Background

The National Independent Electoral Commission (NIEC) of Somalia is established as a statutory body according to Article 111G of the Provisional Constitution of the Federal Republic of Somalia 2012,. Recognising the importance to practise effective leadership and governance in executing its statutory mandate, members of the Commission have acknowledged the need for capacity development in the area of governance and leadership. The NIEC has prioritised governance as an avenue for continuous learning essential for the establishment of a professional and credible institution contributing to the transformation of Somalia as the country embarks on a new democratic trajectory. Above all, they need to continuously familiarise themselves with guiding principles of executives as policy decision-makers while playing the critical role of oversight on the operations of the institution. The NIEC has participated in a governance and leadership workshop and there is a need to review the impact of such training with the aim of strengthening capacity in governance and leadership within the institution. The review will contribute to a strong foundation integrating global best practices, standards and ethics that demonstrate accountability, transparency and integrity in the operations of the Commission, providing strategic leadership and ethical conduct as they discharge their statutory mandate as articulated in the Provisional Constitution and in the NIEC 5-year strategic plan.

In this context the United Nations Integrated Electoral Support Group (IESG) Somalia, invites experienced expert facilitators, to apply to be considered to offer a review of the capacity development on governance targeting members of the Commission and senior management of the secretariat. The overarching objective is to promote institutional development and accountability with oversight, management and administrative responsibilities essential for the Commission to become accountable and effective in executing its responsibilities in a professional, transparent and credible manner. Supporting objectives aim at:

  • Promoting transparency necessary to build trust and confidence of the electorate and publics in NIEC operations.
  • Build a culture to manage the institution in a professional manner through internal structures and operations.

 


Duties and Responsibilities

The scope and focus of the assignment is to review the application of good governance within the NIEC and develop materials to support good governance and associated training. Following the review the Contractor is expected to produce an evaluation of progress and a comprehensive report to inform future initiatives to enhance good governance within the institution.

A participatory methodology in executing the assignment is expected. As such the Contractor will be required to provide a proposal on the methodology and implementation plan for active meaningful engagement of NIEC members not exceeding 40 working days spread over the period April to December, 2018.

Required Skills and Experience

Education:

  • A degree in either Strategic Management, Public Administration, Political Science or equivalent.

Experience:

  • The consultant should have at least 10 years hands-on experience in the field of governance and leadership.  
  • Analytical skills, communication abilities, teamwork, good presentation skills.
  • Practical experience in organization management, public administration. Experience in electoral management will be an added advantage.
  • Participatory approaches to conducting and facilitation of high-level training programmes.
  • Knowledge of Somalia context will be an added advantage.
