Qualification and Experience

         A minimum of first degree relevant to the area of the task (e.g. statistics, Sociology, social work, community psychology, gender studies, disaster risk management, environmental science, etc.).

         Proven experience in conducting quality/proven baseline studies and evaluation, assessing both development and humanitarian programmes

         Thorough knowledge on the relevant thematic area of focus and Somaliland context

         Strong child sensitivity, child rights and child protection programming skills (child participation skills an asset)

         English essential; local language skills would also be helpful.

ANNEX 1 : Consultancy Terms of Reference

Terms of References for Reducing Economic and Ecological Vulnerability (REEVs) Project Baseline

1.      Background

Save the Children has been making a difference in children's lives in more than 120 countries. We are the world's largest independent child rights organization, underpinned by a vision in a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.

Save the Children (SC) has worked in Somalia for over 65 years and has been implementing health, nutrition and education interventions for over a decade. Our long history in Somalia has endowed Save the Children with a comprehensive understanding of the local context, experienced and skilled local staff, and established systems and procedures to effectively implement projects, often in an insecure and unpredictable operating environment. We are one of the biggest health actors in the country. In 2018, we supported over 200 health facilities in 14 regions directly reaching one million people.

2.      Project Background

Save the children international is implementing Reducing Economic and Ecological Vulnerability (REEVs) project in Sool and Sanaag regions of Somaliland. The Eastern regions are experiencing food insecurity caused by recurrent droughts and violent conflicts. The project will mainly focus on the transitional aid areas of: reconstruction of basic social and productive infrastructures, Disaster risk reduction and Food security. The project components will be implemented in Ainabo, Burao, Eil-Afweyn and Erigabo districts among IDP and pastoralist rural populations.  The project will target poor pastoralists and IDPs in Sool (Ainabo), Sanaag (Erigavo and Eil-Afweyn) and Togdheer (Burao IDPs). In the two regions, the project will target both IDPs and poorest pastoralists including pastoral dropouts, small livestock herders who live in and around villages. There are quite a number of IDPs who live mainly in bigger towns of Ainabo, Burao, Eil-Afweyn and Erigavo. These pastoral IDPs lost their livelihoods to drought. They get their livelihoods from assistance by NGOs, relatives and state; while few of them have very small number of herds and other engage in small petty trade like tea selling and so on. Poor pastoralists are the nomadic pastoralists who lost 60% of their livestock (poor household had 30 herds at baseline in 2016); now living around the towns and villages. The few herds are main source of income but like IDPs, they also depend on support received from NGO, relative and the state.

In order to sustainably improve the situation in which households have no or little diversified income and in which available credit provision does not reach the poorest households, this project component will provide entrepreneurship training and establish access to credit schemes through saving groups, revolving funds and micro-finance services and distribution of physical productive assets: like livestock and hens. In order to ensure the sustainability of services, SC will work with Ministry of Employment and Social Affairs and Family (MESAF) to build its capacity in running saving groups, will train master trainers who will in turn and with the support of MESAF train any groups which will be formed in the future. SC will establish revolving funds at MFI level and at group’s level. Group level revolving fund will be accessed by well performing groups. MFI level funds will be accessed by trained youth and women entrepreneurs and saving groups, which are established in towns. 

  1. The goal of the project

The aim of the project is to contribute and see drought affected communities in Sool and Sanaag are more resilient to ecological and economic shocks, with the objective of reducing economic and ecological vulnerability for drought-affected communities in Somaliland (Sool and Sanaag regions). The expected project outcomes and indicators are shown below:





Targeted households are able to meet their basic food and non-food needs during cyclical hunger seasons

·         % of HHs who can meet their basic child wellbeing expenses (nutrition, health, education)

·         % Reduction in CSI

·         Percentage reduction of the share of underweight children under 5 (disaggregate by sex ) and by type of settlement (IDP vs. hosting)


Livelihoods of communities at risk of drought (urban and rural) are more diversified through TVET, entrepreneurship and access to credit

·         % of SG members/others IGA beneficiaries make a profit equal or higher than the MEB'; at 6 months after IGA start/graduation

