The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia. ADRA is seeking services of a professionally qualified and experienced consultants (specify whether individuals or firm) to undertake END OF PROJECT EVALUATION CONSULTANT for the project in Somalia.


The Somali Energy Transformation (SET) project is an intervention implemented by ADRA Somalia in Somaliland/Somalia, and is financed by the European Union through the ACP-EU Energy Facility II, with co-financing from ADRA Germany, ADRA UK and ADRA Austria. It is envisaged that deployment of renewable energy will transform the country’s energy sector, principally the electricity and biomass sub-sectors.

The overall objective of the project is to contribute to poverty alleviation, fragility reduction and climate change mitigation for rural and peri-urban people in Somalia while the specific objective is to increase the access to sustainable, affordable and appropriate energy services to at least 100,000 energy insecure households in rural and peri-urban areas of Somaliland, Puntland, Jubbaland, South West, Galmudug, Hirshebelle and Banadir.

Scope of the evaluation

The evaluation will cover the accomplishment of all the expected results as outlined in the project document and detailed in the annual work plans during the period of implementation. All the project result areas, outcomes and activities stated in the logical framework matrix of the project will be assessed.

The evaluation team will select sample districts from the project region in consultation with relevant stakeholders and using statistically acceptable parameters, and ensure that the sample selected is representative of the geographical coverage of the project as well as the target beneficiaries.

Specific Tasks: The specific tasks of the evaluator will be to:

(i) Develop evaluation framework and methodology and refine these with the project team.

(ii) Develop a sampling frame that will be discussed and adopted by the evaluation team.

(iii) Develop the evaluation plan.

(iv) Undertake extensive document review to familiarize with the project.

(v) Critically assess and evaluate all energy installations provided by the project, looking at the key

parameters of: achievement of targets, outcomes and lessons learned.


(i) Possess a BSc or MSC degree in the fields of Engineering, Science, Environmental Studies or any other field relevant to the TOR.

(ii) Experience in working in countries in Post Conflict Transitions/Reconstruction will be an added advantage.

(iii) Experience working with off grid electrification and PV in particular is an advantage.

(iv) Experience in the evaluation of technical assistance project, preferably, particularly those under the energy portfolio (energy planning, energy project planning, and sustainable energy development);

iv) Fully conversant with the principles and working methods of project cycle management, EC aid delivery methods, knowledge of the activities of multilateral development donors will be an added advantage;

v) Solid knowledge of, and practical experience with gender analysis and planning;
