Qualification and Experience

To qualify for this assignment, the consultant must:

·         Have minimum Master in Education particularly Curriculum instructions.

·         Over 7 years proven Technical expertise in Curriculum development, and or worked with Education programming,

·         Demonstrated experience and proven record in undertaking curriculum development, especially for pre-primary and primary education, teachers training, teaching resource development

·         Having relevant experience in working in Somaliland

·         Good writing and verbal communication skills

·         Demonstrated skills in qualitative and qualitative research, data capture and analysis, plus analysis statistical packages

·         The Consultant (s) must have done similar assignment(s) including curriculum development and teacher training.Proof of the previous work done on the same should be provided.

ANNEX 1 : Consultancy Terms of Reference

TERMS OF REFERENCE

For

Consultancy to review Alternative Basic Education (ABE) curriculum and Textbooks for Somaliland Ministry of Education and Science

1.0Background 

Save the Children International (SCI) isa non-profit making, childrights international organization with an experience of over two decades in Somaliland. Currently SCI is the grant Agent for the Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) for Somaliland. The Somaliland GPE Education Sector Program (ESPIG) is based on the Somaliland Education Sector Strategic Plan (SESSP, 2017-20-21). The priorities of Somaliland ESSP (2017-2021) are based on the findings of the Somaliland Education Sector Analysis (ESA, 2016), and are centered around the six  education sub-sectors of (i) Pre-primary/Early Childhood (ii) Primary (iii) Secondary (iv) Alternative Basic (including Non- Formal) Education (v) Higher and (vi) Technical and Vocational Education and Training (TVET). They are also anchored on the mission, goals and objectives of the Somaliland National Policy of Education (SNPE, 20-15-20-30) which articulate the commitment of the Ministry of Education and Science (MOES)to provide quality, affordable and competitive education to all citizens. These broad goals and objectives of the SNPE are in line with the principles of the Convention of the Rights of the Child for Education Activities (CRCEA), which view education not only as the right of the child, but a powerful ingredient in the national democratization process.

Under the current GPE ESPIG  for Somaliland, the program focuses on four  components namely: (1) Access and Equity (2) Quality and Learning Outcomes (3) Efficient and Effective Education System and (4) Educational Management and administration. The program will benefit. (is this sentence complete check it)

2. Alternative Basic Education context in Somaliland

ABE program uses an accelerated learning programs (ALP) which is ‘catch – up’ initiatives to assist the older children or youth who have missed years of schooling to complete their basic educational qualifications in a relatively short period of time, using a condensed syllabuswithout compromising basic and minimum learning competencies and outcomes. Similarly, ABE program in Somaliland is an education program that addresses the needs of out of school children throughuse of condensed and integrated curricula, flexible time table, cost-effective resources and high community participation aimed at improving access, quality of education and attrition. This program is envisaged to solve the low levels of access and participation in Somaliland for children who cannot access formal education in the form it is currently provided. The program further ensures continuity/resumption of learning for the disadvantaged learners who could have missed on their valuable period of education. Specifically, the following reasons justify its importance:

  • There are out ofschoolchildren, which accounts above 50 per cent of all school age children in Somaliland.
  • School distance is limiting access to education. Schools are far wide apart, in some cases not reachable by young children, as well as dispersed settlements.
  • Due to the scarce resource available for education, it is difficult to establish formal schools in every part of the country
  • The Ministry of Education and Science is working to address regional and other disparities in the provision of education. Thus this is a complementary program to increase access as planned
  • It is meant to decrease attrition and maximize retention, as it is a flexible, cost effective and easily managed by the community.
  • It contributes to the relevance of education to the lives of the children as it relies on local resources and issues as inputs to the instructional process
  • The alternative basic education for ABE, uses the same exams graduating from Primary and to enter Secondary Schools.