·         % of target HHs engaged in two or more livelihood activities with 50% or more activities considered to being drought resilient

·         Proportion of saving/IGA groups functioning independently two years after establishment

·         Share of trained adolescents (15-24 years reached by programme) who are employed 6 months after completion of training [with enrolment focused on the most deprived]


Households engaged in livestock herding own herds of sustainable size and have access to government and/or community led veterinary services that protect them from shocks

·         % of Livestock beneficiary households having attained 30 animal/heads and more

·         MoL share of established health center yearly running cost (or o comparable veterinary services) 

·         Number of households reached by community-based animal health workers (target to be defined after baseline)


Drought affected communities react more resiliently to recurrent shocks thanks to improved infrastructure and community based and public disaster management and early warning

·         % contribution of community into the implementation of action plans (All contribution converted to monetary)

·         % of early warning systems are function 12 months after establishment (functionality being assessed when a shock occurs)

·         % of potential disasters to which NADFOR responds adequately based on early warning data

·         % of crisis affected households reporting increased access to clean and safe water according to Sphere standard

·         % of drought affected within the target areas of the project whom can sustainably access safe and clean water from protected sources each person receiving 15l/p/d as per the sphere standards

·         # of non-functional strategic water points at the target areas of the project which needs rehabilitation and upgrading of existing facilities

·         The average walking distance between the household and the nearest permanent water source as well as the average time that it take to fetch water from that water source


Targeted households have access to child sensitive unconditional cash transfers or cash for work until their livelihoods allow them to independently meet their basic food and non food needs during hunger season 

·         1.1.2 Amount and share of household expenses for child health, nutrition and education (target to be set after baseline - please note that the share may decrease when households improve their situation as they can afford expensed beyond basic needs)

·         % of households with improved IYCF (way of measurement - e.g. exclusive breastfeeding, or adequate use of diverse foods - and target to be defined after baseline)


Business start up capital is available through revolving fund schemes

·         # of group members who receive additional capital from banks MFIs (target to be defined after baseline)


Participants in income diversification activities have improved business and other skills

·         Share of participants who consider the training content useful for their enterprise formation (target to be defined after baseline)

·         Share of participants who reach a sufficient literacy level after the literacy courses (target to be defined after baseline)

The project is also targeting strategic WASH infrastructure. The project will support drilling of strategic boreholes and construction of new underground/traditional harvesting Berkeds. It will also rehabilitate traditional underground harvesting Berkeds. Therefore, the consultant is required to carry out needs assessments in addition to the above-mentioned FSL components.

1.      Purpose of the baseline study

The purpose of the baseline study is to generate baseline information against each indicator given prior to commencing project implementation, I addition the consultant is expected to evaluate the operating context and generate conclusions of the current picture of life and livelihoods at the project baseline stage The captured information will provide a benchmark for project monitoring and evaluation. The baseline study will also generate information that will be used to further inform project interventions and strategies.

After the baseline study, the information will be used to track progress towards achieving the projects’ expected results and outcomes. It will also help the collection of data on project goals and outcome indicators to set the basis of the beneficiaries and later used to compare the other assessment like midline evaluation and end line evaluation which can help the REALM and programme team to assess and decide what impacts does the project had on the target communities.

To be more specific, the consultant is expected to generate information for all relevant project indicators that requires baseline data collection, considering on integration, alignment between the ongoing humanitarian and developmental interventions in the project intervention area, the consultant is also expected to assess ecological vulnerabilities in the target areas by focusing on environmental protection and climate resilience, by doing so the consultant will come up with innovative ideas on the ecological resilience and linkages between the ecological and economic aspects for better impact.


2.      Scope of Assignment

The consultant will design and conduct the baseline survey,. the baseline study will cover all the target villages in Sool, Sanaag and Togdheer(3 IDPs in Burao). The baseline will be conducted for FSL, DRR and WASH components of the project and should cover all relevant stakeholders (government officials and representatives, children, IDP community members, host communities, community groups and local authorities, private sector including TVET providers as well as financial service providers) who will benefit or participate in the implementation of the project to collect the necessary information.


