Context:

Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia.

The Labour Mobility and Human Development (LHD) unit in Somalia focuses its interventions on youth empowerment, increased regulation of recruitment, enhancement of institutional capacities, and adoption of measures to maximize migration outcomes and diaspora engagement and investment.

Its largest programme, Migration for Development in Africa (MIDA) is a capacity- building programme, which transfers skills from African diaspora experts back to Africa. MIDA programmes in Somalia aim to build the capacity of Somali institutions through Somali diaspora skills transfer. To date, the programme has placed more than 480 Somali experts throughout the three regions at various ministries and institutions including sectors such Justice, Public Financial Management, Health and Education.

The Youth Empowerment initiatives aims at building the capacity of the youth to access diversified livelihood and employment opportunities through the facilitation of strategic skills development schemes as well as employment and business opportunities. Another area that LHD is looking to implement activities in are Remittances and Entrepreneurship: maximizing the economic gains of remittances for small and medium enterprises and strengthening the Government’s capacity to implement new policies, collect data on remittances; inform the

diaspora on remittance investment opportunities; and improve financial literacy among local communities establishing associations to match migrants’ remittances with international funds to develop small-scale businesses.

The LHD Division also coordinates Migration Governance activities within the IOM Somalia mission and provides support to the Government to develop and operationalize a migration policy framework. This includes technical support in the establishment and capacity-building of the government-led Taskforces on Migration Management.

Under the overall supervision of the Chief of Mission and under the direct supervision of the Head of Labour Mobility and Human Development Division, and in coordination with other relevant units at IOM Somalia, the Programme Officer will be responsible for providing specialized support in the planning, managing, and timely implementation of the Labour Mobility and Human Development Projects in Somalia.

Core Functions / Responsibilities:

  1. Provide overall support to LHD division in Mogadishu, and in Federal Member States (FMS) as needed and liaise with governmental counterparts and participate in and facilitate meetings as needed.

  2. Provide administrative and technical support and supervision to LHD national staff and monitor Implementing Partners in Mogadishu and the FMS as needed.

  3. Provide technical assistance and facilitate efficient coordination and support to the management of the selected LHD projects in Somalia, in particular the MIDA projects funded by the Italian Cooperation, JICA, ACP-EU; and Netherlands MFA, and other projects as requested.

  4. Undertake activities relevant to the capacity building portfolio (rule of law; youth employment) including meetings, workshops and seminars in Mogadishu and in relevant field offices.

  5. Assist in the recruitment and placement of consultants for MIDA and related programmes; provide administrative and technical support as well as monitoring to them while on assignment.

  6. Support, liaise and network with other IOM Somalia Divisions, IOM Offices, relevant partners and donors such as government agencies (i.e. SIDA, AICS, JICA), UN Agencies, international and Somali NGOs, private sector, etc.

  7. Support diaspora engagement for the MIDA Programme, including participating in national and international outreach campaigns aimed at involving the Somali diaspora in MIDA and other LHD projects.

  8. Draft progress and final narrative and financial reports for donors.

  9. Support recruitment and orientation of service providers, draft service agreements and supervise service providers’ work.

  10. Provide inputs in the formulation of strategies for the design and implementation of other LHD projects for Somalia as per guidance of the Head of Division.

  11. Contribute to drafting of new projects, work plans and other project documents for Somalia in close coordination with the Head of Division, program support unit, resource management unit, regional office, service area and relevant authorities and public/private institutions.

  12. Carry out institutional needs assessments and field visits, as maybe required for the development, implementation and monitoring of project activities.

  13. Participate in relevant coordination meetings, Pillar/technical working groups and sectoral meetings, workshops and conferences with other development partners, UN agencies as well as Somali government institutions and private sector as per guidance of the Head of Division or Chief of Mission.

  14. Assist with providing and coordinating inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law, Labour Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Demonstrated experience in Migration and Development issues, and working on institutional-capacity building through engagement of diaspora in particular;

• Experience in working in Somalia;

• Experience in project management and implementation and monitoring programme activities;

• Proven experience in general fundraising, writing project proposals and reports;

• Strong IT skills, specifically hands-on experience in usage of MS Office and social media channels.

Languages

Fluency in English is required.

Internationally recruited professional staff are required to be mobile.
