Organisational background:

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.


This post aims to design AAH food security and resilience Strategy and contributes to its implementation in order to Maximise AAH impact and address the needs in the country

The Positions and Responsibilities:

AAH Somalia is looking for a suitable candidate to fill the position of Head of Food Security and Livelihoods (FSL) Department (FSL) . The position will be based 50% in Somalia and 50% in Nairobi . The HoD FSL reports hierarchically & technically to the Deputy Country Director-Programme.

The Head of Food Security and Livelihoods (FSL) Department ‘s core responsibilities will include but not limited to the following:

Mission 1: Design AAH food security and resilience country strategy for his/her Department

The Head of Food Security & Livelihoods Department is responsible for:

  • The strategy’s,according design to her/his analysis of the humanitarian context, and in collaboration with the field teams

  • The attention given to technical advisor’

  • The promotion of technical innovation through suggestions to/from technical advisor and Program Managers

Mission 2: Coordinate the identification of needs and the formulation of project proposals in relation with the technical strategy’s for hi

The Head of Food Security & Livelihoods Department is responsible for:

  • Coordinating the identification of FSL humanitarian needs

  • Formulating, financing and implementing the feasibility study of FSL projects (public health, technical, socio-economic, cultural and environmental aspects)

  • The new projects’ in collaboration conception with the field teams

  • The writing of initial and final proposals and their submission to the Country Director in a timely manner

  • The quality of technical support given to field teams

Mission 3: Contribute to AAH technical expertise

The Head of Food Security & Livelihoods Department is responsible for:

  • The technical capitalization at mission’s

  • Monitoring the implementation of new techniques

Mission 4: Oversee the implementation of programs/projects and manage the Food Security team

The Head of Food Security & Livelihoods Department is responsible for:

  • Validation of the key stages and the methodologies of the projects being undertaken (timetable, KAP survey (baseline/final) systematics, technical studies, call for tender, specifications, community approach, external evaluations.)

  • Monitoring the programs implementation

  • The efficiency of monitoring and evaluation systems and the proper handling of auditors’ requests

  • Supervision and management for all direct reports

  • Technical supervision of the field teams

  • Capacity building of the field teams

  • Compliance of all programs with AAH standards, implementation of recommendations and alerts to the Country Director when necessary

  • Promoting the commitment to AAH Charter and prevention of frauds and power abuses

Mission 5: Represent Action Contre la Faim and its positioning in the field of Food Security and Resilience

The Head of Food Security & Livelihoods Department is responsible for :

  • Representing AAH in dealings with national and international authorities on Food Security and resilience

  • Making national and international authorities fully aware of the AAH positions, strategy and programmes

  • The implementation of technical advocacy actions in coordination with the Country Director and the others HODS

Who we are looking for:

  • The person should have a Degree in Agriculture, Veterinary or Rural Development Studies with professional experience of more than 5 years in the field of food security and livelihoods, out of which at least 3 years in a senior management / coordination role
  • Experience working in fast paced humanitarian programming in Somalia
  • Good facilitation, analytical, planning and report writing skills; demonstrate good planning, organizational and research / analytical skills
  • 5 years of experience in humanitarian human resource management, out of which at least 3 years in a senior management / coordination role
  • Excellent English and Somali language skills (oral, written)
  • Excellent Team manager and strong team worker with outstanding motivation/training skills.
  • Organized, structured and Diplomatic with excellent influencing, mediation and negotiation skills
  • Excellent communication skills & networking skills
  • Good reporting skills
  • Readiness for frequent travel to Somalia
  • Coping with high workload, irregular working hours and sometimes-challenging working environments.
  • Able to set own deadlines and meet them consistently.
  • Able to work autonomously and arrive at decisions and conclusions with minimal guidance
  • Knowledge and adherence to Humanitarian Code of Conduct


  • AAH experience.
  • Knowledge and experience of the humanitarian environment in Somalia.
