UNICEF Somalia played a key role in making sure that child-focused data, with attention to gender and minorities, was included in the country’s first national development plan in 30 years. We have been tackling issues such as child mortality, better access to health services, severe malnutrition, and stronger child rights. We are working with partners to address the alarming food insecurity and malnutrition levels in Somalia. We are supporting community based reintegration programs for children released from armed groups, and are working on developing a social protection policy. We are also conducting robust Harmonized Approach to Cash Transfers (HACT) implementation.

How can you make a difference?

To assist UNICEF Somalia with the identification, assessment, and integration of ICT into UNICEF programming, strengthening internal capacity to lead and support Technology for Development (T4D) related projects, identifying and engaging with key partners, identifying reusable and replicable technical building blocks and maximizing potential for T4D scale-up and roll-out.

The ICT Specialist (T4D) will also liaise with all stakeholders to build a preferred set of solutions with the aim to reduce the complexity of entry into projects and increase solution portability.

The ICT Specialist (T4D) is directly supervised by the ICT Manager but works closely with Programme staff and in close liaison with the Eastern and Southern Africa Regional Office (ESARO) T4D, the central ICT Division and UNICEF Innovation.

Policy and Strategy Development:

  • Contribute to the development of an innovation and technology for development strategy for the country office, including assessment of T4D gaps, opportunities, standards and develop a scale up strategy for Somalia Country Office. 
  • Lead the development and oversee the quality assurance during the roll-out of the office-wide T4D component and participate in setting up standards, documentation and mechanisms for T4D.

Partnerships: 

  • Raise awareness of potential partners and solutions to UNICEF Somalia Programme community.
  • Develop a catalogue of potential country specific T4D partners and their profiles/areas of engagement in Somalia to promote and enhance UNICEF goals for outcomes for children through the use of Technology for Development. 
  • Develop clear and concise concept notes of each agreed T4D initiative and proposals for fund raising efforts.

Knowledge management:

  • Support the collection of data, undertake analysis and prepare reports on existing initiatives, solutions, capture lessons learnt from innovations and share resources available.
  • Map all T4D projects and resources.
  • Ensure documentation and clear monitoring and evaluation mechanisms for innovation and T4D projects including baseline data collection, necessarily on-going monitoring, as well as first phase data collection and analysis.

Technical assistance:

  • Provide support and technical assistance to the Country Office in the identification, selection, concept design and roll-out and sustainability of T4D interventions to address bottlenecks towards the achievement of programme results;
  • Work with stakeholders to help develop standards, procedures and partnerships for T4D interventions and their transition to relevant Government and Civil Society Institutions.
  • Assist programme sections to identify and assess new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming in service delivery and/or monitoring evaluation.

Capacity building:

  • Build capacity of programme staff in analyzing the large amounts of data generated through T4D initiatives including the use of data visualization techniques and analytics tools.
  • Provision local Business and Technical Analysis services to country & zone offices sections to help define requirements, guidelines and sustainability for T4D solutions.

 

To qualify as an advocate for every child you will have…

  • Education: An Advanced University Degree in computer science, software engineering, information technology management, business administration or other related social science field.*A first University Degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Experience: At least five  (5) years professional experience in designing and implementing solutions for large-scale technical projects – including supervising engineers and software developers; responsibility for budgets, contracts and procurement, etc. Experience in supporting and coordinating project activities across large organization and with other international partner organizations. Experience with ICT hardware, mobile phones and web-based technologies in Africa, particularly designing or deploying tools appropriate to low-bandwidth environments. Experience with RapidPro, OpenSRP, DHIS2, ODK and other SMS or smart phone technologies in deploying, maintaining and rolling out of technologies based on this technology is highly desirable. Experience in a UN organization is an asset.
  • Language: Fluency in English is required. Knowledge of another official UN language is an asset.
