SCI will arrange transport for the consultant during the field work or desk review.

Firm/company-consultants shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI contracting office named above

Travel requirements

The consultant will be working mainly  Hargeisa, Burao, Galkayo, Goldogob, Mogadishu Beletweyne, Kismayo.

Security requirements

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland.

Qualification and Experience

·         At least four years of experience in documentation, videography and photography production in development and humanitarian contexts.

·         Latest Equipment in Vidoe-photography documentation

·         A strong creative vision and styling that appeals to a global audience, with experience in capturing and editing videography for international consumption.

·         Samples of previous work undertaken by the consultant to as proof of creative vision and style.

·         The consultant is expected to cover their own insurance costs.

·         Ability to work at Save the Children offices as required to meet the expected deliverables

·         Applying firms are expected to have presence (teams) in Hargeisa, Garowe and Mogadishu.

Evaluation Criteria

Applicants are required to submit the following:

·         A technical proposal: Letter of Interest, stating why you consider yourself/your firm suitable for the assignment

·         Firm/company registration and profile on handling related assignment

·         Personal CVs for lead individual consultant highlighting qualifications and experience

·         Contact details of referees which shall be organizations for whom you have produced films or documentaries.

·         Financial proposal indicating consultancy fee and a breakdown of and any other expenses related to the assignment.

·         Both technical and financial proposal shall not exceed five pages

PROJECT BACKGROUND:

Social Norms and Participation (SNaP) is a 4-year initiative funded by DFID and the Government of Norway as part of commitment to end Female Genital Mutilation (FGM), Child Early and Forced Marriage (CEFM), and to empower women globally.

The project started in 2016 and uses dual approach toward increasing women’s participation while also challenging harmful social norms. The program aims to create an enabling environment for girls and women to reach their full potential and make significant contributions to Somali society, preventing the intergenerational transfer of gender inequality and poverty.

The project also aims to support and create an enabling environment for women’s participation and create pull factors to empower individual women to participate in political decision-making.

SNaP builds upon the latest evidence and thinking in addressing social norms, with a clear understanding of local contexts to deliver an appropriate mix of interventions to address FGM and CEFM the community.

 

PROJECT OBJECTIVES:

·         Aim: CHANGES seeks to challenge harmful social norms including FGM, CEFM & GBV and to increase women’s social and economic empowerment through interventions at the individual, household, community and societal levels.

·         Impact: Greater voice, choice and control for Somali women and girls over the issues that affect them

Program Outcomes: Transforming social norms to support gender equality in Somalia/Somaliland   

o   Output 1: Enhanced civic engagement to support greater gender equality for women and girls

o   Output 2: Improved knowledge and attitudes of men, women, girls and boys on gender discriminatory social norms

o   Output: 3: Increased social and economic empowerment of women and girls

OBJECTIVE(S) OF THE ASSIGNMENT:

The purpose of the assignment is to document, through visual content (videos, photos and stories) the successes, best practices, impact, Innovation and lessons learnt of the SNaP program in Somalia/Somaliland. The content will reflect on the breakthroughs made in line with the program change objectives and outcomes outlined in the program design.

 

The specific objectives of this assignment include:

  1. To capture the impact, success, Innovations and Lessons learnt of the SNAP program and showcase to the donors and stakeholders
  2. To demonstrate the efficiency, effectiveness and viability of the SNaP program change model and Theory of Change in challenging harmful traditional attidudes and norms agains girls and women
  3.  To sustain interest of current donors in funding SNaP program and attract new prospective donors through sharing well-documented real life changing best practices and success stories

 

SCOPE OF WORK

Using the high quality/latest technology, the consultant will bring the stories, images and videos of the communities we work with and program innovation into forefront by exploring interactions and interviews with the project beneficiaries and stakeholders. This should be captured in the words of beneficiaries, through their individual stories, linked together to tell one cohesive story that makes the larger picture vivid to an international audience. Children’s voices must be featured in the storyline, and their experience of the program shared.  

Specifically the consultant shall:

·         Undertake desk review of program documents including proposals and reports to identify key areas of programme success

·         Develop storyboards, scripts sand storylines for all the materials to be produced

·         Visit the project sites and interact with the local communities and authorities who’ve been impacted by the program

·         Document program impact, success, best practices and lessons learnt through videos, photos and stories

·          Interview key programme beneficiaries and stakeholders

·         Produce final high quality videos, photos and stories to be presented to programme partners, donors and stakeholders

The consultant will be provided with all the program docuemnts and will be briefed thoroughly on the program and on Save the Children’s child safeguarding requirements. She/He will sign a child safeguarding policy prior to commencing work. While undertaking this assignment, the consultant will be expected to follow Save the Children media and Communications guidelines.

 

DELIVERABLES:

  1. Provide a draft schedule of the implementation of the assignment to Save the Children and Consortium partners ahead of the assignment (with division of tasks and time lines)
  2. One (1) 5 minutes long video showing the success, lessons learnt, Innovation and the impact of the program through voices of beneficiaries, community leaders, program stakeholders and the government.
  3.  Four (4) videos of one minute duration highlighting individual stories of the program beneficiaries focusing on women and girls.
  4. Eight (8) success stories/case studies written from first person point of view. All stories should show how the program has been able to change the gender and social norms within the target communities
  5. Two feature stories on how the program has innovatively changed the social norms on women and girls in Somalia. The feature stories will be shared on online platforms and for with the global media for publication.
  6. 100 well edited and well captioned photos in Jpeg format- at least 4MB in size/quality. The photos should clearly show different activities of the program.
  7. Present final videos in English with Somali Translations/subtitles
  8. Stories should include how the program has adopted to support the target communities on the COVID-19 pandemic.

9.     When doing interviews, additional audio sources are necessary to capture quality audio. In these instances, please record in a .wav file format that is clearly identifiable with the corresponding video clips for syncing purposes.

 

 

Upon the completion of the assignment, the service provider will be expected to submit footage, photos and any other documents created within the assignment to Save the Children. This includes but not limited to original copies of the consent, project files in FCP or Adobe format and all text in word document version including transcript of interviews conducted during the assignment.

 

Final content procuced MUST follow Save the Children/SNAP Consortium branding guidelines and quality standards.

 

TARGET AUDIENCE

The main target beneficiaries/audience of this documentation is;

  • Donors including DFID, Norway, European Union (EU),
  • Save the Children and the SNaP Consortium partners and Stakeholders
  • Program line ministries at national and state levels
  • Local community, parents, religious and tradtional leaders
  • Regional and International Gender Advocates

 

METHODOLOGY

  • Engage persons with good background and skills in documenting and demonstrating program achievements
  • Make use  of available data including reports and assessments done by the program
  • Interview programme beneficiaries, stakeholders and implementing teams
  • Travel to the field to meet program beneficiaries and stakeholders including relevant government departments supported by the program. Save the Children will provide Transportation and field movmenet

 

LEAD TEAM

Director of the SNaP Consortium, in consultation with technical teams/Consortium focal points,  and the Consortium ACCM teams will be jointly  responsible in leading and undertaking this assignment. The ACCM team will support the process technically and provide clear map for capturing required data in an accessible manner. The program team will provide support in identification of key areas of documentation, respondents, stakeholders, locations, and share available data including reports and success stories. The MEAL team will help in providing secondary and primary data and the process of reviewing the facts and figures of the documentation.

 

OWNERSHIP

  • The videos, photos and stories as well as all raw footage filmed for this assignment is the sole property of the Save the Children and Consortium Partners
  • Branding and Credits- all documents will carry the branding and credits of the organizations involved.