3.      Baseline Methodology

Detailed design of the baseline methodology will be done by the consultant. The methods to be used for the baseline assessment will be participatory in order to make the activity a positive learning process. Hence, the consultant is expected to use both qualitative and quantitative data collection. Mostly quantitative method will be employed during the baseline survey through a household questionnaire to collect data that would provide indicator benchmarks for the project.  Quantitative method will be mostly employed during the baseline survey through a household questionnaire to collect data from caregivers or household heads or observations at the household. The consultant will also conduct desk reviews and key informants to collect institutional based indicators. Few focus groups discussion to compliment the findings of the quantitative survey will be encouraged to provide more information on underlying issues that program team can later utilize in implementing interventions.

4.      Deliverables

The baseline will be carried out in conformity with the standard operating guidelines in the MEAL approach for SC. The baseline assessment will use mostly quantitative method though some qualitative information is still expected to be collected to explain some indicator estimates.  The applicants are therefore expected to elaborate on the baseline methodology that they will follow in their technical proposal.

Below are the main deliverables:

A.    Baseline Inception Report

The successful consultant will prepare a baseline inception report that will describe understanding of the terms of references, detailed methodology and work plan. The inception report will include the indicator matrix which will detail how all project indicators shall be assessed, specifying the tools to be used. The report will be approved by Save the Children and will act as a key guiding document to the conduct of the baseline survey.

B.     Work plan

The consultant will prepare a plan that will operationalize and direct how the whole exercise will be carried out. SC Somalia/Somaliland staff will be involved in providing input into design and review of tools, workshop agenda, and the report. The work plan will clearly describe the timing for

·         The development of baseline tools

·         Baseline design workshop with stakeholders

·         Recruitment and Training of enumerators including pretesting

·         Fieldwork (Data collection and Analysis)

·         Report writing and sharing of results with Save the Children.


C.    Presentation of the key findings to the Save the Children Somalia/Somaliland team.

The consultant is expected to present the key findings to the Save the Children Somalia/Somaliland team


D.     Draft report

After the data collection is completed, the consultant is expected to share initial draft report.


E.      Final report

After the draft report is reviewed by all stakeholders, the consultant is required to finalize the report and share it with the team.


F.     Raw and Cleaned Data sets

The consultant is expected to share all the raw data as well as the cleaned data for future use.


5.      Geographical and beneficiary targeting

The exercise will be carried out in Ainabo district, Eil-Afwayn district, Gar-Adag district, Erigabo district and 3 IDPs in Burao. A detailed breakdown of specific activities by area will be provided to the consultants shortlisted for inception report submission.

6.      Duration and Timeline

The baseline study shall be expected to complete within 25 working days beginning immediately upon award of contract.

7.      Ownership of Research Data/Findings

All data collected and report findings for this study shall remain the property of the Save the Childern Somalia/Somaliland.

8.      Terms and Conditions

Professional Fee: The consultant will come up with his/her own rate, which will be subject to negotiation within the bounds of donor requirements, market price and set standards of SC in Somaliland. The consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, travel costs and accommodation and others, which he/she is expecting to incur while undertaking activities related to this assignment.

9.      Code of conduct


Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.

Expertise required

The following attributes are requirements for the selection of the evaluation consultant: 

·         Relevant Masters level education experience and training in Development Studies, Social Sciences, Agro-economics, Disaster Risk Reduction/Management and/or related fields.

·         A team with a combination of at least two of the fields will have an added advantage.

·         Proven experience of not less than 5 years in conducting quality evaluations and assessing emergency and integrated programmes

·         Solid methodological and research skills

·         Thorough knowledge on the relevant thematic areas and Somalia/Somaliland context

·         Fluency in English language and local language skills would be helpful.

·         Excellent report writing skills

·         Able to communicate effectively and work in the project areas for the duration of the data collection.

·         Able to demonstrate solid experience  with evidence of previous work on similar topics and/or for international organization.

10.  Application Procedure & Requirements
