In 2012, after two decades of devastating civil war, Somalia established the Federal Government heralding the start of a new political and socio-economic chapter in its chequered history. The Somalia Federal Parliament was inaugurated in Mogadishu, followed in September with Somali Parliamentarians selecting Hassan Sheikh Mohamud as the country’s President. One of the first tasks for the new administration was to set out a vision for the recovery and development of a country battered by war and inter-clan rivalry in a ‘Six Pillar’ development plan. The Somalia New Deal Compact was endorsed on 16 September 2013 by the Federal Government and the international community, pledged support to enable its implementation and re-commit to the Somali political process. The Compact presents specific priorities drawn from the Six Pillar Programme of the FGS. In it, the Somalis and the international community agreed on the most important priorities in five areas - the Peacebuilding and State building Goals (PSGs). Under PSG 5, Education remains one of the priorities of the Federal Government.

our client’s ‘Alternative Basic Education’ (ABE) supported by USAID plans to reach and enhance access to basic quality education to out of school children in Gedo, Bay and Bakol. The programme plans to initiate the development of Early Grade Reading Assessments in support of Education systems at the Ministry of Education, Culture and Higher Education in Mogadishu.

There are a number of factors that create a challenging environment for the smooth delivery of the Programme. The challenges that FGS faces are complex, multifaceted, and differ according to various political, social, and institutional contexts. The political and security instability is acute, minimal government budget, and low capacity of the MOECHE exacerbates the delay of the Programme implementation. The MOECHE is facing a perpetual shortage of staffing, in addition, challenged with high staff turn-over.

our client facilitating the positioning of a monitoring and data specialist, will support the critical ABE components of tracking key indicators and support the roll out of the pioneer EGRA assessment and subsequent assessments including supporting capacity building efforts within the ministry.

The monitoring and data specialist will work closely with MoECHE and the EGRA consultant for the smooth delivery of the EGRA rollout and with our client team for robust tracking and reporting on ABE.


Role objective:

Considering the level of institutional capacity and the politically-sensitive nature of the ABE programme, our client is expected to provide solid assistances to pave way for a successful EGRA roll-out and subsequent implementation. Positioning the EGRA data specialist in MoECHE will work closely with MoECHE directors and data collection enumerators in coordinating data collection and providing day-to-day technical assistance on EGRA data entry and analysis.

Expected output:

  1. Together with ABE team develop ABE programme monitoring protocol and support partners in its use

  2. Support monthly monitoring of ABE programme

  3. In Consultation with our client and MoECHE analyse data (ABE, EGRA)

  4. Support EGRA roll out (Training data collectors on use of EGRA modules on tablets, support partner data collection)

  5. Support EGRA tool adaptation and training workshops (data collectors training workshop, dissemination workshop)

  6. Participate and share and/ or national workshop

  7. Draft monthly monitoring and final reports

Project reporting:

The consultant will work closely with and reports to our client in Somalia, under the overall responsibility of the ABE Programme team based in Mogadishu and Nairobi

In collaboration with our client's Somalia education staff members based in Mogadishu Chief of Education, and Education Specialist, the work will be carried-out in close collaboration with partners and key stakeholders in Somalia (including MOECHE and other partner organizations).

In this regard, the consultancy may involve occasional travels to Nairobi. The consultant will hold regular meetings with our client (as requested) and other relevant partners during the consultancy to ensure a healthy and transparent environment for assisting the implementation of the Programme.

Monthly activity memo is expected to be submitted to the Education Chief/ ABE Education Specialist at the end of each month.

Team management:




§ Master's degree in Mangement & Administrations, education, education programme management, social sciences, development studies, related disciplines.

Work experience:

§ Minimum of 5 years of demonstrable relevant Education experience.

Geographical experience:

§ Minimum of 1 years of experience in Africa with local experience in Mogadishu is an advantage.


§ Fluency in English (essential) and Somali (desirable).

Key competencies:

• Good writing and communication skills

• Good interpersonal and negotiation skills;

• Experience in education data entry and analysis e.g. EMIS

• Experience of programme monitoring and evaluation in the field of social development or education programme is an advantage;

• Advanced university degree in management & administrations, education, education programme management, social sciences, development studies, or related disciplines;

• At least 5 year of experience in the field of education programme planning and management, social sector planning and design and/or related fields;

• Experience in developing countries particularly in the fragile states and working experience with international organizations is an added advantage;

• Fluent in English language;

• Fluency in Somali language is a plus
