CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for a highly competent, proactive and self-driven suitable candidate to fill the position of Senior Project Officer based in Dolow Somalia for the Urban Program.

JOB SUMMARY

The Occupant will closely work with CARE and A consortium led by Danish Refugee Council (DRC) and comprising of CARE International, WYG and World Vision are implementing a project - Building Opportunities for Resilience in the Horn of Africa (BORESHA) Project in the cross border areas of Kenya, Somalia and Ethiopia. The project seeks to promote economic development and greater resilience, particularly among vulnerable groups in the cross border areas of Kenya, Somalia and Ethiopia. The project has three main outcome areas as follows:

Under the Consortium, CARE International is leading in the delivery of Outcome 3 to ensure that cross-border rangeland and other shared natural resources are more equitably and sustainably managed

To manage and be responsible for day to day implementation of program activities at the field level and coordinate the project implementation calendar in collaboration with the project officers at the project sites and provide technical leadership in enhancing community buy in, clarification of project parameter rationale and supervisory support to the project officers in all program target areas.

KEY RESPONSIBILITIES:

  • In collaboration with the project officers, organize, facilitate, and conduct PRAs with beneficiary communities to introduce the project scope, work plan, beneficiary selection and facilitate the formation of representative village committees.
  • Ensure effective and efficient implementation of the BORESHA program initiatives/projects as per CARE’s contractual obligations and programming principles and standards
  • Coordinate and supervise field based activities in compliance with the legal, contractual, and statutory requirements and agreements with donors and government
  • Oversee the effective implementation of the project baseline survey, midyear review and end evaluation at the field level.
  • Ensure that DM&E practice is integrated into the project cycle, in coordination with the Program Quality Department
  • In liaison with the Area Manager, facilitate regular project monitoring activities and provide necessary support to field staff
  • Ensure provision of supervisory support of the project staff in the region.
  • Ensure the proper use, accountability and reporting on project funds in compliance with donor and CARE policies and regulations
  • Ensure adherence to the budgetary, logistical, human resource and other administrative issues of his/her base in collaboration with the administration department/Area Manager
  • Ensure a good flow of information and good communication between field and the sub office.
  • Submit regular reports (monthly/quarterly and annual reports) to the Area Manager
  • In liaison with the area manager, Coordinate/liaise with district departments and strengthen collaboration.

REQUIRED QUALIFICATIONS AND EXPERIENCES

  • Bachelor r degree in social studies or relevant studies such as Economy, community development, Environment, Agri-extension, Natural Resource Management etc
  • At least 3 years work-experience in peace building, Natural Resource Management and livelihood activities with significant experience in natural resource management policy disciplines
  • Excellent management skills (planning and organizational skills, problem solving capabilities, innovative and industrious)
  • Demonstrated understanding of community engagement/participation techniques, (PRA/HAP principles). And excellent TOT skills.
  • Understanding of key donor reporting requirements such as Consortium will be crucial.
  • Excellent team building, coaching and mentoring skills
