Job Purpose:

As part of the Consortium Management Unit (CMU), under the supervision of the Cash Consortium’s Finance and Systems Director, the Communications Officer will:

  • Ensure programme participants rights are protected. When participants are included in communications outputs ensure they are treated and portrayed in a dignified and positive manner.
  • Support the Cash Consortium in meeting its donor visibility requirements.
  • Gather content including photos, videos, quotes, case-studies and Fair Processing Notes.
  • Process and store content, ensuring data protection best practice is followed.
  • Transform content into branded photos, videos, GIFS, banners for dissemination.
  • Run the Cash Consortium’s social media profiles: Twitter, Facebook and LinkedIn.
  • Design full length research/output reports and fact sheets.
  • Identify regional media outlets to partner with.

Project Explanation:

Concern Worldwide leads the Somali Cash Consortium. Consortium members include Concern Worldwide, Danish Refugee Council, Norwegian Refugee Council, ACTED, COOPI, Save the Children International and IMPACT Initiatives.

Since January 2018 the Somali Cash Consortium has supported over 100,000 vulnerable Somali households with unconditional mobile money transfers.

The Somali Cash Consortium is primarily funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), Directorate-General for International Cooperation and Development (DEVCO) along with other institutional donors.

This role will support the Cash Consortium’s DEVCO funded ILED programme, which is being implemented in partnership with Somali authorities.

Employment type: Part-time, 24hrs per week. Expecting 3x8hr days or 4x6hr days

Duration:One year with the possibility of extension

Reports to: Programme Coordinator – Somali Cash Consortium

Responsible for: No direct reports

Exact job location: Mogadishu based, with semi-regular trips to partner offices across Somalia and Somaliland and Nairobi

Liaises with: HQ communications team

Main Duties & Responsibilities:

Content gathering

  • Consistently and proactively identify opportunities for content gathering.
  • Travel across Somalia to gather content to include in the Cash Consortium’s Communications outputs.
  • Gather photos and videos of the Cash Consortium activities and stakeholders.
  • Ensure all content gathered follows ethical best practice and Concern’s guidance, including that programme participants are portrayed in a dignified and positive manner, as outlined in the Dochas Code of Conduct on Images and Messages.
  • Ensure Fair Processing Notes are collected and stored for all content.
  • Gather quotes, cases studies, stories in audio and written formats.
  • Translate content between Somali and English, and English and Somali to a publishable standard.

Content transformation and design

  • Store gathered videos and photos in the Cash Consortium’s cloud storage, along with their Fair Processing Notes.**
  • Transform and edit photos into high quality, high-impact branded content.**
  • Edit videos/photos into short, social media ready content.**
  • Taking content provided by programme teams, transform it into long-form research/output PDF reports.**
  • The Cash Consortium designs primarily in Adobe InDesign, Canva.com and Mailchimp.**

Media management

  • Identify Somali and regional media outlets for possible placement of outputs.**
  • Support the Finance and Systems Director in building relationships with appropriate Somali and regional outlets.**
  • Accompany journalists during content gathering trips and arrange the logistics.
  • Draft press releases.

Social media account management

  • Identify opportunities for blogs, engage relevant programme teams, train, support and review to ensure blogs are engaging and appropriate.
  • Manage the Cash Consortium’s Twitter, Facebook and LinkedIn pages, including scheduling tweets using Hootsuite.

Mailing list

  • Collate content for the Cash Consortium’s monthly email newsletter.
  • Using and updating existing Cash Consortium HTML templates in Mailchimp.com, design email newsletters.
  • Manage the Cash Consortium’s mailing list in Mailchimp.com, ensuring data protection.

Guidance maintenance

  • Feed into Cash Consortium communications guidance, which follow Concern HQ policies.

Coordination

  • Coordinate with Cash Consortium partners to ensure their ILED project communication outputs are high-quality and meet Consortium, Donor and Concern guidance.
  • Proof read and correct written Somali and English to a publishable standard.

Compliance

  • Update progress against planned outputs in the Cash Consortium’s visibility plan.
  • Ensure content is produced in line with the Cash Consortium’s brand guidelines.

Other Duties

  • Participate in Programme Meetings.
  • Support logistics and programme teams in communication related event management.
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Establishing and developing effective working relationship with Concern and partner agency staff, authorities, the private sector, service providers and volunteers to ensure teamwork and integration.
  • Any other duties as assigned by the line manager.

Qualifications required**

  • Degree/Diploma/similar - in visual media related field

Skills required**

  • Desire to work in a small, dynamic, high-performing multidisciplinary team
  • Experience taking high quality photos/videos using smartphones and DSLR camera
  • Ability and experience using Adobe’s InDesign
  • Fluent in Somali and English
  • Excellent written and communication skills in Somali and English
  • Experience of working in complex, insecure environment
  • Willingness and ability to undertake frequent travel (Hargeisa, Baidoa, remote communities, etc.)

Desired

  • Experience using Canva.com
  • Experience using Mailchimp.com
  • Experience in creating videos with high quality content

Experience required**

  • At least 2 years’ experience in a content collection, design and publication
  • Experience of working in an NGO or social impact organisation
  • Experience of managing social media accounts

  • Experience of creating and implementing Public Relations campaigns.
  • Experience of working with outsourced design agencies.
  • Experience of agreeing specifications for printed outputs.