Alternative Basic Education (ABE) program uses a condensed form of the formal primary school curriculum.  The eight years primary school cycle is reduced to five years with five subjects covering all of the primary school syllabus. In ABE, the four years of regular primary education curriculum of grades 1 through 4 is organized in levels 1, 2 and 3, which are equivalent to the syllabus content for Grades 1 to 4 in 3 years, while levels 4 and 5 will be expected to cover contents for Grades 5 to 8. The subjects taught in the formal primary schools are the basis for the curriculum of the ABE program. The relationship between the two is as follows

Curriculum for Alternative Basic Education (ABE) for Somaliland was developed in 2006 and it has not been reviewed parallel with formal primary school curriculum, which was transformed from content based to competency based in 2015. Therefore, the current ABE curriculum is not aligned with the revised national formal primary school curriculum. This TOR is sought to review the ABE curriculum and textbooks and align them with the formal primary in collaboration with departments of Non-formal education and curriculum development.

3. Objective and scope of the consultancy 

The overall objective of this consultancy is to assess the current situation/status of ABE program and transform the Alternative Basic Education curriculum and textbooks from content based to competency-based curriculum aligned with the national primary school curriculum.

3.1. Specific objectives

The specific objectives of the consultancy include;

·         To review the current Alternative basic education program context in Somaliland through assessing ESSP provision for ABE programs.

·         Revise the existing the ABE content-based curriculum to competency based one, align with the formal primary school curriculum, and produce a revised ABE curriculum framework and syllabus.

·         Review the ABE textbooks for the five different levels in line with the revised curriculum in collaboration with MOES subject specialists.

·         To review ABE curriculum to incorporate culturally relevant material for the Pastoralists and nomadic education

3.2. Scope of the work

Geographically, the scope of this consultancy will cover the entire Somaliland since this is going tobe a national curriculum for the entire state. The consultant (s) will however have the discretion to do a fair and representative sampling for the study scope.

 3.3. Contextual scope

The consultancy will use different methods, approaches to enable them come up with a quality, comprehensive, and standardized National revised ABE curriculum for learners, this will include meeting with the different actors including MOES, REOs, schools, children and other education actors.The consultant should  hold periodical consultation meeting with the Ministry of education and SC relevant staffs and make use of the feedbacks providedand as well  make reference (for comparison purposes) to curricular being used within the region.

4. Methodology

The consultancy will use different methods and approaches deemed fitting to elicit the right responses and get valid and reliable information. Some of these methods will include conducting key informant interviews, review of records, policies, documents, strategies, instructional materials, including books and readers, curricular, holding FGDs, school visits, among others. A lot of triangulation will however need to be done.

4.1. Specific tasks

·         Develop inception report and share with SCI and Non-Formal Education

·         Conduct inception/preparatory meetings with the MOES, SCI, and other ESC partners implementing ABE program.

·         Review relevant documents from the MOEHS (ABE curriculum, formal Primary school curriculum, policies and ESSP.

·         with a collaboration of Non-Formal Education department, the consultant should visit some ABE schools

·         Hold meetings and Key Informant Interviews

·         Lead the review of the ABE curriculum framework.

·         Lead MOES experts to revise the ABE textbooks.

·         Present the revised curriculums in a workshop of expertise from Ministry, education stakeholders etc., organize the feedbacks, and amend the documents based on the feedbacks from the workshop participants.

5. Expected Deliverables

The specific deliverables include;

·         Revised competency based Alternative Basic Education (ABE) curriculum frame work and syllabus that incorporates culturally relevant material for the pastoralists and nomadic education

·         Revised ABE textbooks for the five different levels.

6. Duration of the assignment

The duration of the assignment will approximately take 60 Consultant days, which includes Desk review, field visits, consultation meeting, actual review and reporting process.

7. Reporting

The consultant should perform this assignment with close collaboration and support of the Non-Formal Education Department. Reporting on organizational and functional arrangements as well as preliminary conclusions will be to Non-Formal department, Curriculum and the Safe the Children International
