The Somalia Strengthening Institutions for Public Works Project (SSIPWP) is the centrepiece initiative for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWRH), the more recently established State-level Ministries and Banadir Regional Administration (BRA). By developing more effective, efficient, accountable and inclusive institutions, these Ministries will be better positioned to deliver much needed infrastructure and services to all Somalis.

The SSIPWP was jointly developed by the Ministry of Finance, MPWRH and the African Development Bank (AfDB). The rational, strategic objectives, project description, feasibility assessment and implementation framework (including Monitoring and Evaluation) were formulated and agreed in 2016 and captured in the Project Appraisal Report.

The SSIPWP was initiated after the FGS, AfDB and the United Nations Office for Project Services (our client) signed a tripartite agreement for the project in January 2017. While AfDB provide most of the financing for the project, our client has been chosen as the implementing agency and MPWRH as the executing agency.

The implementation of SSIPWP comprises a number of subcomponents, assessing and revising legislation, developing effective coordination mechanisms with public works institutions and stakeholders, undertaking building assessments of government buildings, developing the capacity of the MPWRH and State level Public Works Ministries (including BRA) and facilitating youth employment and entrepreneurship in public works activities.

In terms of the Project (ie. SSIPWP), Component 3 of the Project Appraisal Report includes the requirement to develop a Project M&E System and to engage a M&E Specialist to deliver it. Component 3 relates to the Project Management part of the Project.

From the perspective of the MPWRH, a M&E System is a critical activity for tracking the capacity of MPWRH in delivering its functions and for the Ministry in meeting its M&E requirements for the implementation of the National Development Plan 2017-2019 (NDP).

The SSIPWP includes the creation of a Project Management Team (PMT) to execute the project within the Ministry. This PMT includes a number of key corporate functions including a M&E Officer, re-emphasising the importance of M&E for both the Project, the MPWRH and State Public Works Ministries (including BRA).


Role objective:

The Specialist is to provide short term inputs of up to 100 days over a 2 year period.

A key output for the Specialist will be a Performance Monitoring Plan for both the Project and for the MPWRH that includes:

o tracking performance in terms of outputs, outcomes and impact,

o developing and implementing a complete set of data collection tools, data analysis and reporting against indicators,

o determining the Project’s performance in relation to key result areas, such as:

‒ for the Project, the Results Based Logical Framework and any other targets that may be set for the Project.

‒ For MPWRH, indicators relevant to the Ministry outlined during the implementation of the NDP and any other targets set by the MPWRH Senior Management.

Other activities to be undertaken by the M&E Specialist role include:

• Building the capacity of the M&E Unit within the MPWRH to prepare and implement a Performance Monitoring Plan for the Ministry.

• Conducting a stakeholder strategic planning workshop. The Project is currently addressing a number of challenges and it is necessary to conduct a workshop to confirm the Project objectives and approach, and coordination requirements for the many different parties involved in the implementation of the Project.

The M&E Specialist will be under the general supervision of the our client Project Manager for SSIPWP and work in close collaboration with the Head of M&E Unit for the MPWRH.

To undertake the role effectively, the M&E Specialist needs to:

• Establish productive working relationships with MPWRH and its Senior Management Team.

• Be in frequent communication to provide guidance and assist to the M&E Unit of MPWRH, and particularly, the Head of M&E.

• Develop in-depth knowledge of requirements and needs of the MPWRH in performance monitoring including recent developments such as the National Development Plan 1917-19.

• Assist the our client's Project team to work with the MPWRH and other relevant sector agencies to generate and communicate relevant monitoring data and information.

• Conduct workshops and trainings or other mechanisms to gather input and support for the M&E activities and deliverables.

• Assist the M&E Unit in MPWRH develop policies, procedures, policies and a data and information management system (including monitoring tools) that are practical and sustainable.

• Conduct occasional monitoring visits and work with staff to support the monitoring processes and to meet agreed requirements against the SSIPWP M&E Plan;

• Lead and provide expert input on specific M&E workshop sessions and project meetings.

• An Implementation Plan to carry out the Assignment. (2nd Week)

• Review baselines, targets, and data sources for all output and impact indicators of the Infrastructure sector that are currently included in the NDP. (by the 4th Week)

• A Performance Monitoring Plan for the SSIPWP. (4th Week)

• M&E Reports for the SSIPWP. (one in Nov 2018 and another in Nov 2019)

• A functioning M&E Unit in MPWRH (by the 12th week) that delivers:

o A Performance Monitoring Plan for the MPWRH

o Systems, operating procedures and Policies for M&E in MPWRH.

o An M&E Report for MPWRH for calendar years 2018 and 2019.

• Training for the M&E Unit on the Systems, operating procedures and Policies for M&E. (all formal training completed by 10th week)

• Develop Data sets in Excel and SPSS format, in coordination with the MOPIED M&E Directorates, a system to ensure that the program planning, including inputs and targets, is aligned with the overall NDP and other types of M&E indicators. (by the 12th week).

• A stakeholder strategic planning workshop to confirm the Project objectives and approach, and coordination requirements for the many different parties involved in the implementation of the Project. (by the 12th Week).

The position has a role that will directly impact on achievement of project results by assisting the Head of M&E for MPWRH and project teams to implement effective M&E methods and strategies.

Team management:




§ Bachelor's degree in International development, social science, economics, statistics or relevant field required and/or Master's degree in Related field.

Work experience:

§ Minimum of 8 years of demonstrable relevant Monitoring & Evaluation experience.

Geographical experience:

§ Minimum of 8 years of experience in Africa with local experience in Mogadishu is an advantage.


§ Fluency in English (essential) and Somali (desirable).

Key competencies:

-a minimum of 8 years relevant and progressive professional experience in monitoring and evaluation of international donor-funded programs specifically in the field of working on capacity building and institutional strengthening of Government Authorities.

-contemporary approaches to monitoring in complex contexts and in non-linear ways

-understanding of gender and youth employment and its relevance to monitoring

-ability to analyse data and information and prepare analytical reports to suit diverse audiences

-good coordination and communication skills

-candidate must be computer literate
