The Ministry of Humanitarian Affairs and Disaster Management and Adeso are seeking potential Consultant to carry out consultative process in the development of an implementation framework for the National Disaster Management Policy. Adeso has been working with SODMA and now the Ministry of Humanitarian Affairs and Disaster Management since 2013 through technical support in the coordination mechanism and has supported the development of the institution’s 3 years’ strategic plan (2017-2020) that is in line with the National development plan and the National Disaster Management Policy.

The National Disaster Management Policy was developed through an extensive consultative process with the Federal Line Ministries, State level ministries, Local authorities and affected communities in the country. The purpose of the Somalia National Disaster Management Policy is to provide a legislative framework for embedding disaster management (DM) within appropriate structures of the government to strengthen national capacities for effective disaster preparedness, response, mitigation, prevention and recovery, in order to protect lives and livelihoods, property, environment and the economy at large. The policy development was supported by USAID and ADESO Somalia.


· To guide and clearly identify responsibilities for various aspects of disaster management at all levels of government

· To facilitate mainstreaming of disaster risk management into planning and delivery processes within the FGS at all levels

· To promote measures and establish mechanism to prevent or reduce natural or man-made disasters in the country

· To develop an effective system for mapping hazard risks, vulnerability to disasters and conducting comprehensive disaster risk assessments and monitoring at all levels

· To develop an integrated and effective early warning system that is comprehensive and effective

· To promote a culture of safety and resilience amongst disaster risk management stakeholders, including communities

· To assess and address underlying risk factors

· To strengthen the disaster preparedness system for effective response and recovery at all levels

· To provide a framework for coordination and management of all natural or man-made disasters in the country


The main purpose of the assignment is to produce a Disaster Management Policy Implementation Framework through a consultative process that will enhance the operationalization of the National Disaster Management Policy and the Strategic plan of the Ministry of Humanitarian Affairs and Disaster Management.

Building on the substantial work that has been done to date, the consultant is expected to provide technical support to the Ministry team to design and draft a comprehensive implementation framework that outlines the responsibilities for disaster management activities for Ministries, Departments and Agencies at national and state level and identify focal points, the framework and recommended procedures for making funds available for disaster management activities across sectors.


To achieve the purpose on the Development of the Implementation Framework for the policy, the exercise will entail;

· Secondary review of available literature and producing a draft implementation framework for further consultations. The purpose of engagement is forward looking focusing on how things will be done differently and what needs to change to enable this.

· Organize a consultation meeting with key relevant stakeholders from Federal and State level. Also undertake informal and formal meetings and structured interviews tailored for specific individual stakeholders and teams

· Production, presentation and review of the draft policy implementation framework clearly identifying the short term and long terms needs in terms of strengthening institutional arrangements for Comprehensive Disaster Management implementation at national and regional levels and Sustained capacity for a culture of safety and community resilience

· Refining the draft incorporating feedback and comments from stakeholders.

· Submission of hard and electronic copies of the policy implementation framework to the Ministry of Humanitarian Affairs and Disaster Management.

· Contract closure upon confirmation by ministry that all requirements have been met by consultant.


The implementation framework shall aim to:

· The identification of resource and technical capacities required to implement disaster management activities at all administrative levels and ensure that preparedness and response actions are coordinated and that the disaster management activities are linked to the long term development priorities.

· Outline mandates of key institutions including Government agencies at National and State level, UN Agencies, INGOs, local NGOs, civil society among others in preparing for and responding to disasters.

· To indicate the resources (financial, technical, etc.) required to ensure effective implementation of the policy.

· Identify a systematic monitoring and evaluation process for the implementation of the disaster management policy.


The assignment will result in the following deliverables:

· Two-day consultation workshop outcome report.

· Draft Package: Implementation framework for the National Disaster Management Policy, and institutional framework.

· Final package: Including final versions of the above deliverables, as well as ToRs for implementation of the policy (with specific instructions for the various institutions and coordination bodies involved), Implementation Strategy and PowerPoint presentation (including notes) for presentation.


The assignment is expected to take 15 days between February and March 2018


In consideration of the fees paid, the Consultant expressly assigns to Adeso any copyright arising from the works the consultant produces while executing this contract. All images (whether used for online or print purposes) must however bear the consultant’s photo credit, as specified by international intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Adeso.
