1. BACKGROUND

1.1 Organizational background

FCA Finland (FCA) is Finland’s biggest development co-operation organization and the second biggest organization working in humanitarian aid. FCA works in more than 20 countries. The organization is committed to building a better world where responsibility is carried jointly, everyone has sufficient income, and everyone’s rights are respected. FCA has been working in Somaliland, Puntland and South Central Somalia since 2008 mainly supporting and empowering local peace efforts and initiatives. During the past two years FCA has been up-scaling its operations in South Central Somalia. FCA’s work in Somalia and Somaliland is funded by Europeaid, Somalia Stability Fund and Ministry of Foreign Affairs of Finland.

1.2 Implementing organization

CRD is a strategic partner of FCA since 2014 under FCA’s pillar people and governance. FCA and CRD implemented projects throughout Somalia, including the target regions, namely FCA partnered with CRD in two projects. Both project were implemented directly by CRD in collaboration with various regional and local authorities. FCA has been working with CRD since the first phase of the project.

1.3 Project Overview

The project focuses on three major components; (1) development and implementation of a rehabilitation programme; (2) establishment of a reintegration process; (3) improvement of the prison environment. The participants of the prison project are engaged in a rehabilitation programme. The programme is divided in the following main components: 1) recreational, 2) family, 3) religious, 4) civi-education and 5) cognitive-thinking.

2. OBJECTIVES OF THE EVALUATION

The purpose of this evaluation is to assess the results achieved and the challenges and lessons learned identified during the implementation.

This evaluation shall generate findings and recommendations expected to assist in identifying appropriate strategies and operational approaches to strengthen and upgrade the current programme and the possibility to expand activities in other prisons in Somalia.

The selected consultant will be as well required to analyse tools and processes by gathering support documents (literature review) as means of validation

The specific objectives of the final evaluation include:

  • to assess the relevance of the project to the beneficiaries;
  • to identify outcome milestones achieved as well as possible challenges in scaling-up the programme;
  • to assess the projects effectiveness
  • to assess the project in terms of efficiency (value for money; output results achieved against inputs and budgets used);
  • to assess sustainability of the project in terms of whether the benefits of the project are likely to continue after external support has been completed;
  • to assess positive and negative impact of the programme towards the main beneficiaries
  • to document lessons learnt and best practices to apply for future programming

3. SCOPE OF THE EVALUATION

The evaluation will cover the time period from February 2017 until April 2018. The pilot project implemented in 2016 was evaluated by an independent consultant in January 2017. The recommendations from the first evaluation should be considered in this evaluation. Geographically, the Action was implemented in Bay (SWS).

The evaluation shall investigate into the following:

  1. The use of the five OECD DAC evaluation criteria of Relevance, Effectiveness, Efficiency, Impact and Sustainability

  2. Adherence to FCA’s Rights Based Approach and Do No Harm Principle.

  3. The Theory of Change is to be analyzed to ascertain if all the indicators and targets were achieved.

  4. Evaluation against FCAs Somalia Results Framework and Country Strategy.

  5. To assess the coordination between FCA. Partner and other relevant stakeholders

  6. To identify and document good practices and key lessons learnt and make recommendations for improvement on areas that require such action, based on evaluation findings.

4. DELIVERABLES

Overall deliverables are: Planning meetings

  • Inception report

  • Evaluation tools

  • Zero draft evaluation report for internal review

  • Validation workshop in Mogadishu

  • Final evaluation report addressing all objectives, evaluation questions and including clear recommendations

  • Debriefing on the final findings

  • One case story

  • The final evaluation report is the sole deliverable expected from the Consultant, both in soft and hard copies. The report shall be:

o Produced in English language and should be simple in expression.

o Maximum of 25 pages. Short Annexes to be attached separately

o The report format and text, should be on A4 paper size in Arial font size 11.

o The evaluator(s) will deliver an electronic version of the evaluation report in Word

oVersion by the agreed deadline and four (4) hard copies of the report in full color (where applicable)

  • The report should be structured as follows:

o Cover page

o Acknowledgement

o Table of contents

o List of tables

o List of figures

o Executive summary comprehensive enough to highlight all the key aspects of the evaluation. The summary should present a highlight of the methodology, key findings, summary of conclusions and recommendations.

o Introduction section

o Literature review (should be precise and well linked to the Action’s focus)

o Methodology that clearly outlines the sampling procedures and the sample size, how the data was collected, analyzed and presented with clear justification and limitations if any.

o Findings addressing all the evaluation questions and the unexpected outcomes.

o Conclusions presenting summary of the findings on the basis of the questions.

o Lessons learned and recommendations which should be clearly related to the conclusions.

o Case story highlighting best practices.

o Report annexes that include the tools used in the evaluation and the list of respondents.

5. METHODOLOGY

This evaluation is expected to apply mixed methods approach. These will involve reviewing the relevant project documents and relevant literature, meetings and interviews with a broad range of stakeholders including donor, project partner, local government representatives, the beneficiaries and community opinion leaders among others. The evaluator(s) will be responsible for assessing the project and management issues, briefing and debriefing with key stakeholders and production of the evaluation report. Other methods including use of focused group discussions (FGDs), observations, documentation of the Most Significant Change stories are also highly recommended.

o Provide a detailed elaborate methodology and work plan, which will be shared and agreed upon with FCA before the start of the actual work.

o Participating in the initial briefings with FCA and partner teams to ensure that the evaluation team is clear on the expectations of this evaluation.

o Developing the evaluation inception report highlighting the methodology to be used and the relevant tools which will be submitted to FCA and will be discussed and approved by FCA in consultation with the partners before commencement of the field work.

o Reviewing the project materials and other relevant literature in order to have adequate understanding of the project and maximize incremental learning.

o Discussion with FCA, the implementing partner and other stakeholders including relevant government officials, and opinion leaders to get their feedback to reach conclusions against benchmarks to date.

o Conducting field visits to collect data using the agreed upon methods.

o Ensuring that the data is collected stored and analyzed professionally.

o Presenting to FCA and partners the key findings and giving the team adequate opportunities to give feedback and agree on action points, lessons and recommendations.

o Submitting draft report to FCA and partner for review, comments and inputs which will be taken into consideration before submission of the final report.

o Document and submit one quality case stories focusing on best practices and lessons learnt as evidence from the project locations.

6. EXPERTISE/ SKILLS REQUIRED

The consultant is expected to meet the following criteria:

o Post Graduate qualification in Peace building and Conflict Resolution, Program Management, Political Science, Development Studies or Economics or any other relevant Social Science Degree from a recognizable university.

o Minimum of 5 years’ experience in evaluation work with proven track record

o Skills and experience in evaluating peace building and conflict resolution projects

o Strong interpersonal and analytical skills.

o Familiarity with the Somalia political, cultural and socio-economic context a must.

o Demonstrable knowledge of Somalia security context, including caln dynamics and policy environment including human rights and the rule of law.

o Experience of effective interaction with local and national organizations and government institutions.

o Conversant with application of cross cutting themes like Rights Based Approach and Do No Harm Principle.

o Good spoken and written communication skills in English. Somali language proficiency is a must.

o Proven experience of using participatory methods for data collection and analysis in programme evaluation.

7. TIMING

The evaluation is to be conducted and finalized early June 2018 latest. The consultant will be engaged for a period of approximately 20 days, 8/10 days home-based for the documentation review and report writing and 10/12 days in Baidoa (and Mogadishu, if necessary) for the field work.

Precise schedule will be agreed between the consultant and FCA Somalia Country Office upon consultant submitting the draft workplan.
