IBTCI is seeking a Procurement and Supply Management (PSM) Expert for health products for a potential award to provide Local Fund Agent (LFA) services in Somalia, funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The purpose of this LFA will be to verify selected activities funded by the GFATM grants, particularly in hard-to-reach areas, and to provide the Global Fund Community Team with specific in-country data and assurance services. The services are expected to include data quality reviews, distribution spot checks, ad-hoc procurement and supply management reviews, assessments of District Health Information System (DHIS2), assessments of retention of clients on ART, and assessments of HIV program data management tools.

The LFA activities are expected to occur during the last six months of 2018 with the option to be extended.


Scope of Work:

Tasks could include, but not be limited to:

  • Design and conduct reviews of procurement, supply management, and reporting;
  • Assess implementation of malaria vector control intervention (LLIN) distribution, and make appropriate recommendations;
  • Assess DHIS2 implementation, governance, and linkages with surveillance systems, and assess hospital data recording/coding systems, and make appropriate recommendations;
  • Provide technical guidance and support in other areas of his/her expertise, as required.

This position does not authorize/require the consultant to directly communicate with IBTCI clients. This position does not authorize/require the consultant to have decision making authority on final work product. While working on proposals with IBTCI, the consultant is prohibited from working on that same proposal with any other organization.


Minimum Requirements:

  • At least 7 years of relevant experience in managing or advising on the procurement, supply, and use of health products, particularly in developing countries;
  • Experience/expertise in assessing policies, systems and structures in the public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and malaria;
  • Experience/expertise in the procurement of health products including regulations and tendering process;
  • Experience/expertise in supply chain/logistics management systems;
  • Experience in quantification and forecasting of health product needs in public health programs;
  • Good understanding of AIDS, TB, and/or malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices, applicable national and international laws and recognized standards;
  • Good writing and analytical skills; and
  • Good written and spoken English.

Preferred Knowledge, Skills and Abilities:

  • Professional training in procurement and supply management (PSM) of health products, logistics, and/or public health.
  • Prior experience working in Somalia or similar context(s).
  • Good working knowledge of Somali or other local language(s) would be an asset.

Education: Graduate degree in public health, pharmacy, medicine, or another related discipline.

Supervisory Responsibility: This position will have little or no supervisory responsibilities.

Travel: Travel is expected for various activities. Candidates must be comfortable working in challenging environments. Regionally-based candidates would also be an asset.
