The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.


The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.

In December 2017, DRC was awarded a 100,000,000 Danish Kroner (16,500,000 USD) grant for a period of three years, to implement a programme in Somalia to deliver integrated durable solutions for displacement-affected communities. The programme will focus on outcomes for IDPs, returnees and host communities in protection, housing land and property, livelihoods, self-reliance, social accountability, government service delivery and knowledge management.


Based in Mogadishu with travel to field locations, and to Nairobi, as per the project management and representation needs, the Chief of Party has the overall technical and management responsibility for the delivery of the above-mentioned programme, on the basis of humanitarian principles and human rights.

He/she will ensure timely delivery of planned results, within budget, oversee adherence to applicable policies, guide and manage the capacity building of DRC project staff, spearhead coordination and possible scaling up of the project, safeguard staff and assets, advance the objectives of the programme with internal and external stakeholders, including government and current and potential donors, contribute to planning, coordination and learning within DRC/DDG Somalia and the organisation as a whole.

Key Responsibilities The Chief of Party works in close collaboration with the Country/Regional Directors of each of the implementing agencies but will report directly to the Country Director of DRC Somalia. Specific responsibilities include:

• Provide overall leadership and management, and general technical direction, for the implementation and development of project activities, refining and synergizing programmatic approaches and methodologies in close coordination with DRC, DDG and WYG technical staff

• Manage a team of PMU staff (consisting of finance officer, programme officer, MEL officer) including leading the hiring, professional development and evaluation process, ensuring achievement of project results by setting specific goals and providing continuous performance feedback.

• Responsible for delivery, and progress against agreed targets of the project for REDSS, WYG, DDG, and DRC

• Responsible for managing the timely and quality completion of all programme technical administrative financial deliverables and reports in accordance with DANIDA guidelines and DRC rules

• Ensure a shared project vision and an adaptive ‘theory of change’ (based on continuous learning from the programme) amongst staff and across all implementing agencies

• Serve as the principal liaison with and build effective working relationships with DANIDA, IGAD and government counterparts, local partners, communities and other relevant stakeholders such as consortia like RE-INTEG, SOMREP, BORESHA

• Lead advocacy efforts with government and others at national and regional level on the Nairobi Comprehensive Plan of Action for Durable Solutions for Somali Refugees

• Oversee the establishment of effective project reporting, monitoring evaluation and learning, financial management, and personnel and procurement mechanisms

• Develop partnerships in the humanitarian and development community and coordinate with authorities at regional, state and district Government levels.

• Plan and prepare quarterly consortium Steering Group meetings (agenda development, background documents, presentation of progress) and Technical Working Group meetings, and oversee implementation of recommendations

• Promote sustainability of project activities with effective networking, linkages to other programmes, capacity building of key project staff, and strengthening community-based organizations and mechanisms

Moreover, we also expect the following:


Essential qualifications:

  • Relevant university degree (Masters or postgraduate), in Social Sciences, International Development, International Relations, Law or other relevant field.
  • Five years proven experience in programme design and management, including budget expenditure, reporting, proposal writing, staff management, and monitoring, evaluation and reporting.
  • Proven experience in Livelihoods, Resilience, Protection, Solutions, Social Accountability and/or related fields in a management capacity
  • Demonstrated track record of strong donor relationships
  • Experience living and/or working in East Africa and/or in fragile environments preferred
  • Communication Skills: Excellent writing and verbal skills in English.
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines.
  • Work style: Highly organized team player, pro-active and with demonstrated strong personal initiative and decision making ability. Proven solid analytical and problem solving skills.

Duty station: Mogadishu, with frequent travel to project sites in Baidoa, Dollow and Kismayo, as well as trips to Nairobi for coordination, advocacy and donor relations (50% of time travelling) this is a non-family and unaccompanied positon.

Reporting: Deputy Country Director

Duration: 1year contract possibility of extension, subject to performance and funding.
