OVERVIEW OF THE POSITION

The SSI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of government, particularly newly formed district administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized federal state through activities that promote good governance, consolidation of the federal structure and a receptive environment to respond to emerging political contingencies.

GENERAL FUNCTIONS

Role objective:

The individual will assist the SSI program with the direct monitoring of construction works of rehabilitation works in Baidoa region.

Expected output:

Bidding & Award of Contract:

  • Support the National Engineer in facilitating pre-bid conferences at the local level including site visit for prospective bidders for familiarization purposes.

  • Assist the National Engineer respond to any technical queries by prospective bidders regarding the scope of the works before submission of offers.

  • Participate in bid opening as and when required by the National Engineer Mogadishu to advise on technical evaluation.

Services for Supervision (Resident Supervision):

  • Provide technical support for the implementation of engineering components related to the construction projects implemented in Lower Shabelle region including the monitoring of 3rd party engineering consultants and selected contractors;

  • Participate in the preparation and evaluation of technical designs, scope of works, Bills of Quantities (BOQ) and material specifications lists in coordination with the National Engineer in Mogadishu to identify basic and/or special project needs in specific areas.

  • Provide preliminary budgets and scope of work including other technical documentation relating to infrastructure programming at the initial stages of grant development before the assessment is conducted.

  • Support the SSI team on activities related to the actual implementation of the projects in relation to the design, specifications and BOQs.

  • Suggest appropriate mechanisms to adapt structures in the areas selected during the initial stages of grant development.

  • In coordination with Contracting Officer and National Engineer and procurement Officer, participate in bid opening ceremonies as when required and advise the tender committee and community stabilization team in the field on technical matters related to the selected projects.

  • Provide technical guidance and monitoring of ongoing projects providing progress reports for construction projects including the engineer’s report, quality control and certificate of practical completion reports at all stages of construction for payment purposes payment.

  • Advise on any variation works that may arise during implementation and seek approval from the National Engineer before implementation.

  • In collaboration with Field Engineers, track and assess technical progress of infrastructure projects vis-à-vis work plan, schedule and budget.

  • Provide regular weekly report regarding the status of ongoing projects, ensure verifying the contractor has adequate distribution of labor and materials on site to enable them complete the works within the stipulated period.

  • In collaboration with the National Engineer, be able to identify early warning signals for potential work adjustments and/or contract variations. Any variations should be approved by the field engineer in coordination with the National Engineer.

  • Conduct market survey of construction materials at local level and gather information on market conditions for adequate preparation of BOQ’s.

  • In conjunction with the National Engineer evaluate and suggest improvement to program planning, programming, implementation and monitoring in connection with the field of expertise.

  • Perform such other duties as may be assigned.

Project reporting:

This role directly reports to the National Project Officer - SWS & is remotely monitored by Field Coordinator & National Engineer.

Team management:

This role will be supervising a team of on site contractors.

ESSENTIAL EXPERIENCE

Education: Bachelor's degree in Architecture, Civil and Structural Engineering, Building Engineering. and/or Master's degree in Architecture, Civil and Structural Engineering, Building Engineering..

Work experience: Minimum of 5 years of demonstrable relevant Engineering – Civil experience and/or minimum of 5 years of demonstrable relevant Architecture experience.

Geographical experience: Minimum of 5 years of experience in Africa (essential).

Languages: Fluency in Somali and English are essential.

Key competencies: Additional experience/skills in the areas below will be an added advantage:

  • Experience in urban development in insecure, or post conflict environments.

  • Sufficient capacity to undertake the aforementioned responsibilities in Somalia. - Experience and ability to produce and/or check the drawings including but not limited to site plans, architectural, structural and MEP drawings, cost estimation, BOQ and other layout plans which may be presented by prospective contractor(s).

  • Excellent computer skills, including MS Office suite, including knowledge and experience in CAD based applications such as AutoCAD and/or Archi CAD for review of designs where necessary.

  • Demonstrated experience in project cycle management.

  • Proven skills and experience projects M&E.

  • Good report writing skills.

  • Working with international organizations, governmental institutions and/or aid organizations especially on USAID funded projects.

  • Working with government authorities (especially in Jubbaland state) including knowledge of building bylaws and building requirements an asset.

  • Working in construction or renovation work in Lower Shabelle/Bay/Bakool regions.
