Save the Children International (SCI) Somaliland/Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below:

Responsibility for Logistics arrangements and Costs

SCI will provide the consultant for Logistics arrangements, food, accommodation and all other cost associated with the assignment.

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

Travel requirements

SCI will arrange Travel ticket, Visa (if any)

Security requirements

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland.

Qualification and Experience

         Advanced degree in Environmental sciences, Geosciences and related fields with more 10 years of progressive experience.

         Knowledge and experience of the diverse livelihood and agricultural systems, in the region.

         Ability to synthesize scientific information, problem formulation, present and communicate research results and ideas.

         Extensive knowledge and solid professional experience in designing and updating database and GIS, including on QGIS and ArcGIS/ArcView.

         Experience in designing and providing training in GIS to project and technical staff.

The consultant must meet the above required qualifications and experience.

-          A proposal to the above Terms of Reference including methodology, schedule.

-          A financial offer including daily fees in US Dollars

-          Up-to-date curriculum vitae(s) of the lead consultant and relevant team members,

-          Description of available equipment for the assignment,

-          Evidence of past experience in undertaking similar assignments (three most recent documents preferred) of similar works done.

-          Three (3) references of previous assignments.

INTRODUCTION

Save the Children has been making a difference in children's lives in more than 120 countries. Our mission to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.

To ensure delivery of this mission, Save the Children collaborates with local governments, multilaterals, grassroots, non-governmental organizations and others to identify and address supply and demand-related bottlenecks in both humanitarian and development contexts. Save the Children has been engaged in the WASH sector in Somali/Somaliland for more than 20 years.

 

BACKGROUND

Save the Children has been present in Somalia since 1950 and has gained considerable understanding of the needs and challenges of delivering humanitarian assistance in the areas proposed for this action. SCI has been able to increase the overall programmatic impact and reinforce its integrated approach by gaining valuable experiences and strengthening technical capacity. SCI has begun to strength it’s WASH Programs in Somalia. SCI’s WASH program is geared towards quick impact by having the communities’ access to sustained WASH facilities by constructing and rehabilitating key infrastructures including boreholes, shallow wells and deep wells. There is need to map the water facilities as well as know their functionality status in all target locations. Further, the program will also map all the value chain actors in order to understand them better and so as to facilitate the market linkages. SCI will continue to scale up the innovative program for water-point maintenance using a voucher system, aimed at empowering the local communities, stimulating demand and thus developing a local market for water pump spare parts.

SCI Somalia WASH programme is therefore seeking a consultant to train staff to Geographic Information Systems and infographic Dash Boards. The training will build the basic foundation of the staff that will be linked to the next level to improve future programming.

Objective

SCI would like to engage your services of a consultant to undertake the following services:

·        GIS and infographic Dash Board training in Borama Somaliland. As a consultant you will train GIS and Infographics Dash Board using Microsoft Power Bi Plus to a number of people. Further, you are expected to provide QGIS or ArcGIS and Power Bi Plus and GPS handsets for demonstrations to support this work.

·        The consultant is also expected to develop an Information Management and Visualization System that will support the Thani Project in managing, processing and analyzing real time data and visualizing the key results on identified indicators to support decision making process. The data management and visualization system shall include development of a dynamic dashboard that will constitute a holistic sector’s management information system.

 

Activities and tasks:

The actual consultancy service including the training course and the system development will be delivered in 28 days including. The number of estimated hours required to complete the course will depend on the agreed schedule which means a workload of 8 hours on average per day.

The training topics include:

1.    Introduction to infographic Dash Boards concepts      

2.    What do we need to make Dashboards?

3.    Which type of Dashboard to use, static or interactive?

4.    Preparing your datasets    

5.    Introduction to GIS Software (ArcGIS)

6.    GPS and GIS Introduction to GPS || Types of GPS ||Developing standard procedures and guidelines GPS configuration ||GPS data download and related tasks ||Integrating GPS field data into the GIS database ||Facilitated Field exercises in GPS Data Collection for WASH Managing and manipulating GIS Data ||Other data sources in GIS for WASH Working with tabular data in GIS V) Facilitated practical exercises in working with tabular data in Excel format Introduction to Spatial databases Facilitated Practical exercises in working with spatial Databases (Geo-databases)

7.    Development and presentation of maps - GIS Mapping   - Styling and symbolization - Cartography and use of Legends   - Mapping resources/Project activities

8.    Facilitated practical exercises in map making and presentation using project data Basic analysis and Geo Processing Introduction to Geo-processing

9.    Facilitated Practical exercises in Geo-processing

10.Case studies and demonstration on various GIS based on project’s data

12.Case study: GIS and Remote Sensing as a tool in monitoring WASH projects

13.Practical Exercise: Field work data collection.

14.Data Visualization using Power Bi Plus.

Save the Children seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed narrative and financial proposal on how to undertake the assignment.
