experience working in the region is an advantage.

Skill

• Demonstrated ability and willingness to work in difficult areas and challenging situations

Languages

For this position, fluency in English is required (oral and written). Working knowledge of Somali and Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
