Africa Educational Trust (AET) is seeking bids from experienced consultants to deliver a high-quality Labour Market Survey to inform our work with youth in Somaliland and Puntland.

Background:

Inspiring Somaliland and Puntland Youth through skills training and creation of employment opportunities is a two-year project (9th December 2019 – 8th December 2021) funded by the European Union, VET Toolbox. The project aims to support 400 youth to have increased opportunities for employment and entrepreneurship. The project is being delivered by Africa Educational Trust (AET) in Somaliland and Puntland. The planned project outcomes are:

  • Increased access for disadvantaged youth to vocational skills training, relevant to market needs
  • Enhanced transition from vocational training to work
  • Integration of the entrepreneurship and financial literacy training in VET courses

Purpose of the Labour Market Survey

The purpose of the Labour Market Survey is to identify opportunities for work and self-employment that can be promoted to youth engaged in the project to maximise their chance of successful transition to the labour market.

Required skills and competencies of the evaluator:

  • Strong background in vocational training and formal and non-employment market analysis.
  • Strong background in utilising qualitative and quantitative research methods
  • Experience of working with vulnerable groups
  • Experience of using participatory methods
  • Experience of conducting research in Africa
  • Written and spoken Somali is desirable.

TERMS OF REFERENCE FOR THE LABOUR MARKET SURVEY 

Inspiring Somaliland and Puntland Youth through skills training and creation of employment opportunities is a two-year project (9th December 2019 – 8th December 2021) funded by the European Union, VET Toolbox. The project aims to support 400 youth to have increased opportunities for employment and entrepreneurship. The project is being delivered by Africa Educational Trust (AET) in Somaliland and Puntland.

VET provision in Somalia is typically focused on a few sectors and trades, which can also reinforce gender stereotypes e.g. beauty and tailoring for women and mechanics and electrical trades for men. There is therefore a need to promote new skills and sectors that will lead to self-employment.

Purpose of the Labour Market Survey

The purpose of the Labour Market Survey is to identify opportunities for work and self-employment that can be promoted to youth engaged in the project to maximise their chance of successful transition to the labour market.

Scope of work

The objectives are to identify:

  • The range of opportunities for work or self-employment for the target group, including key market actors, opportunities in the value chain, potential areas of growth and areas likely to attract microfinance. The survey will also identify available VET courses in the target regions and match these to areas of demand in the labour market.
  • The core skills and competencies employers are looking for and which can be integrated into the entrepreneurship and financial literacy training provided through the project.
  • Employers or entrepreneurs who are willing to be mentors in the project and/or provide work placements to youth engaged in VET. We are particularly looking to identify female mentors who are in non-traditional roles to open up new possibilities to young women.
  • Youth perspectives of their needs and barriers they face in accessing work.

The labour market survey Process 

The labour market survey will take place in February 2020. 

The survey will be led by an independent consultantin conjunction with AET staff. The consultant will undertake a visit to Somaliland and Puntland to conduct field work.

The survey process should include the following activities:

  • A desk review of recent labour market surveys and relevant policies.
  • Interviews with staff from AET to collect information on achievements and impact and difficulties faced during implementation, including management, monitoring and reporting
  • Focus Group Discussions and Interviews with key project stakeholders and beneficiaries in the field.
  • Interviews with officials from Ministry of Education and Microfinance Institutions.
  • The consultant will present a preliminary overview of their findings to AET before preparing their report by end of March 2019.
  • The consultant should submit the draft report to AET for written comments before finalising the report, to minimise the chance of inaccuracies and to maximise ownership of the findings 

The following stakeholders and beneficiaries should be consulted:

  • AET staff
  • Local employers and entrepreneurs
  • Vocational skills training providers
  • Local leaders
  • Young people targeted by the project
  • Government Ministries
  • MicroDahab 

Outputs of the Labour Market Survey

The survey should result in a report of no more than 30 pages for the main body, including an Executive Summary. The report should address the areas listed in this TOR. The report should include a good level of critical analysis of available opportunities and gaps. Recommendations should also include details as to how they might be implemented through the project.

Roles and Responsibilities

The roles and responsibilities for the Final Evaluation are set out below:

a.       Evaluator:

  • Undertaking a desk review of context, including recent labour market surveys to identify gaps relevant to the project
  • Providing an inception report to document the planned approach
  • Designing the interviews and focus group questions/ approach
  • Visiting the two regions to gather data (including holding interviews and focus groups)
  • Presenting the preliminary findings to AET
  • Producing a draft report and a final version in response to comments from AET  

b.      Africa Educational Trust

  • Co-ordinating the Labour Market Survey and agreeing the budget
  • Commissioning and supervising the consultant
  • Liaising with AET staff in Somaliland and Puntland on the logistics and schedule for the field visit
  • Taking a final decision on the interpretation of these Terms of Reference, should any dispute or confusion arise
  • Agreeing the format for the report
  • Providing feedback on the preliminary findings and draft report, and agreeing the final report
  • Providing logistical support including vehicle, driver, fuel, airtime and accommodation in the field[1]
  • Working with the consultant to identify a suitable sample of stakeholders and beneficiaries and set up the focus groups and interviews
  • Scheduling meetings
  • Providing translation support for focus groups and interviews with stakeholders (as needed)

[1] Accommodation costs will be covered by the consultants’ DSA but AET should book the rooms.
